QUESTION

REFERENCE QUESTION EXPLANATIONS & MODIFICATIONS

A01-1 RFP, L.8.b

Will the Government please reconsider the requirement for a 12 size font for graphics and tables. When using a 12-point font it is extremely difficult to create evaluated items such as organizational charts and process flows without having to resort to 11x17 fold-outs. This in turn makes it very hard to provide required content within the Mission

Suitability volume page allocation.

The requirements in L.8, NFS 1852.245-81, PROPOSAL PAGE LIMITATIONS (APR

2015), for 12 point type in Times New Roman font will remain as stated. Additionally, if the offeror chooses to use up to 11"x17" foldouts, each foldout shall be printed on one side only, folded entirely within the volume, and shall count as two pages.

A01-2

L-02, KIAC

Pricing Template

Ref Attach L-02, KIAC Pricing Template, Ancillary Services Tab, Items COMM-F-001 to COMM-F-007. Ref also, Appendix M, Service Catalog Descriptions, pg 59-67.

Movement of Engineering Imagery services from the standard catalog to ancillary services and drastic variance of BEQ between years (low support/deliverables/quantities to high the next year and low the next year) may force a situation which puts undo risk to the ability to locate, obtain and retain the highly technical and speciallized [sic] workforce necessary to operate these instruments and provide these services. Is the government aware of this and was this the government intent?

The Government is aware that variations in potential quantities ordered in multiple years associated with IDIQ CLINs may occur.

A01-3

Appendix C, Deliverable

Products and

Services (DPS)

Please Define Column 5, "Type 1 or 2" The definitions of Type 1 and Type 2 are defined in Clause H.19, SPECIAL CONDITION

ASSOCIATED WITH DELIVERABLE PRODUCTS AND SERVICES (DPS).

A01-4

Attachment J-01, Performance

Work Statement

(PWS)

KIAC RFP Cover Letter, Summary of Significant Revisions since Draft RFP, Attachment J-01, Performance Work Statement Section: "Removed Audio/Visual (A/V)

Services throughout the RFP (previously PWS element 6.2.5)". Question 1: Will these services be provided by non-KIAC entity or no longer provided? Question 2: Will KIAC have any engineering responsibilities for A/V systems in conference rooms?

Question 1: This service will be provided by the NASA Integrated Communications

Services (NICS) contractor.

Question 2: The engineering responsibilities for A/V systems in Conference Rooms will be provided by the NASA Integrated Communications Services (NICS) contractor.

A01-5 General

This is a single award IDIQ being set aside for an 8(a) firm. However, with the contract having a total potential value of $230 Million and a base year ceiling of $85 Million, how could an 8(a) perform on this without going over their revenue limit during the very first year?

The Government has determined that this acquisition is appropriate for an 8(a) set-aside.

Prospective offerors should refer to Title 13 CFR Section 121, Title 13 CFR Section 124, and any other applicable SBA regulations.

A01-6 RFP, L.12

Request the Government please clarify where L.12 information is expected to be placed in the proposal, and also clarify that there is no page count for the requested information.

The RFP has been amended to instruct the offerors to submit this information in Volume

IV, Plans and Other Data, " Offeror's Response to Provision L.12," with a Max. Page

Limit of "None."

A01-7

Attachment J-01, Performance

Work Statement

(PWS), 6.2

RFP is intentionally removed?

Confirmed. The RFP has been amended to indicate that there are five areas of support under PWS 6.2.

A01-8 Attachment L-04, Scenarios

The scenario requests the offeror to provide information from PWS 10.0 A.ii and A.vii.

Can the Government please confirm that the offeror does not have to provide price information for non-labor as required by PWS 10.A.ii.c

Confirmed. The Government is not intending the offerors to produce a complete list of materials, quantities and associated pricing for the scenario. The RFP has been amended to provide a model list of materials to be used for A.ii.c for proposal development of the scenario.

A01-9 Attachment L-04, Scenarios

Scenario 4 is a task order for data center rack procurement and installation. Is the government prescribing that data center racks and structured cabling will always be purchased via a task order even when they apply to managed services purchasable from the service catalog such as collocation, cloud, and Sharepoint as a Service?

The procurement of Data Center racks and associated structured cabling during contract administration will be accomplished via task order. Moves, adds, and/or changes to existing colocation infrastructure are as specified in PWS 5.2.2, Colocation Services.

A01-10 RFP, L.8

Does the Times New Roman 12 point font size apply to the information in the headers and footers, or can the headers and footers contain a smaller font size?

The requirements in L.8, NFS 1852.245-81, PROPOSAL PAGE LIMITATIONS (APR

2015) , for 12 point type in Times New Roman font will remain as stated for all text in the offerors proposal to include headers and footers.

The RFP has been amended to clarify the evaluation of past performance will include the offeror and major subcontractor(s).

A01-13 RFP, L.8

The font size 12 for graphics makes it very difficult to fit process graphics, organizational charts, etc. onto a single page. As a result, will the Government consider counting 11x17 foldouts used for graphics as a single page?

The requirements in L.8, NFS 1852.245-81, PROPOSAL PAGE LIMITATIONS (APR

2015), for 12 point type in Times New Roman font will remain as stated. Additionally, if the offeror chooses to use up to 11"x17" foldouts, each foldout shall be printed on one side only, folded entirely within the volume, and shall count as two pages.

RFP, H.18.B

(Government

Provided

Reference)

RFP section H.18.B appears to indicate that all hardware/software must be procured via

SEWP V (or its future name). PWS Section 2.0.Q says contractors shall provide the same. Appendix M Catalog Items IAS-I-004 and IAS-I-005 supports PWS Section 2.0.Q.

Appendix M Catalog Items IAS-I-001 indicates that SC may provide their own. Without clear guidance or a plug number it is highly unlikely that KSC will receive comparable bids.

Is it the Government’s intent for contractors to quote SEWP V rates for hardware/software? If so, how does the Government intend contractors to accomplish quoting materials as SEWP V staff indicate that quotes (and accounts) cannot be generated for non-NASA contractors?

The RFP has been amended to remove the mandatory use of SEWP V for computing services. However, SEWP V will be made available as a resource to the successful offeror.

The bidder’s library document “IAS Technical and Environment Details.pdf” embedded document “System Technical Details.xlsx” shows 48 systems references where

Appendix D shows a different quantity, and neither matches the 25 systems shown in catalog item IAS-001-S for bidding.

Can the Government please reconcile these apparent discrepancies?

The RFP has been amended to clarify that the "Application Services manages 24 systems for various customers across the Center and Agency." The Government has revised the

"System Technical Details.xlsx" document to correctly identify the 24 systems. The

"System Technical Details.xlsx" document includes both "system" and "sub-systems";

however, one of the sub-systems (Fingerroll) was incorrectly identified as a "system."

DRFP Q&A responses says that iKCMS is only used for Comms monitoring.

Specifically, it says iKCMS is comprised of some components of the HP OpenView

Suite and Solarwinds, and a “few others”. Can the Government please define the “few others”?

What tools are being used to monitor application web interfaces, virtual and physical servers and performance of these resources?

The Government is unable to locate a reference to "a few others" in the DRFP Responses.

The opening slate from the video posted from the Presolicitation Conference did say, "iKCMS is a suite of applications from various vendors like Hewlett-Packard and Solar

Winds that provides us an integrated view of our COMM and external systems from a management perspective." The KIAC Bidder's Library contains the file "iKCMS System

Version", which lists all software and their current version utilized in iKCMS.

Additional information may be ascertained from the "Software Licensing.xlsx" document that has been added to the Bidder's Library.

Appendix E, Application

Listing

(Government

Provided

Appendix E identifies applications that are based on their application support level.

Based on Appendix M information these application points equal 2775 application points. The definition for IAS-001-S indicates 3216 application points in 2018 increasing each year.

Are the gaps intended to be additional applications similar to those defined in Appendix

E and detailed in bidder’s library document “IAS Technical and Environment

Details.pdf” embedded document “Application Technical Details.xlsx”?

Yes, the difference in Application Points is projected growth of applications that are similar in nature to those identified in Appendix E, Application Listing .

Technical details relative to the relationships of IT assets and data quality provided in the

GFE/CFE/Bidder’s Library data does not match. Industry day scripts indicate the KDC has 80 racks hosting 65 servers and 300 VMs running Windows Server 2008/2012 and

RHEL. Attachment J-06 indicates 121 Servers in the KDC and an additional 103 server spread out across a number of different buildings. There are no relationships between these hardware systems and the applications or consistency between different documents.

Within the documents listed there are relationships between applications and some server names (not all), but no relationship between the server name and the hardware listed.

From the provided data bidders cannot assess if the listed systems are active or in storage and what purpose they serve.

Can the Government please reconcile these apparent discrepancies?

As disclosed in the Presolicitation Conference Information Briefing, any information provided during the Presolicitation Conference and subsequent scripts were based upon the state/configuration of the systems and equipment at the Presolicitation Conference. The

Presolicitation Conference script stated "a total of 78, 48-RU equipment racks divided into two rows of nine racks each and three rows of 20 racks each." "Of the 78 equipment racks, 65 racks contain compute resources such as servers and storage devices, nine racks contain network infrastructure devices, and four racks support cable distribution." Offerors should refer to specific details provided in the "Kennedy Data Center IAS Data.xls" document in the Bidder's Library which has been updated to provide additional information.

Attachment J-06, Government-Furnished Property , also includes servers and workstations not located in the KDC, which may be associated with the systems described in Appendix

D, System Descriptions . However, the Government will not establish a relationship between Attachment J-06, Government-Furnished Property , and Appendix D, System

Descriptions , as different approaches could result in alternative allocation of Government

Furnished Property.

The Government will not establish any further relationship or mapping between applications and hosting infrastructure.

The Government will not establish a mapping relationship between the server name and the hardware listed.

This indicates that applications list may be as large as 315 applications.

Can the Government please reconcile these apparent discrepancies?

The Government concurs that Appendix E contains 245 entries and that "Application

Technical Details.xlsx" identifies 240 entries. All five discrepancies [Website Archiving

Tool (Development Units), IT-E and IT-G SharePoint Page into Sitecore, Replatforming of

PAMIS and KOPS into One Application, Convert BA Website to Sitecore, GG18, Financial Management Forum] are currently in development and no description is available to add to "Application Technical Details.xlsx."

"Sys ID" is the unique identifier even if the names differ between the documents. The offerors are reminded that one of the multiple Deliverable Products and Services in IAS-

001-S, Infrastructure and Application O&M Bundled Services" is Application O&M, which is based on the number of Application Points, not specific application names or Sys

IDs.

Note: The Government was unable to replicate the 70 unmatched applications.

Storage data ranges from 4 devices (in the KDC) in the industry day scripts (2 Netapp, 1

EMC and 1 Tape system) to approximately 29 storage devices spread out over 7 locations (GFE data). Attachment J-06 shows a Netapp e5500, attachment L-05 shows a few undefinable Netapp elements (no part numbers), and Kennedy Data Center IAS

Data.xlsx shows an 8040 and e5400 Netapp storage systems which conflicts in purpose with the data in the industry day scripts.

Can the Government provide clarification to those elements it wishes bidders to address in the FFP response?

The Government has reviewed the data provided in the Bidder's Library document, "Kennedy Data Center IAS Data" and the KIAC Pre-solicitation Conference Informational

Briefing, and finds no conflict. The "Kennedy Data Center IAS Data" document details the aggregate storage available for each of the three Storage Area Networks (SAN) located in the KDC. The storage systems located in the KDC are a combination of GFP and contractor-owned capital equipment. The Government has no further information to provide relevant to the equipment listed in Attachment L-05, Incumbant Contractor-
