1. Introduction This contract will allow the National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC) Flight Operations Directorate (FOD) to acquire a wide range of engineering services and solutions to design, develop, test, and evaluate new hardware, address system and component obsolescence and support the sustainment, alteration, and improvement of the Neutral Buoyancy Laboratory (NBL), Space Vehicle Mockup Facility (SVMF), Mission Control Center (MCC), Space Station Training Facility (SSTF), mock-ups, trainers, aircraft, aircraft programs, projects, activities, and other JSC and NASA projects.

This SOW outlines the general requirements for this contract. Specific details such as task assignments, deliverables, documentation, specifications, and training will be provided within individual task orders.

2. Scope Five (5) Task Categories constitute the technical scope of this contract:

1. Task Category A: Aero Structural Engineering and Analysis (Small Business Set Aside)

2. Task Category B: Aero Mechanical Systems (Small Business Set Aside)

3. Task Category C: Aero Avionics, Electrical, and Software

4. Task Category D: Ground Support Engineering Services

5. Task Category E: Fabrication and Provisioning (Small Business Set Aside) Individual task orders will require work in only one of these Task Categories and will typically address non-routine work, i.e., work not required for general maintenance, operations or sustainment as performed by existing NASA contractors.

Each of the Task Categories listed above identifies services that may be included under each category. The services listed are not exhaustive, and other engineering and support services, as required, may be associated with the categories defined in this Statement of Work.

NOTE: This contract does not support the fabrication of space flight hardware, but will include Task Orders with specific materials, Military Specification (MILSPEC) hardware, and fabrication of aircraft flight hardware.

3. Overall Requirements The requirements in this section shall apply to all Task Categories:

3.1 Performance

Work shall be principally accomplished at Contractor facilities except as defined in task orders.

3.2 Employee Training

The Contractor shall provide personnel with the background and expertise necessary to successfully and safely perform the tasks and services described in this contract and in the task orders.

3.3 Travel

The Contractor may be required to travel to accomplish tasks. Prior coordination and approval shall be obtained from the Contracting Officer (CO). Travel in the contiguous United States (CONUS) or Outside (OCONUS) may be required.

Travel shall be in accordance with Joint Travel Regulations or Federal Travel Regulations as applicable. The Contractor shall ensure that all personnel supporting OCONUS deployments possess passports, obtain Visas, and participate in the Synchronized Pre-deployment Operational Tracker (SPOT) Letter of Authorization (LOA) system under NASA sponsorship when required.

3.4 Deliverables

The Contractor shall be responsible for delivering all end items specified in the task order(s).

3.5 Reports

The Contractor shall prepare and provide written reports (Data Requirement Description (DRD) 3, “Task Order Status Report”) as required in the task orders. Reports shall be submitted in MS Word for text documents, MS Power Point for graphics documents, MS Project for project tracking documents, MS Access for database files, MS Excel for spreadsheet documents unless specified in task order.

3.6 Project Management

The Contractor shall perform project management activities for assigned task orders. These activities include:

· Schedule development and monitoring

· Cost reporting

· Progress reporting The frequency and format will be identified in task orders.

3.7 Task and Project Control

The Government will issue a request for task plan in accordance with I.11 Task Ordering Procedure. Each Task Order will be independently tracked and evaluated for technical, schedule, and financial performance.

3.8 Information Technology

The Contractor shall provide the necessary Information Technology (IT) support to satisfy the contractual needs of this effort. All contractor-provided deliverables shall comply with NASA IT requirements as specified in the contract. The Contractor shall deliver an IT Security Management Plan per DRD 2, “IT Security Management Plan”.

3.9 Facilities, Supplies and Services

For any task that requires Contractor work at Government facilities, the Government will furnish access to required office space, equipment, software, telephones and other incidentals. At the conclusion of the task order, the Contractor shall be responsible for return of equipment in the same condition as received, reasonable wear and tear expected.

3.10 Contractor Furnished Items (Applicable to T&M TOs/direct charge acquisitions only) Materials shall to be provided by the Contractor when essential to the task order requirements. Title to all property purchased by the Contractor for which the Contractor is entitled to be reimbursed as a direct item of cost under this contract or individual task orders shall pass to and vest in the Government upon the vendor’s delivery of such property to the Contractor or in accordance with FAR 52.245-1(e)(3). The Contractor is required to obtain written authorization from the COR prior to procuring any items where the individual item procurement costs exceed $3,500 and in accordance with NASA FAR Supplement 1852.245-70 (Aug 2015) Contractor Requests for Government-Provided Equipment. Note: Written authorization from the CO or the COR is not required for property that was reviewed and approved as part of an issued task order. All property acquired by the Contractor and meeting the requirements of Government property for the use or ownership of the Federal government, become the property of the Federal Government and subject to FAR 52.245-1. The Contractor shall document the transfer of Government property to the Government in accordance with the DRD 7, Reports Required for Logistics, paragraph B.4 entitled Quarterly Report of Contractor-Acquired Material and Low Dollar Equipment.

4. Task Category A: Aero Structural Engineering and Analysis The objective of this task area is to provide aero structural engineering and analysis.

The Contractor shall provide the following services as applicable:

4.1 Aircraft Support

The Contractor shall provide aircraft/vehicle/payload/sensor/system development tasks, including but not limited to, structural, electrical, computational fluid dynamics, weight and balance, analyses as appropriate, and payload integration support to the Government. The Contractor shall provide aircraft alteration, modification, and new aircraft structures as required to support payload/sensor/system development, integration, testing and mission execution.

4.2 Engineering Services

The Contractor shall provide engineering services in the appropriate engineering disciplines to effect repairs to aircraft and equipment that are beyond the scope of approved technical data, including NASA Technical Orders, Department of Defense (DOD) Technical Orders, manufacturer’s repair manuals, or routine aircraft or sensor maintenance. Required tasks shall be performed in a timely manner to maximize aircraft or equipment availability, as specified in the task order.

The Contractor shall be responsible for the design, analysis, documentation, integration, installation, testing, and updating of engineering documentation for alterations, modifications and repairs to aircraft and associated systems, ground support equipment, specialized test equipment, and other support equipment, as required.

The Contractor shall prepare and provide a schedule for design, analysis, engineering and testing activities. The initial schedule and any adjustments to the schedule, for each Task Order, shall be coordinated with and approved by the Government. Engineering products, services, and technical expertise required shall include:

· Aircraft and aircraft systems flight testing and support.

· Loads determination

· Assessment of static and dynamic load effects

· Detailed stress analysis (classical hand calculations and finite element analysis)

· Test-verified finite element model development

· Detailed dynamic analysis

· Fatigue analysis

· Random, sine, and shock analysis

· Aeroelastic analysis (e.g. flutter)

· Coupled-loads analysis

· Damage Tolerance Assessment (DTA)

· Mechanical design of unique structures and mechanisms

· Conceptual and detailed design

· Design requirements, specifications, and drawing development

· Design review and verification

· Design optimization

· Prototype development

· Vibroacoustics

· Random vibration and acoustic environments definition

· Aero-acoustics for vehicles

· Subsonic and supersonic flight interior noise prediction

· Detailed structural-acoustic design and design of acoustic blankets

· Statistical energy analysis for wide bandwidth systems level design

· Computational Fluid Dynamics

· Flow simulation, visualization, and loads

· Fluid-structure interaction

· Advanced methods development

· Structural optimization

· Thermal Analysis

· System-level thermal analysis and design

· Component heat management

· Board-level and chip-level thermal analysis

· Mechanism/Nonlinear Dynamic Analysis

· Assembly, operation, and handling

· Strength of material studies and evaluation for integration into specialty structures

· Design and analysis engineering for aeronautics, mechanical, and structural systems, components, and support equipment

· Engineering for aircraft weight and balance determination.

· Aircraft and aircraft systems ground testing

· Data collection, reduction, analysis, and reporting

· Preparation of engineering drawings

· Technical support

· Engineering liaison services with NASA/Government/Commercial engineering and technical personnel

4.3 Testing Services

The Contractor shall provide system and component testing services. Testing services include but are not limited to:

· Verification and validation of the operation and safety of new designs, upgrades, and repairs

· Flight Testing Support– Select instrumentation, perform data collection, and analyze data to evaluate aircraft system performance and identify flight anomalies. Flight test plans and reports shall be per AOD 33843, Flight Test, Aircraft Operations Division

· Ground Testing Support– Select instrumentation, perform data collection, and analyze data for aircraft and payload systems to evaluate system performance and identify anomalies

· Bench Testing Design & Support– Perform design, integration, and testing of new or modified systems to verify operation and identify anomalies

· Characterization of material properties and behavior

· Stress/strain testing of mechanical and electrical systems and components

· Vibration testing

· Vibration stress screening through temperature cycling

· Drop, shock, and pyroshock testing

· Vacuum testing

· Installed equipment testing

· Temperature testing

· Design, analysis, and maintenance engineering for instrumentation associated with testing

· Electron microscopy inspection

· X-ray inspection

· Ultrasonic measurement and dye-penetrant testing

· Operational testing

4.4 Task Order Support Services

The Contractor shall prepare and provide written reports of analyses and tests performed as required in specific task orders. Analysis reports shall be in a Government approved format. Stress analysis reports shall be in accordance with the requirements of JSC/AOD 8594001, Preparation of Stress Analysis Reports. The Contractor shall reference AOD 8594002, Aircraft Operations Division, Design and Analysis Handbook for guidance.

The Contractor shall provide a technical interface with other Contractors, airframe manufacturers, NASA, Federal Aviation Administration (FAA), other Government agencies, vendors, and other entities, as required.

The Contractor shall provide for FAA Designated Engineering Representative (DER) engineering services in engineering disciplines when required for repairs/upgrades on FAA type-certificated aircraft.

The Contractor shall evaluate Aircraft Service Changes and Customer Bulletins for impacts.

The Contractor shall recommend and evaluate aircraft technical data revisions.

The Contractor shall provide the following services for authorized Task Orders, as required:

· Procurement and fabrication necessary to complete task orders

· Operational, Flight, and Test Readiness Review package preparation and support

· Logistics and integration support

· Quality assurance

· Hazard Analysis preparation and review

· Documentation and configuration management

· Acceptance Test Plan preparation and support

· Acceptance testing

· Installation and Operations documentation

4.5 System Engineering and Integration

The Contractor shall provide system engineering functions to include life-cycle development and acquisition development processes, systems integration, and test and demonstration support.

4.6 Aircraft Quality Assurance

The Contractor shall provide aircraft quality assurance inspectors as required to support various types of aircraft undergoing organizational, intermediate, and depot level maintenance. Inspectors shall also be capable of supporting aircraft modifications and parts fabrication. These services may be required at a NASA facility or some other location.

4.7 Management Consulting

The Contractor shall provide management consulting services as required. The Contractor shall assist in planning and execution of projects. The Contractor shall develop technology roadmaps, risk management plans and strategies to support NASA acquisition and programmatic decisions relative to project and mission objectives.

4.8 Security Clearances

Some tasks performed under this contract may require a SECRET level security clearance. Clearance requirements will be defined in individual task orders. The Contractor shall be responsible for obtaining the proper security clearances for its employees based on task order requirements.

5. Task Category B: Aero Mechanical Systems The objective of this task area is to provide engineering and analysis of aircraft mechanical systems and subsystems.

The Contractor shall provide the following services as applicable:

5.1 Aircraft Support

The Contractor shall provide aircraft/vehicle/payload/sensor/system development tasks, including but not limited to, structural, electrical, computational fluid dynamics, weight and balance, analyses, and payload integration. The Contractor shall provide aircraft alteration, modification, and new aircraft structures as required to support payload/sensor/system development, integration, testing and mission execution.

5.2 Engineering Services

The Contractor shall provide engineering services in the required engineering disciplines to effect repairs to aircraft and equipment that are beyond the scope of NASA Technical Orders, DOD Technical Orders, manufacturer’s repair manuals, or routine aircraft or sensor maintenance. Services shall be performed per the schedule in the task order to maximize aircraft or equipment availability.

The Contractor shall be responsible for the design, analysis, documentation, integration, installation, testing, and updating of engineering documentation for alterations, modifications and repairs to aircraft and associated systems, ground support equipment, specialized test equipment, and other support equipment as required.

The Contractor shall prepare and provide a schedule for design, analysis, engineering and testing activities. The initial schedule and any adjustments to the schedule, for each Task Order, shall be coordinated with and approved by the Government. Engineering tasks, functions, and technical expertise required shall include:

· System and component obsolescence

· Sustainment, alteration, and improvement of aircraft mechanical systems including:

· Landing gear, tires, wheels, brakes, anti-skid

· Fuel systems

· Hydraulics

· Air conditioning and pressurization

· Pneumatics

· Windshield and canopy de-fogging

· Windshield anti-icing

· Flight controls

· Structural and Dynamic Analysis

· Loads determination

· Assessment of static and dynamic load effects

· Detailed stress analysis (classical hand calculations and finite element analysis)

· Test-verified finite element model development

· Fatigue analysis

· Random, sine, and shock analysis

· Coupled-loads analysis

5.3 Testing Services

The Contractor shall provide system and component testing services. Testing services include but are not limited to:

· Verification and validation of the operation and safety of new designs, upgrades, and repairs

· Flight Testing Support– Select instrumentation, perform data collection, and analyze data to evaluate aircraft system performance and identify flight anomalies. Flight test plans and reports shall be per AOD 33853, Flight Test, Aircraft Operations Division

· Ground Testing Support – Select instrumentation, perform data collection, and analyze data for aircraft and payload systems to evaluate system performance and identify anomalies

· Bench Testing Design & Support– Perform design, integration, and testing of new or modified systems to verify operation and identify anomalies

· Characterization of material properties and behavior

· Stress/strain testing of mechanical and electrical systems and components

· Vibration testing

· Vibration stress screening through temperature cycling

· Drop, shock, and pyroshock testing

· Vacuum testing

· Installed equipment testing

· Temperature testing

· Design, analysis, and maintenance engineering for instrumentation associated with testing

5.4 Task Order Support Services

The Contractor shall prepare and provide written reports of analyses and tests performed as specified in task orders. Analysis reports shall be in a Government approved format. Stress analysis reports shall be in accordance with the requirements of JSC/AOD drawing 8594001. The Contractor shall reference AOD 8594002, Aircraft Operations Division, Design and Analysis Handbook for guidance.

The Contractor shall provide a technical interface with other Contractors, airframe manufacturers, NASA, FAA, other Government agencies, vendors, and other agencies or activities.

The Contractor shall provide for FAA DER engineering services in the appropriate engineering discipline when required for repairs/upgrades on FAA type-certificated aircraft.

The Contractor shall provide the following services for authorized task orders, as required by task order:

· Procurement and fabrication necessary to complete task orders

· Operational, Flight and Test Readiness Review package preparation and support

· Logistics and integration support

· Quality assurance

· Hazard Analysis preparation and review

· Documentation and configuration management

· Acceptance Test Plan preparation and support

· Acceptance testing

· Installation and Operations documentation

5.5 System Engineering and Integration Support

The Contractor shall provide system engineering support to include life-cycle development and acquisition development processes, systems integration support, and test and demonstration support.

5.6 Rapid Prototyping Support

The Contractor shall provide rapid prototyping development, test, and sustainment support activities. The specific capabilities required will be based on specific mission requirements and detailed in task orders.

5.7 Aircraft Quality Assurance Support

The Contractor shall provide aircraft quality assurance inspectors as required to support various types of aircraft undergoing organizational, intermediate, and depot level maintenance. Inspectors shall also be capable of supporting aircraft modifications and parts fabrication. These services may be required at a NASA facility or some other location.

5.8 Management Consulting

The Contractor shall provide management consulting services as required. The Contractor shall assist in planning and execution of projects. The Contractor shall develop technology roadmaps, risk management plans and strategies to support NASA acquisition and programmatic decisions relative to project and mission objectives.

5.9 Security Clearances

Some tasks performed under this contract may require a SECRET level security clearance. Clearance requirements will be defined in individual task orders. The Contractor shall be responsible for obtaining the proper security clearances for its employees based on task order requirements.

6. Task Category C: Aero Avionics, Electrical, and Software The objective of this task area is to provide engineering and analysis of aircraft avionics, electrical, and aero software systems and subsystems.

Upon tasking, the Contractor shall provide the following the services as applicable:

6.1 Aircraft Support

The Contractor shall provide aircraft/vehicle/payload/sensor/system development and engineering (including but not limited to structural, electrical, computational fluid dynamics, weight and balance) analyses as required), and payload integration support to the Government. The Contractor shall provide aircraft alteration, modification, and new aircraft structures as required to support payload/sensor/system development, integration, testing and mission execution.

6.2 Engineering Services

The Contractor shall provide engineering services in the appropriate engineering disciplines to effect alterations, modifications, and repairs to aircraft and equipment that are beyond the scope of NASA Technical Orders, DOD Technical Orders, manufacturer’s repair manuals, or routine aircraft or sensor maintenance. Services will be provided according the schedule specified in the task order to maximize aircraft or equipment availability.

The Contractor shall be responsible for the design, analysis, documentation, fabrication, integration, installation, testing, and updating of engineering documentation for alterations, modifications and repairs to aircraft and associated systems, ground support equipment, specialized test equipment, and other support equipment as required.

The Contractor shall prepare and provide a schedule for design, analysis, engineering, fabrication, modification, and testing activities. The initial schedule and any adjustments to the schedule, for each Task Order, shall be coordinated with and approved by the Government.

The Contractor shall provide engineering services required for aircraft and associated projects and activities and perform engineering analyses and inspections/tests required to verify operation and safety of modifications and repairs. Detailed analysis requirements will be defined in task orders.

The Contractor shall provide electrical engineering services to support aircraft, payload, and ground support equipment development, repairs, upgrades, or maintenance in accordance with NASA, military, or industry standards. Engineering services, functions performed, and technical expertise required shall include:

· Avionics integration (Aeronautical Radio Incorporated (ARINC) and Mil-Std data busses)

· Line Replaceable Unit (LRU) design and integration

· Circuit design (analog and digital)

· Wire harness design

· Payload electrical interface design

· Software design and integration

· System and component obsolescence

· Instructions for continued airworthiness

· Telemetry systems design

· Communication systems design

· Navigation system design

· Data recorder programming and data post-processing (e.g. Ballard Technology data recorders, Ballard CoPilot analysis software, Aeroflex Datatrac, reduced gravity accelerometer data recorder)

· Troubleshooting using electrical and avionics test equipment (e.g. multi-meters, oscilloscopes, avionics test equipment, buss analyzers, aircraft ground support equipment)

· Documentation development, revision, or modification, including but not limited to, manuals, drawings, technical data, engineering work orders, Aircraft Service Changes and Customer Bulletins

· Parts identification and documentation

· Preparation of engineering drawings

· Technical support

· FAA DER engineering services in the appropriate engineering discipline when required for repairs/upgrades on FAA type-certificated aircraft The Contractor shall provide electrical analysis services to substantiate aircraft, payload, and ground support equipment development, repairs, upgrades, or maintenance. Electrical analysis tasks, services, functions performed, and technical expertise required shall include:

· Electrical loads analysis

· Circuit analysis

· Bus analysis

· Timing analysis

· Electromagnetic Interference (EMI) or Radio Frequency Interference (RFI) analysis including antenna pattern analysis, interference, and usage

· Documentation review

6.3 Testing Services

The Contractor shall provide engineering test services for aircraft, payloads, and ground support equipment. Engineering tasks, functions, and technical expertise required shall include:

· Verification and validation of the operation and safety of new designs, upgrades, and repairs

· Flight Testing Support– Select instrumentation, perform data collection, and analyze data to evaluate aircraft system performance and identify flight anomalies. Flight test plans and reports shall be per AOD 33843, Flight Test, Aircraft Operations Division

· Ground Testing Support– Select instrumentation, perform data collection, and analyze data for aircraft and payload systems to evaluate system performance and identify anomalies

· Bench Testing Design & Support– Perform design, integration, and testing of new or modified systems to verify operation and identify anomalies

· Troubleshooting using schematics and diagnostic equipment to support maintenance personnel

· Propulsion system performance assessments

· Characterization of material properties and behavior

· Stress/strain testing of mechanical and electrical systems and components

· Vibration testing

· Vibration stress screening through temperature cycling

· Drop, shock, and pyroshock testing

· Vacuum testing

· Installed equipment testing

· Temperature testing

· Design, analysis, and maintenance engineering for instrumentation associated with testing

· Electron microscopy inspection

· X-ray inspection

· Ultrasonic measurement and dye-penetrant testing

· Operational testing

6.4 Task Order Support Services

The Contractor shall prepare and provide written reports of analyses and tests performed. Analysis reports shall be in a Government approved format. Stress analysis reports shall be in accordance with the requirements of AOD 8594001. The Contractor shall reference AOD 8594002, Aircraft Operations Division, Design and Analysis Handbook for design guidance.

The Contractor’s engineering activities shall include serving as a technical interface with other Contractors, airframe manufacturers, NASA, FAA, other Government agencies, vendors, and other agencies or activities.

For engineering disciplines not available within the Contractor’s staff, those services shall be contracted and managed by the Contractor and provided under the applicable Task Order.

The Contractor shall provide the following services for authorized Task Orders, as required by task order:

· Procurement and fabrication necessary to complete task orders.

· Operational, Flight and Test Readiness Review package preparation and support

· Logistics and integration support

· Quality assurance

· Hazard Analysis preparation and review

· Documentation and configuration management

· Acceptance Test Plan preparation and support

· Acceptance testing

· Installation and Operations documentation

6.5 System Engineering and Integration Support

The Contractor shall provide system engineering support to include life-cycle development and acquisition development processes, systems integration support, and test and demonstration support.

6.6 Rapid Prototyping Support

The Contractor shall provide quick reaction capabilities through rapid prototyping development, test, and sustainment support activities. The specific capabilities required will be based on specific mission requirements and detailed in Task Orders.

6.7 Aircraft Quality Assurance Support

The Contractor shall provide aircraft quality assurance inspectors as required to support various types of aircraft undergoing organizational, intermediate, and depot level maintenance. Inspectors shall also be capable of supporting aircraft modifications and parts fabrication. These services may be required at a NASA facility or some other location.

6.8 Management Consulting

The Contractor shall provide management consulting services as required. The Contractor shall assist in planning and execution of projects. The Contractor shall develop technology roadmaps, risk management plans and strategies to support acquisition and programmatic decisions relative to project and mission objectives.

6.9 Security Clearances

Some tasks performed under this contract may require a SECRET level security clearance. Clearance requirements will be defined in individual task orders. The Contractor shall be responsible for obtaining the proper security clearances for its employees based on task order requirements.

7. Task Category D: Ground Support Engineering Services The objective of this task area is to provide for engineering and analysis, design, fabrication, modification, testing and implementation of space systems mockups and trainers and other equipment.

Upon tasking, the Contractor shall provide the following the services as applicable:

7.1 Planning and Execution

The Contractor shall assist in strategic planning and execution of projects. The Contractor shall develop technology roadmaps, risk management plans and strategies to support acquisition and programmatic decisions relative to project and mission objectives.

7.2 Mockup and Trainer Support

The Contractor shall provide the engineering and analysis, design, fabrication, modification and implementation of space systems mockup and trainer tasks. Services may include, but are not limited to, structural, mechanical, electrical, lift planning, weight and buoyancy analysis, and hazard analysis. Additionally, the Contractor shall provide these services for other projects including aircraft support equipment, or other NASA mission requirements.

7.3 Engineering Services

The Contractor shall provide engineering services in the appropriate engineering disciplines to design or alter existing mockups and trainers, ground support equipment or other items as identified by NASA.

The Contractor shall be responsible for the design, analysis, documentation, integration, installation, testing, and updating of engineering documentation as described in each task order. This includes new designs, alterations, modifications and repairs to mockups, trainers and associated systems, specialized test equipment, and other support equipment as required.

The Contractor shall prepare and provide a schedule for design, analysis, engineering, implementation and testing activities. The initial schedule and any adjustments to the schedule, for each Task Order, shall be coordinated with and approved by the Government. Engineering services, functions performed, and technical expertise required shall include:

· Systems Engineering

· Design Review preparation and support

· Design modeling and drawing creation using CREO Parametric and AutoCAD software

· Engineering analysis and support for mockup Center of Gravity, Center of Buoyancy, Net Buoyancy loads determination and Tip Over Analysis

· Prototype development

· Stress analysis and report generation (both hand calculations and Finite Element Analysis as appropriate)

· Hydraulic and Electro-Hydraulic systems design and integration for motion control systems

· Electrical systems design and integration

· Structural design including welded structures

· Mechanical system design

· Software design and integration

· Programmable Logic Controller (PLC) programming

· National Instruments Labview programming and hardware design and integration

· Video systems engineering and integration

· Lighting systems design, test and integration

· Communication systems engineering and integration

· Data collection, reduction, analysis, and reporting

· Reverse engineering

· Other general engineering support

7.4 Testing Services

The Contractor shall provide system and component testing. Testing services include but are not limited to:

· Weld Certification and Non-Destructive Examination

· Fastener Testing

· Structural Load Testing

· Electrical and Electronics Systems component and integrated systems testing

· Hydraulic Systems and Component Testing

7.5 Task Order Support Services

The Contractor shall reference NASA JSC documents CX12-SLP0014, CX14-POL0043 or AOD 8594002 as specified per task order for design guidance.

The Contractor shall prepare and provide written reports of analyses and tests performed. Analysis reports shall be in a Government approved format. If specified in task order, stress analysis reports shall be in accordance with the requirements of JSC/AOD drawing 8594001. Contractor engineering activities shall include serving as a technical interface with other Contractors, NASA, other Government agencies, vendors, and other agencies or activities.

For engineering disciplines not available within the Contractor’s staff, those services shall be contracted and managed by the Contractor and provided under the applicable Task Order.

· Soft Goods Production (e.g. sewing)

· Labeling

· Electrical and electronics fabrication and assembly

· General fabrication and assembly Materials may include, but not be limited to: foam, wood, aluminum, steel, stainless steel, titanium, engineering plastics, composites, and fabrics.

7.7 Provisioning

Contractor shall provide all provisioning as required to complete Task Orders including:

· Purchasing for Task Orders as required

· Receiving of materials

· Logistics (e.g. transportation and shipping of hardware)

7.8 System Engineering and Integration Support

The Contractor shall provide system engineering support to include life-cycle development and acquisition development processes, systems integration support, and test and demonstration support.

7.9 Rapid Prototyping Support

The Contractor shall provide rapid prototyping development, test, and sustainment support activities. Specific capabilities required will be based on specific mission requirements and detailed in task orders.

8. Task Category E: Fabrication and Provisioning This category is intended to provide build-to-print fabrication of mockups and hardware. Task Orders may range from batch production of machined metal fittings to more complex weldments. Task Orders typically require use of a variety of materials for a single article.

This category also provides for provisioning as required.

8.1 Fabrication

Manufacturing and fabrication processes required include the following:

· Machining

· Sheet metal work

· Additive manufacturing such as ABS 3-D printing

· Welding

· Finishing

· Soft Goods Production (e.g. sewing)

· Labeling

· Electrical and electronics fabrication and assembly

· General fabrication and assembly Materials could include, but not be limited to: foam, wood, aluminum, steel, stainless steel, titanium, engineering plastics, composites, and fabrics

8.2 Provisioning

Contractor shall provide all provisioning, as required, to complete Task Orders including:

· Purchasing as required

· Receiving of materials

· Logistics (e.g. transportation and shipping of hardware)

8.3 Task Order Support Services

The Contractor shall provide the following services in support of task orders as required:

· Quality assurance

· Weld inspections

· Redlined drawings

· Load Testing

· Material testing including but not limited to Chemical analysis, strength of materials, electron microscopy, fastener testing and hardness testing

· Acceptance testing of hardware for function and adherence to specification

· Documentation: reports, inspections, certifications, etc. as required
