Attachment J-03 – Standard Labor Categories A set of proposed Standard Labor Categories (SLC) applicable to this contract are provided to facilitate a consistent evaluation among Offerors. Tables J-03-1, J-03-2, and J-03-3 address the appropriate qualifications and experience levels of the SLC that are to be used for proposal purposes. SLCs are intended to broadly group proposed labor into a manageable number of categories. These guidelines may not address all the possible specific skills, or requirements that any one occupation or profession may require. It is the Offeror’s responsibility to acquire an understanding of the complexities of the work required to successfully meet requirements. When describing the proposed labor necessary to accomplish the SOW, the SLCs provided in Tables J-03-1, J-03-2, and J-03-3 shall be used in the basis of the estimates. Offerors may include other additional labor categories that cannot be easily or logically mapped to those provided in Tables J-03-1, J-03-2, and J-03-3. However, additional labor categories proposed shall be limited to those that cannot be easily or logically mapped to those provided below. Job descriptions similar to the ones listed in J-03-1, J-03-2, and J-03-3 shall be provided for the additional categories.

Job Description Guidelines
Business Specialist I
Performs contract administrative/compliance activities, financial reporting, and milestone monitoring. Assignments may include creating and maintaining multiple project reports, maintaining project information and organizational charts, monthly reporting requirements, and other general office duties. Typically prepares contract proposals and administers major contracts and delivery orders. Also may negotiate contractual provisions with subcontractors. Has knowledge of standard concepts, practices, and procedures within the business field. Relies on experience and judgment to plan and accomplish goals. Works under general supervision; typically reports to a more senior business specialist, manager, or program manager.

Education/Experience: BA or BS/3 years

Business Specialist II
Coordinates and monitors the scheduling, pricing, and technical performance of the programs. Ensures adherence to master plans and schedules and develops solutions to program problems. Typically prepares contract proposals and administers major contracts and delivery orders. Also may negotiate contractual provisions with subcontractors. Has knowledge of standard concepts, practices, and procedures within the business field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A certain degree of creativity and latitude is required. Works under general supervision; typically reports to a more senior business specialist, manager, or program manager. May direct the efforts of others.

Education/Experience: BA or BS/5 years

Business Process Specialist I
Responsibilities can include business analysis and configuration management roles, including the examples listed below.

Assist in the analysis of past and present financial data of organization and helps estimates future revenues and expenditures, applies principles of finance. Documents financial analysis projects. Aids organization with financial functions, such as assessing, auditing, planning, budgeting, taxes, consolidation, cost control, and project control. Assist in the analysis of records of present and past operations, trends, and costs, estimated and realized revenues, administrative commitments, and obligations incurred to project future revenues and expenses. Assists in preparation of special studies, analyses, and recommendation in areas such as budgets, forecasts, financial plans, Government requirements, statistical reports, and business forecasts. May assist in financial analysis of legislative projects to develop capital improvement budget. Responsible for appraisal and coordination of the creation, storage of, and retrieval of configuration management records and documents. Familiar with standard concepts, practices, and procedures within the business process and information management. Relies on instructions and pre-established guidelines to perform the functions of the job in a highly skilled and timely manner with minimal to no supervision. Maintains various logs and relays general information regarding status of configuration management products. Interfaces with customers to accept incoming work and distribute completed work.

Education/Experience: High school diploma or equivalent/3 years of experience in the field or a related area AA/3 years of related experience

Business Process Specialist II

Conducts organizational studies, prepares processes; identifies continuous improvement techniques and applies to processes. Collects data and feedback and analyzes information to promote more effective processes. Identifies better business practices and promotes innovative solutions to problems. Aids organization with financial functions, such as assessing, auditing, planning, budgeting, taxes, consolidation, cost control, and project control. Analyzes records of present and past operations, trends, and costs, estimated and realized revenues, administrative commitments, and obligations, incurred to project future revenues and expenses. Education/Experience: BS computer science or related field/0 experience

Database Analyst II
Designs, implements, and maintains complex databases with respect to access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods. Includes maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems though database design.

Education/Experience: BA or BS computer science or related field/3 years MA or MS engineering or technical field/1 year

Produces graphic art and visual materials through a variety of media outlets to meet specific program or project needs. Generates and manipulates graphic images, animations, sound, text, and video into consolidated and seamless multimedia programs.

Education/Experience: BA in Graphic Design or related area/>1 year experience. Experience with print design or computer animation is desirable.

Graphic Specialist II
Produces graphic art and visual materials through a variety of media outlets to meet specific program or project needs. Generates and manipulates graphic images, animations, sound, text, and video into consolidated and seamless multimedia programs.

Education/Experience: BA in Graphic Design or related area/>5 years

Graphic Specialist III
Possesses in-depth knowledge of current graphic design software to produce graphic art and visual materials for promotions, films, packaging, and informative material through a variety of media outlets. Generates and manipulates graphic images, animations, text, and video into consolidated and seamless multimedia programs. Must remain abreast of technological advances in the field and be able to identify areas of use in the organization. Leads a team to complete projects. A great deal of creativity and latitude is expected.

Education/Experience: BA in Graphic Design or related area/>15 years

IT Professional I
Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installing to support an organization's application systems. Consults with users to identify current operating procedures and to clarify program objectives. Experience in writing documentation to describe program development, logic, coding, and corrections. Writes manual for users to describe installation and operating procedures. Provides end-user support for hardware and software. Troubleshoots, analyzes and effects system repairs to ensure required functionality is available. Establishes, tests, and deploys approves software and hardware components to end users. Familiar with relational databases and client-server concepts.

Education/Experience: HS/3 BA or BS/0

IT Professional II

Program Manager
Serves as the Contractor's primary contract manager, and shall be the Contractor's authorized interface with the Government Contracting Officer (CO), the Contracting Officer's Representative (COR), Government management personnel, and customer agency representatives. Responsible for the overall contract performance including subcontractors, which includes formulating and enforcing work standards, supervising Contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.

Education/Experience: BA or BS/>15 years

Project Manager
Leads team on large projects or significant segment of large, complex projects. Analyzes new and complex project-related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Ensures employees in functional areas follow established procedures and generate finished work products under time and budgetary constraints and ensures product yields the expected outcome and meets established quality levels. Familiar with standard concepts, practices, and procedures within a particular field. Relies on extensive experience and judgment to plan and accomplish goals. Experience in progressively challenging management positions, including successfully managing people.

Education/Experience: BA or BS/8 years

Quality Assurance Specialist
Provides development of project Quality Assurance Plan and the implementation of procedures that conforms to the requirements of the contract. Provides an independent assessment of how the project's software development process is being implemented relative to the defined process and recommends methods to optimize the organization's process. Develops, applies, revises, and maintains quality standards for in-process and final inspection, including processes for evaluating software/hardware and associated documentation. Conducts formal and informal reviews at predetermined points throughout the development life cycle. Documents evaluation inspections and discrepancies.

Education/Experience: BA or BS/>5 years in applicable quality assurance processes

Senior Training Specialist
Subject matter expert in particular technical area (example: aircraft maintenance systems, quality assurance, and logistics).

Education/Experience: >20 years expertise in the use and training of systems specific to the area proposed

Software Engineer I
Performs analysis and design of programming systems, problem oriented languages, management systems, scientific systems, and other related areas of computational projects. Recommends general methods or investigation to be followed in research and development. Programs and develops solutions to technical problems calling upon specific training and experience. Prepares technical and managerial reports, including feasibility and desirability of extensions or modifications to existing software and procedures. Makes decisions, initiates actions, and implements solutions regarding difficult software problems. Performs the tasks necessary to carry software component(s) through the software development life cycle. Develops specifications based on a known set of software component requirements. Prepares the software component design necessary to meet system specifications based upon knowledge in the areas of hardware capabilities/limitations and operating system environment. Participates in the implementation of the components accounting for the availability of multiple languages, resource limitations, and maintainability.

Education/Experience: BA or BS/0 experience

Software Quality Assurance Engineer
Develops, publishes, and implements test plans and procedures from a Software Quality Assurance viewpoint. Develops quality assurance standards. Assists in the review process of procedures for all phases of the software quality assurance program and provides assistance to projects through the development lifecycle. Reviews software documentation, writes dispositions, and assists in resolving software and quality issues. Participates in the project develop design reviews. Assists in the development, documentation, and review of the hardware/software interface definitions. Assists in the solution of software and system problems. Defines and tracks quality assurance metrics such as defect densities and open defect counts. Maintains working knowledge of the Software Development Life Cycle and quality assurance methodologies. Requires previous experience in software/hardware integration and life cycle testing. Requires coding experience in a higher level programming language such as C, C++, or Java and must be familiar with NT, UNIX, and/or Solaris environments. Previous experience in Software Quality Assurance is required. Knowledgeable of SEI CMMI is required. Typically holds a BA or BS in engineering, mathematics, or computer science and at least 3 years related working experience.
Systems Administrator I
Performs professional work in systems administration and computer network configuration. Possesses basic knowledge in desktop and mobile computers. Installs new software releases, system upgrades, evaluates and installs patches and resolves software related problems. Performs system backups and recovery. Maintains data files and monitors system configuration to ensure data integrity.

Education/Experience: AA Computer Administration / >1 year

Systems Administrator II
Performs professional work in systems administration and computer network configuration. Possesses in-depth knowledge in desktop and server software applications. Installs new software releases, system upgrades, evaluates and installs patches and resolves software related problems. Performs system backups and recovery. Maintains data files and monitors system configuration to ensure data integrity. Requires strong problem solving skill.

Education/Experience: BA or BS in engineering, computer science, or related field/> 3 years

Systems Administrator III
Possesses in-depth knowledge of current system administrative tools to manage complex computer systems. Lead a team of system administrators to support information technology infrastructure and software projects. Requires strong problem solving, leadership and project management skill.

Technical Editor
Reviews and edits content of technical documentation. Ensures that documents follow the required style guides.

Technical Writer

Training Specialist
Designs and conducts training programs. Monitors and reports the effectiveness of training on employees/end users. Participates in initial plan design and existing plan enhancements. Assesses, designs and conceptualizes training scenarios, approaches, objectives, plans, tools, aids, curriculums, and other state of the art technologies related to training and behavioral studies. Identifies the best approach training requirements to include, but not limited to hardware, software, simulations, course assessment and refreshment, assessment centers, oral examinations, interviews, computer assisted and adaptive testing, behavior-based assessment and performance, and team and unit assessment and measurement.

Web Software Developer
Designs, develops, troubleshoots, debugs, and implements software code (such as HTML, CGI, and JavaScript) for a component of the website. Works with graphic designers and other members of a project team to develop the site concept, interface design, and architecture of the website. Analyze user needs to implement Web site content, graphics, performance, and capacity. May integrate Web sites with other computer applications. May convert written, graphic, audio, and video components to compatible Web formats by using software designed to facilitate the creation of Web and multimedia content. Deploys large web-based transaction systems using application servers. Researches, tests, builds, and coordinates the integration of new products per production and client requirements.
