(End of Clause) E.2 FAR 52.246-11 Higher-Level Contract Quality Requirement (Dec 2014) The Contractor shall comply with the higher-level quality standard(s) listed below.
JSC Quality Management System.
The Contractor shall establish a software development process that complies with current version of JSC 63756 MOD Software Management Plan (SMP).
For Baseline A, the Contractor shall possess certification of its quality assurance/quality control processes applicable to software development in accordance with the Software Engineering Institute’s Capability Maturity Model (CMM) or Capability Maturity Model-Integrated (CMMI) Level 3. An independent certifying authority must provide this certification.
For Tier 1 IDIQ task orders, the Contractor shall possess certification of its quality assurance/quality control processes applicable to software development in accordance with the Software Engineering Institute’s Capability Maturity Model (CMM) or Capability Maturity Model-Integrated (CMMI) Level 3 or higher standard or similar Government-approved configuration management standard. An independent certifying authority must provide this certification.
The Contractor shall include applicable requirements of the higher-level quality standard(s) listed in paragraph (a) of this clause and the requirement to flow down such standards, as applicable, to lower-tier subcontracts, in— Any subcontract for critical and complex items (see 46.203(b) and (c)); or When the technical requirements of a subcontract require— Control of such things as design, work operations, in-process control, testing, and inspection; or Attention to such factors as organization, planning, work instructions, documentation control, and advanced metrology.

E.3 NFS 1852.246-72 Material Inspection and Receiving Report (Apr 2015) At the time of each delivery to the Government under this contract, the Contractor shall prepare and furnish a Material Inspection and Receiving Report (DD Form 250 series). The forms shall be prepared and distributed as follows: in triplicate (an original and two copies). Upon delivery of product to the destination, each copy of the Material Inspection and Receiving Report shall be signed by the receiver. The original shall remain with the Contractor’s driver making the delivery, and two copies shall be retained by the receiving destination as proof of delivery.
The Contractor shall prepare the DD Form 250 in accordance with NASA FAR Supplement 1846.6. The Contractor shall enclose the copies of the DD Form 250 in the package or seal them in a waterproof envelope, which shall be securely attached to the exterior of the package in the most protected location.
When more than one package is involved in a shipment, the Contractor shall list on the DD Form 250, as additional information, the quantity of packages and the package numbers. The Contractor shall forward the DD Form 250 with the lowest numbered package of the shipment and print the words "CONTAINS DD FORM 250" on the package.
