SUBJECT: Request for Proposal (RFP) NNJ16567749R – Specialized Engineering, Aeronautics, and Manufacturing (SEAM)
The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), is releasing RFP NNJ16567749R for the SEAM acquisition.
The SEAM contract will provide NASA/JSC Flight Operations Directorate (FOD) with a wide range of engineering services and solutions to design, develop, test, and evaluate new hardware, address system and component obsolescence, and support the sustainment, alteration, and improvement of the Neutral Buoyancy Laboratory, Space Vehicle Mockup Facility, Mission Control Center, Space Station Training Facility, mock-ups, trainers, aircraft, aircraft programs, projects, activities, and other JSC and NASA projects.
Offerors are advised to read all the RFP requirements.
The following information should be considered in proposal consideration:
ACQUISITION STRUCTURE:
The SEAM acquisition is a Multiple-Award with Indefinite-Delivery/Indefinite Quantity (IDIQ) Firm-Fixed Priced (FFP) and Time and Material (T&M) task orders. The Statement of Work (SOW) is divided into five Task Categories, three of which are set aside for small business. SEAM has been assigned the North American Industry Classification System code 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a Small Business Administration-designated small business size standard of 500 employees.
1. Task Category A: Aero Structural Engineering and Analysis (small business set-aside)
2. Task Category B: Aero Mechanical Systems (small business set-aside)
3. Task Category C: Aero Avionics, Electrical, and Software (full and open)
4. Task Category D: Ground Support Engineering Services (full and open)
5. Task Category E: Fabrication and Provisioning (small business set-aside)

The SEAM contract is anticipated to have a 5-year period of performance (July 1, 2016 – June 30, 2021), with no options. No phase-in period is anticipated.
The Government anticipates at least two awards per task category. Task Categories A, B, and E are set-aside for small business. Task Categories C and D will be competed utilizing full and open competition procedures. Offerors are not required to propose to all Task Categories but may propose to more than one for which they are capable of performing the work. Post award, the Government does not intend to compete across Task Categories. If an award is made for multiple task categories under a single contract, the remaining task categories in the SOW will be removed via a unilateral contract modification after contract award. The Government reserves the right to award one, some, none, or all of the proposed task categories based on the Government’s evaluation of the Offeror’s proposal.
The Government plans to award FFP IDIQ task orders and T&M task orders in accordance with NASA Federal Acquisition Regulation (FAR) Supplement 1852.216-80 TASK ORDERING PROCEDURE to fulfill the requirements. The Task Order requirements shall be priced utilizing the labor categories and proposed rates for each proposed category in Section B, Clause B.9 HOURLY RATES AND TASK ORDER CEILING PRICE – FIRM-FIXED- PRICE (FFP) and B.10 HOURLY RATES AND TASK ORDER CEILING PRICE – TIME-
AND-MATERIALS (T&M).
All labor categories proposed under Task Categories A, B, and C shall possess the appropriate security clearance (SECRET) in accordance with NFS 1852.204-75, Security Classification Requirements.
Throughout the RFP, the Government shall use “TBD” to designate a Government Fill-in, and “Offeror fill-in” to designate filled-in by the Offeror.

The Department of Labor (DOL), Wage and Hour Division, Prevailing Wage Resource Book can be found at: http://www.dol.gov/whd/recovery/pwrb/toc.htm. Offerors are encouraged to review this book as part of their responsibilities to comply with contractual labor statues and regulations.
Please note that this contract uses an odd-numbered service wage determination. Under Chapter 14, SCA Wage Determinations, the following guidance is provided:
“ODD-NUMBERED wage determinations (e.g., 2007-2011) apply to most SCA contracts.
These wage determinations require the contractor to satisfy the health and welfare fringe benefit requirements on a “fixed cost” per employee basis. Compliance must be calculated using all hours paid for (including paid time off) up to 40 hours a week, 2080 hours a year, and the contractor must meet the minimum fringe benefit requirement as specified by the wage determination for each individual employee.”
PROPOSAL SUBMISSIONS:
Proposals submitted in response to this solicitation shall include the Offeror’s name and complete address, including street, city, county, state, and 9-digit zip code. Also include telephone and fax numbers and the e-mail address of the contact person responsible for the proposal.
Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal. Insert the company’s CAGE code in Block 15A on Standard Form 33. Block 15A will appear next to the name and address of the Offeror.
Only one proposal per Offeror will be accepted. If more than one proposal is received from a single Offeror, the Government will accept the last proposal received before the submission deadline. All other versions will be regarded as unacceptable. It should be noted that this solicitation does not include Alternate II for FAR Clause 52.215-1; therefore, alternate proposals will not be accepted.
If an Offeror proposes on more than one Task Category, the proposal shall include past performance and pricing for each Task Category. Any proposal that is made contingent upon receiving an award of one or more other Task Categories is an alternate proposal and will be considered non-responsive to the SEAM solicitation. Such proposals will not be evaluated.
Offerors must deliver their proposal in accordance with Section L.8, Proposal Marking and Delivery.
Proposals are due at NASA/JSC no later than 1:30 p.m., Central Time, on March 31, 2016.
In accordance with the proposal instructions in Section L.14.2, the proposals are to be submitted via a hard copy and a non-rewritable (CD-R) disk(s).

Proposals that arrive after the prescribed time for receipt will be considered late and treated in accordance with FAR 52.215-1, “Instructions to Offerors-Competitive Acquisitions.”
QUESTIONS RELATED TO THE RFP:
All questions and comments related to the enclosed RFP shall be submitted in writing via the e-mail address listed below under the section entitled, “E-mail Correspondence.” Please title the e-mail note, “Questions/Comments-SEAM RFP” in the subject block and make sure to include the e-mail, name, and daytime phone number of the person submitting questions or comments. Offerors shall submit all questions by close of business, March 9, 2016. Answers to questions and comments will be posted to the Federal Business Opportunities website at https://www.fbo.gov/ through an amendment to the RFP and posted to the SEAM procurement website at http://procurement.jsc.nasa.gov/seam/.
Oral communications are not acceptable in response to this notice.

COMMUNICATION WITH INDUSTRY:
Offerors are responsible for monitoring the Federal Business Opportunities Website, https://www.fbo.gov/ , and the SEAM Procurement Website, http://procurement.jsc.nasa.gov/seam/, for any amendments to the RFP, additional information, and changes to the schedule. The Government anticipates a Pre-proposal Conference on or about March 3, 2016. Information will be posted as it becomes publicly available.
The RFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract or comments in response to this RFP. In the event of a discrepancy between this letter and the SEAM RFP, the SEAM RFP shall govern.
