8. PREPARATION INFORMATION:
The Contractor shall prepare the data delivery as follows:
8a. DATA TYPE:

8b. SCOPE:
The Contract Management & Staffing Plan shall describe the Contractor’s organizational structure, contract management approach, and management systems that will be used to ensure technical, schedule, and cost performance and process for attracting and retaining qualified personnel to meet the required staffing levels. The plan shall be comprehensive in nature and integrate all management systems of the prime, subcontractors, and major vendors. Upon approval, the Contract Management & Staffing Plan will become a part of the contract as Attachment J-10.
8c. CONTENT:
Management Approach:
1. Include an organizational chart (including teaming partners, subcontractors, or joint venture partners and their reporting relationship) that illustrates the proposed organizational and management structure of the local contract.
1. Describe your method for effectively managing teaming partner’s or subcontractor’s contribution to the contract.
1. If your approach is a joint venture, provide details of the nature of the joint venture and discuss the Small Business Administration review of the joint venture plan.
1. Describe the Offeror’s/Contractor’s approach to managing multiple and concurrent baseline(s) and/or task order(s), if applicable.
1. Describe the management relationships between the Contractor’s key personnel and the associated NASA personnel.
1. Describe how resources will be managed to support peaks and valleys in the workload.
1. Describe management of span of control (i.e. ratio of supervisory personnel to staff) and autonomy in decision making.
1. Describe the Offeror’s/Contractor’s processes for work planning and corporate reach-back.
Management Systems:
1. Provide a discussion on your management systems, policies, and procedures that will be implemented to provide high quality services that meet customer expectations including, but not limited to:
8. Technical, cost, schedule, and management risks to the Government
8. Proposed quality control and corrective action processes to monitor performance and fix identified problems.
8. Internal qualitative and quantitative metrics
8. Approach to establishing and maintaining effective working relationships with other Contractors and other Government organizations
Staffing Approach:
1. Provide a narrative that describes the overall staffing approach
1. Describe staffing of the proposed organizational structure including proposed teaming partners and subcontractor personnel, including the numbers and types of personnel
1. Identify all critical skills and the most critical staffing risks across the contract and explain how and to what level those critical skills will be maintained. Also describe how the loss of a critical skill will be mitigated
1. Describe plans for staffing flexibility to accommodate changes in requirements, fluctuation in workload and unexpected attrition including how staffing will be managed for newly authorized work
Recruiting and Retention:
1. Discuss your proposed recruitment and employment methods to staff the contract initially and during the contract performance period
1. Describe your approach for maintaining and retaining a qualified workforce throughout the course of the contract, including a discussion of the corporate support that will be provided to enhance the health, welfare, and morale of employees
Workforce Development:
1. Discuss how you will promote professional growth and knowledge of your employees
1. Discuss how you will ensure that employees maintain technical proficiency, certifications, and training to perform effectively
8d. FORMAT:
Contractor’s format is acceptable but must include the content listed above. The product shall be in a Microsoft Office-compatible format.
8e. DISTRIBUTION:
Distribution shall be in accordance with Attachment J-01, Data Requirements List.
8f. SUBMISSION:
Submission shall be in accordance with Attachment J-01, Data Requirements List.
The plan shall be reviewed by the Contractor annually and updated as needed or as directed by the Contracting Officer.
