8. PREPARATION INFORMATION:
The Contractor shall prepare the data delivery as follows:
8a. DATA TYPE:

8b. SCOPE:
The Small Business Subcontracting Plan shall be in compliance with FAR 52.219-9. The Small Business Subcontracting Reporting shall be in compliance with NFS 1852.219-75.
8c. CONTENT:
The Subcontracting plan must include the approach that the Contractor intends to use in meeting the subcontracting goals. Subcontractors whose bid is part of this proposal should be identified. For each subcontractor, the percentage of the proposal and any small or small business subcategory classification should be identified. For areas of potential future subcontracting, the Contractor should identify the area of work, the percentage of contract that this is expected to encompass, potential subcontractors and their small business or small business subcategory classification. Describe the management approach to subcontracting with small, small disadvantaged 8(a), Women-owned, HUBZoned, Veteran owned, and Service disabled veteran owned companies and HBCU/MIs
8d. FORMAT:
Contractor’s format is acceptable for the plan; reporting shall be in compliance with NFS 1852.219-75.

Solicitations may remain posted on the FBO after the solicitation closing date. If the response deadline has passed for the solicitation, Offerors will no longer be able to submit proposals.

L.16.2 Proposal Arrangement, Page Limitations, and Due Dates
(a) Volumes I, III, IV, and VProposals are due by 1:30 p.m. Central Time on November
29December 12, 2016. The delivery location is specified in L.9, Proposal Marking and Delivery. Late proposals will not be accepted in accordance with FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition.”
(b) Proposal Arrangement: Offerors shall submit proposals electronically and formatted based upon the electronic equivalent of standard 8.5 x 11 inch paper, in separate volumes as set forth below. Offerors are not authorized to include in the proposal citations for, or linkages to, websites. Offerors are not authorized to embed other files within proposal files.
Offerors shall arrange their proposals as set forth below in Table L-2. Proposal sections excluded from the page limit shall be placed at the end of each volume. See L.10 for page limit information.

average full time employee. This may be one employee or several part time employees.
Productive Hours are defined as the total available hours for productive work in a year, excluding overtime, less paid time off.
The Offeror shall provide requested information as detailed in paragraphs (1), (2), and (3) below:
(1) Technical Understanding of Requirements
Detail the technical approaches for providing products and services defined in the statement of work (for Baseline A and Baseline B responses) or the sample task order (for Multiple-Award IDIQ responses).
(2) Basis of Estimate (BOE) Explain the BOE by providing supporting rationale for all labor resources (FTEs and skill mix) and non-labor resources proposed.
(3) Resources The resources shall agree with the narrative discussion in paragraphs A, and B above.
The resource details shall be contained in Attachment L-07 Technical Resources Summary Templates (TRSTs).) in Volume III.
L.16.5 Past Performance - Volume II
Past Performance indicates how well an Offeror performed on earlier work and can be a significant indicator of how well it can be expected to perform the work at hand. Past Performance is to be provided in accordance with the instructions below. The Offeror’s Past Performance information shall be included in the Past Performance Description of Volume II and will be subject to the page limitation constraints specified in L.24.2, Table L-2.
Past Performance Information Specific to Areas of Work:
Offerors shall provide a response for each area of work to which the Offeror is proposing. Each section should be clearly labeled with the title of the area of work (e.g., Baseline A – NAMIS Services). Each section shall be independent of other sections; cross-references to responses for other areas of work will not be considered. For each area of work proposed, the Offeror shall provide the following in separate sections of the volume:
(a) Provide information from organizations and companies for which your company has previously performed work, in order for the Government to obtain appraisals of past performance. Offerors (including joint ventures, major subcontractors, and the proposed program manager)Offerors shall provide information on up to three past contracts (subject to the page limitation constraints). This past performance information can be in reference to individual contracts performed by the prime offeror (including joint ventures), major subcontractors, or the proposed program manager, but are limited to three past contracts per area of work per proposal. For the purpose of past performance, major subcontractors are defined as companies that will perform at least 3520% of the total proposed contract price over the period of performance for that particular baseline (for Baseline A and Baseline B) or proposed price of the sample task (for IDIQ). References with Government contracts are preferred, but not required. Offerors with no past performance experience shall so state.

are proposed to perform the effort. Provide information regarding the proposed relationship and proposed types of resources shared (workforce, management, or other resources) between any divisions, business units, groups, segments, or other organizations in your company which are proposed to perform the effort.
Provide an organizational chart displaying the relationships between the parent company or affiliate, and any other organizational entity (parent or affiliated company, division(s), business units, or segments of your company) which are proposed to perform the effort.
Complete the incorporated matrix, Attachment L-05, as part of your response. In the event of a conflict between the narrative and the relevancy matrix, the narrative will take precedence as the Offeror’s intended response. The Relevant Past Performance Matrix shall be included in Past Performance Attachments.
(d) In addition to the information above, Offerors, any major subcontractors, as defined above, the proposed program manager, and any other organizational entity (parent or affiliated company, division(s), business units, or segments of your company) which is considered to provide meaningful involvement in contract performance, shall each submit the Past Performance Questionnaire, Attachment L-04, to all of the point of contact references required in paragraph (c) above. The Offeror is responsible for ensuring that all references are directed to return a copy of each questionnaire directly to the Contracting Officer by e-mail to audrey.c.montgomery@nasa.gov no later than the due date for the Past Performance Volume given in provision L.16.2.
Where an Offeror chooses to request, from a civil servant employee at JSC, that a past performance questionnaire be submitted on its behalf for its proposed key personnel, please be advised that a Limited Communications Notice (LCN) has been issued in conjunction with this solicitation. The LCN directs that all civil service personnel at JSC shall refrain from communicating with industry on any matters related to this competitive procurement; as a result, while the civil servants may respond to the past performance questionnaire they will be unable to provide status to the Offeror, or communication in any other fashion with the Offeror, about that past performance request.
(e) You may also submit additional reference information on experience and past performance for consideration. This additional information shall be subject to the page limitation constraints.
Environmental, Safety, and Health Past Performance Data
Offerors shall provide one response per proposal with the following performance data with explanatory remarks on contracts performed in the last three years. Offerors shall identify the applicable North American Industrial Classification System (NAICS) Code for each contract and shall include points of contact for each contract. If a joint venture or prime-subcontractor relationship is proposed, the same information shall be provided for each company proposed.
Explanatory statements shall be included as appropriate.

L.17 NFS 1852.245–80 Government Property Management Information (Jan 2011)
(a) The offeror shall identify the industry leading or voluntary consensus standards, and/or the industry leading practices, that it intends to employ for the management of Government property under any contract awarded from this solicitation.
(b) The offeror shall provide the date of its last Government property control system analysis along with its overall status, a summary of findings and recommendations, the status of any recommended corrective actions, the name of the Government activity that performed the analysis, and the latest available contact information for that activity.
(c) The offeror shall identify any property it intends to use in performance of this contract from the list of available Government property in the provision at 1852.245–81, List of Available Government Property.
(d) The offeror shall identify all Government property in its possession, provided under other Government contracts that it intends to use in the performance of this contract. The offeror shall also identify: The contract that provided the property, the responsible Contracting Officer, the dates during which the property will be available for use (including the first, last, and all intervening months), and, for any property that will be used concurrently in performing two or more contracts, the amounts of the respective uses in sufficient detail to support prorating the rent, the amount of rent that would otherwise be charged in accordance

6 Unified Cross Domain Client Development
The contractor shall provide development and integration of the Unified Cross Domain Access Level Client architectures for the purpose of reducing the complexity of the flight controller console architecture. This support includes, but is not limited to:
Analyze and prototype architectures.
Integrate the existing prototype based on the Raytheon Trusted Thin Client (TTC) solution to the MCCS Moderate Integration and Test (MITE) environment to allow for further user testing.
3.2.3
7 Web User Applications (WebUA)
The contractor shall provide development and support of the WebUA. This support includes, but is not limited to:
Design of the architecture and development of a prototype for a completely web-based flight support display capability to demonstrate how this architecture might benefit future ground or on-board systems.
Design, integrate and analyze additional capabilities to include, but not limited to;
o Reading data via Common Data Record (CDR) instead of only ISP o Integration of Ops History backfill into all existing display capabilities (plots and elog) o Development of a data security methodology consistent with the data protection available in MCCS o Development of a mechanism for individual users to save and restore display configurations.
3.2.3
8 Other Requirements Definition and Prototype Development
The contractor shall provide expertise to support requirements analysis/definition, prototype development, and testing for other MSD strategic objectives including Human Computer Interaction (HCI) technologies (e.g. voice-to-text conversion processors and virtual/augmented reality solutions), alternative real-time telemetry distribution to other MCCS customers, enhancing existing performance analysis capabilities for MSD IT systems, and other enhancements to the MSD IT systems as required.

3.0 Deliverables
In the performance of the above tasks, the contractor shall deliver technical products and services as required to meet the activities during this task order period. Additionally, the contractor shall deliver the products specified in the following table:
Task # Deliverable and Instructions 2-7 The contractor shall generate and deliver an Implementation Plan, with detailed milestones, which will be approved through the ITCP. The Implementation Plan shall be updated each time the task order is revised.
2-7 A final version of all documentation, source code, and other products required to comply with the current version of FOD SMP shall be delivered for certification and transition of any software developed or integrated under this task that is destined for operational use.
1-7 The contractor shall generate and deliver a Monthly Status Report (MSR) per Data Requirements Document (JOIST-DRD-18).
