82 General Question: Please clarify if a business entity can proposal on two or more parts of this procurement. Can a business bid on part A, B, and IDIQ? Would such bidding require three separate proposals, one for each part?
Answer: Yes, a business entity can propose on two or more areas of work. In accordance with L.16.4(a), the Offeror shall provide a matrix showing which area(s) of work the Offeror is proposing to in Volume I of its proposal.
Provision L.16.1 of the Final RFP states “Large businesses may propose to either Baseline A, IDIQ, or both areas of work. Small Businesses may propose to either Baseline A, Baseline B, IDIQ, or any combination of the three areas of work. Offerors are not required to propose on all areas of work. Each area of work will be evaluated individually for all factors; proposing on any one area of work will not enhance or diminish credibility in another area of work.
One proposal is allowed per Offeror; alternate proposals will not be accepted.”

Reference: Section L.16.4.c indicates that the Basis of Estimate (BOE) should be placed in Volume 1, along with Specific Technical Understanding and
Resources, in a section limited to 10 pages for each part of the contract. The table of page limitations does not account for the BOE, specifically.
Question: Is the BOE subject to the 10-page limit? If so, it will be extremely difficult to provide a complete write up of technical understanding by SOW paragraph, in addition to the full BOE and rationale for all of the JOIST SLCs, in only 10 pages. Would the Government consider excluding the BOE from the page limitations?
Answer: The BOE is included in the 10-page limit. Furthermore, offerors do not have to provide rationale for Standard Labor Categories in the BOE, but they must provide rationale for the number of personnel (Full-Time
Equivalents) and skill mix.
84 L L.16.6 L-28 Question: In Baseline B Labor Pricing Template (LPT), Baseline B tab is missing a few SLCs. Does the Government intend to correct this prior to release of the final RFP? Missing SLCs seem to be:
a. Project Manager
b. Project Control Specialist II & III
Answer: Project Manager and Project Control Specialists I, II, III and IV were added to the Baseline B LPT in the final RFP.
85 L L.10 L-5 Reference: Government Prop Management Plan (DRD-07) is listed in the table as being part of the proposal-- but we understand from the DRL, DRD, and other sections that it's not due until after the CO requests it of offerors making competitive range or being awarded contracts (both in the DRD and in section L.16.7b).
Question: Would the Government please clarify the due date of this DRD, especially with respect to the proposal requirements.
Answer: The table in L.10 only specifies that the Government Property
Management Plan is not page limited. The Plan is not due with the initial proposal, and will be due when requested by the Contracting Officer, as specified in provision L.16.7(c).

Reference: IT Security Management Program Plan, DRD-06/Attachment J-13 is listed in the DRL on pg. J-01-5 as being due within 30 days of contract start but then listed in L.16.7.i and M.2.4.h as being part of the Proposal Volume 4 without being included in L.10 Proposal Page Limitations table.
Question: Would the Government please confirm the due date of this DRD, especially with respect to the proposal requirements.
Answer: The IT Security Program Management Plan was included in the table in provision L.10 in the Final RFP. The table in L.10 only specifies that the IT
Security Management Program Plan is not page limited. The Plan is not due with the initial proposal, and will be due when requested by the Contracting
Officer, as specified in provision L.16.7(h).
87 L L.16.4 L-14 Reference: Small businesses are not required to submit SB Subcontracting
Plans, however, small businesses are required to indicate the amount of effort proposed to be done by a small business either at the prime level or at the first tier subcontract level.
Question: We assume that this information is to be provided in Volume 4, however it is not clear from L.10 Proposal Page Limitations table. Would the
Government please clarify this requirement? Is the Attachment L-08, Small
Business Subcontracting Tables, required for a small business offeror?
Answer: Provision L.16.4 states, “Small Businesses are not required to submit
Small Business Subcontracting Plans; however, small businesses are required to indicate the amount of effort proposed to be done by a small business either at the prime level or at the first tier subcontract level.” This information is required in Volume IV, as specified in provision L.16.7(a). Small business are not required to complete Attachment L-08, as it is a requirement of the Small
Business subcontracting plan.

Reference: The instructions for Past Performance Volume 2 define a major subcontractor as companies performing 35% or more of the work scope, while other proposal volumes, Cost/Price Proposal Volume 3 and Responsibility
Considerations Volume 4, define a major subcontractor as a company that is anticipated to provide at least 20% or $1,000,000 annually of contract value in support of the Statement of Work effort. This would mean that a major subcontractor might be required to provide a cost proposal without having a chance to provide a past performance citation.
Question: To encourage teaming, especially on the SB set-aside Baseline B, would the Government please consider revising the definition of major subcontractors with respect to Past Performance, to make the threshold definitions consistent at 20% across the RFP and better enable SB Primes to define a best value team?
Answer: The definition of “major subcontractor” in Volume II will be updated to 20% in Amendment 1 of the Final RFP.
89 C C.2.2.5 C-23 Reference: SOW Section 2.2.5 references responsibility for transporting of items.
Question: Is there an expectation of vehicles on this contract?
Answer: No.
90 C C.2.10 C-32 Reference: SOW Section 2.10 references Exploration Mission (EM) and CST-
100.
Question: Are future scheduling efforts inclusive of the Space-X Dragon and other commercial space vehicle integration efforts?
Answer: The statement of work does not preclude the future support of Space-
X Dragon and other commercial space vehicle integration efforts; however, current FOD scheduling support is limited to ISS, EM, and CST-100.
91 L L.16.4 L-14 Reference: Proposal Reference Matrix requirement in Volume I.
Question: Does the Proposal Reference Matrix count toward pages in Specific
Technical Understanding, Management and Staffing, etc?
Answer: Provision L.10 of the Final RFP includes the Proposal Reference
Matrix as its own section in Volume I. The Proposal Reference Matrix is not page limited.

Reference: Requirements for DRD-03, Contract Management & Staffing Plan
Question: Do all requirements listed in DRD-03 apply to both Baseline and
IDIQ, or are there certain ones that only apply to one or the other?
Answer: All requirements listed are applicable to all areas of work.
