KIAC Contract - NNK17592924R Appendix B Service Delivery Standards and Metrics

2.0 EXAMPLES OVERVIEW

The information below provides examples of how the Government will calculate the metrics defined in Tables B-2 through B-5.

As used in these metrics calculations, "aggregate" is defined as "taking all units as a whole." For example, for Forms Development, the "aggregate" is defined as all forms developed during the assessment frequency (annually) and the metric will be calculated against this aggregate and not against the individually developed forms. Another example is Communication Services:

Nominal, in which the "aggregate" is defined as all Standard and Ancillary Communication Services orders placed, to include all of these Standard and Ancillary Communication Services orders placed against assessment frequency (annually). An additional example is Standard Applications and Systems Availability, in which the "aggregate" is defined as the combined availability of all Applications listed in Appendix E during the assessment frequency (monthly) that have an RTS Category of "Standard."

All percentages will be rounded to the nearest 2 decimal places (e.g., 94.583% rounds to 94.58%).

Disputes regarding whether a specific site is affected by an incident downtime will be resolved by the Contracting Officer (CO).

Each Example has the following format:

Service – Description of the metric.

Assumption – Considerations taken into account when performing the calculations.

Calculations – The formula/approach the Government will use when calculating the metric.

Target Metric – Value of the target metric as defined above.

Examples – Illustrations of the metric being calculated or, in the case of pass/fail metrics, a demonstration of when the metric is or is not met.

All tables in the examples should not be construed as representing true estimates.

Some calculations use an average hours/month (i.e. ‘H’) which is calculated as follows:

Equation 1

4.2 Communications Services: Expedited

Service:

Complete requirements in accordance with the Expedited due date.

Assumptions:

None.

Target Metric: Pass / Fail

Example:

The Government approves the expedited catalog offering for Install Web Camera (EXTS VLAN) customer provided camera (COMM-D-017) on Thursday, March 8, 2018. This offering has a Service Delivery Standard of 10 business days. The Service Delivery Metric target is Thursday, March 22, 2018. If the service is delivered prior to this date, no deduction is applied. If the service is delivered after March 22, 2018, an invoice credit equal to the price difference between COMM-D-017 and COMM-D-016 will be applied.

Because the expedited delivery date was missed, the new Service Delivery Metric target is the nominal delivery date of Thursday, April 19, 2018. If the service is delivered prior to this date, no deduction is applied against the nominal delivery metric. If the service is delivered after April 19, 2018, this miss will be counted in the nominal delivery metric.

4.3 Communications Critical RTS for Services Affecting

Service:

Communication Services problems affecting SCs and/or KIAC provided service(s) to others resulting in the disruption of, or causing loss to:

A system providing a service to an entire facility such as Public Address and Area Warning

Any external service dependent on a KIAC provided service (e.g., NICS provided telephone, KNET network services, the Kennedy Complex Control System)

50% of Two-Way Radio Service Payload and vehicle processing operations

Availability Assumptions:

a. The RTS time will start for accessibility upon actual loss of service until service is restored regardless of reported incident timestamp.

a. For Standard Hours and/or hours ordered through COMM-J-001 through COMM- J-004, the RTS will start for accessibility upon discovered or reported loss of service.

b. For all other periods, the RTS will start for accessibility upon the next staffed period.

a.b. RTS System Performance Metrics are additive with other metrics.

Target Metric: Pass / Fail

Example 1:

On July 6, 2018 at 3:00 p.m., local time, the OSB II building reported not hearing the Lighting Advisories anywhere in the facility. This affects the Public Address and Area Warning Service (COMM-003-S) and has a metric of 2 hours for the contractor to resolve.

The system is returned to service at 6:00 p.m., local time, the same day, resulting in an RTS incident of 3 hours.

In this example, the contractor failed to restore the service in the 2 hr. metric timeframe and will be assessed a $25,000 deduction in the month of July for COMM-003-S.

Example 2:

On July 6, 2018 at 9:00 a.m., local time, the OSB II building reported not hearing the Lighting Advisories anywhere in the facility. This affects the Public Address and Area Warning Service (COMM-003-S) and has a metric of 2 hours for the contractor to resolve.

The system is returned to service at 6:00 p.m., local time, the same day, resulting in an RTS incident of 9 hours.

In this example, the contractor failed to restore the service in the 2 hr. metric timeframe and will be assessed a $40,000 deduction ($25,000 for first two hours, then $15,000 for the remaining seven hours) in the month of July for COMM-003-S.

Example 3:

On July 7, 2018 at 2:00 a.m., local time, the Public Address and Area Warning Service (COMM-003-S) suffered a failure. On July 9, 2018 at 7:30 a.m., the KIAC contractor came back to KSC and discovered the service was no longer functioning. The metric for Return to Service is 2 hours from the time of discovery, either by the contractor or through reporting.

The system is returned to service at 9:00 a.m., local time, the same day, resulting in an RTS incident of 1.5 hours.

In this example, the contractor met the 2 hr. metric timeframe and no penalty will be assessed.

If the contractor failed to restore the service by 9:30 a.m., the contractor would be assessed a metric penalty based on the time taken to restore the service beyond the 2 hr. metric as defined in Table B-3 for COMM-003.

4.4 Communications Non-Critical RTS

Service:

The non-critical RTS has service affecting and non-service affecting RTS standards. The service affecting areas are:

Communications Services problems affecting SCs for Data Communications Services (Data Transmissions Services [DTS], Cable Plant Services, Timing and Countdown Services), Operational Intercommunications System (OIS), Two-Way Radio, Operational Television

(OTV).

and

Communications Services problems affecting SCs for Security Camera, Cable Television, and Image Content Management.

The non-service affecting area is:

Communications Services problems that do not impact SCs (i.e., redundancy exists or maintenance item) for Data Communications (DTS, Timing and Countdown Services, Cable Plant), OIS, Public Address and Area Warning, Two-Way Radio, OTV, Security Cameras, Cable Television, and Image Content Management.

Assumption:

For this metric, some metrics have a RTS of 1 business day, some 3 business days, and some 15 business days. The number of days is not considered in the calculation, only whether or not the metric was missed.

Calculation Directions:

Monthly aggregated issue resolution RTS metrics for resolved issues shall be calculated in accordance with the following formula. This running percentage is used to track the trend of the service deliveries.

Equation 12

CSRTSM = the Communications Service RTS Metric, z = the PWS Areas listed in Table B-19, n = the Government Fiscal Year months (e.g. October thru September) CRTS = count for issues resolved by RTS time.

TC = total completed.

The annual calculation uses the same formula when M = September.
