Enclosure DD, Government Labor Categories and Position Descriptions

1. Architect Scope: Provides architectural services in the research, development, design, construction, alteration and/or repair of building, structures and associated infrastructure.

Responsibilities: His/her duties may include: provision of Architect-Engineer services in support of minor or major construction of facilities projects that may include Preliminary Engineering Reports, design packages, new construction, modification/rehabilitation construction, and repair construction; services shall include, but are not limited to engineering, project management, construction, supervision, inspection, documentation, and activation and validation; consults with customers to determine functional and spatial requirements, and prepares information regarding the design, specifications, materials, equipment, estimated costs and time; plans preliminary layout of project and integrates engineering elements into unified design subject to managerial and/or engineering review and approval; preparation of scale and full sized drawings and contract documents for building contractors; assists in preparing RFP packages and awarding construction contracts;

administering construction contracts; conducting periodic on-site observations of work in progress, evaluates and reports results; compiling information and/or preparing comprehensive technical studies and related reports.

Education and Experience: Bachelor of Architecture, or equivalent, and five years of directly related work experience

2. Business Administration - Level I Scope: Responsible for the business management, financial reporting and analysis, and purchasing.

Responsibilities: His/her duties may include: Assists in development and maintenance of operating plan, performs cost and schedule analysis including performance against operating plan, forecasting, budgeting and subcontractor performance Analysis and Trends; maintains overall system configuration control over business databases; Service Orders, and both and Government charge numbers, Operating Plan estimates, past and projected quarterly sales revenues, verifies timecard data integrity; provides Hours and ODCs data for Government Contract Compliance Audit Analyses; compiles and analyzes indirect budgeting data on a monthly basis; prepares financial analysis for reviews; works with corporate accounting and Subcontractor’s accounting staff to resolve and provide solutions for financial and accounting issues regarding the contractor’s accounting system, and Vendor Level Invoicing, and task to charge reconciliation; initiates and manages Purchase Orders and purchases a wide variety of supplies and services.

Education and Experience: Bachelors of Arts or Bachelors of Science preferably with a major in finance, accounting, economics, business management, or a related field. In lieu of formal education, eight years of related experience is allowable (an Associates Degree may substitute for 2 years of experience).

3. Business Administration – Level II Scope: Responsible for the business management, financial reporting and analysis, and purchasing.

prepares financial analysis for reviews; works with corporate accounting and Subcontractor’s accounting staff to resolve and provide solutions for financial and accounting issues regarding the contractor’s accounting system, and Vendor Invoicing, and task to charge reconciliation. Initiates and manages Purchase Orders; develops cost estimates for complex elements of contracts and proposals; purchases a wide variety of supplies and services that are often complex in nature.

Education and Experience: Bachelors of Arts or Bachelors of Science preferably with a major in finance, accounting, economics, business management or a related field and 5 years of related experience including experience in coordinating and directing the work of peers, is required. (A Masters in finance, accounting, economics, business management or a related field may be substituted for thee years of experience). In lieu of formal education, eight additional years of related experience is allowable (An Associates Degree may substitute for 2 years of experience)

4. Business Administration – Level III Scope: Responsible for the business management and financial reporting and analysis and ensures compliance with the contract and all applicable U.S. laws and regulations.

Responsibilities: His/her duties may include: Assists in development and maintenance of operating plan, performs cost and schedule analysis including performance against operating plan, forecasting, budgeting and subcontractor performance Analysis and Trends; maintains overall system configuration control over business databases; Service Orders, and both and Government charge numbers, Operating Plan estimates, past and projected quarterly sales revenues, verifies timecard data integrity; analyzes budgeting data on a monthly basis;

prepares financial analysis for reviews; works with corporate accounting and Subcontractor’s accounting staff to resolve and provide solutions for financial and accounting issues regarding the contractor’s accounting system, and Vendor Invoicing, and task to charge reconciliation. Initiates and manages Purchase Orders; develops cost estimates for complex elements of contracts and proposals; purchases a wide variety of supplies and services that are complex in nature; creates special reports for Program Manager and Customer for management guidance as needed; manages export/import compliance; interacts with Government management personnel on a regular basis.

Education and Experience: Bachelors of Arts or Bachelors of Science preferably with a major in finance, accounting, economics, business management or a related field and ten years of related experience, five of which is in a supervisory capacity is required (A Masters in finance, accounting, economics, business management or a related field may be substituted for thee years of experience).

5. Computer Systems Engineer Scope: Plans and controls the sustainability of computing resources.

Responsibilities: His/her duties may include: Obsolescence analysis, trade studies, systems evaluation of special purpose computers and peripherals, work stations, and Local Area Networks, software operating systems, software development tools and packages;

requirements development; coordination of maintenance and upgrades to the computer hardware and software systems.

Education and Experience: A Bachelor of Science degree in electrical engineering, software engineering, computer engineering, or computer science is required. Five years of computer systems experience in a complex hardware/software environment with multiple computer systems and operating systems, and must have knowledge of software engineering principles.

6. Configuration Management Specialist - Level I Scope: Provides junior-level configuration management and data management support to IDIQ tasks.

Responsibilities: His/her duties may include: preparation of Configuration Change Requests (CCR), prepares CCR package, collects review comments, tracks CCR action items, coordinates CCB meetings; identifies and collects data associated with the configuration management system and maintains the database; monitors the configuration management systems and perform audits to ensure contract compliance; coordinates, records and documents activities of the configuration Control Board (CCB); tracks CCRs; supports the administration of task requirements, configuration change control and configuration management as required. Perform routine configuration management tasks as required under minimal supervision Education and Experience: A Bachelor degree is required. In lieu of formal education, four years of configuration management experience is allowable (an Associates Degree may substitute for 2 years of experience).

7. Configuration Management Specialist - Level II Scope: Provides intermediate-level configuration management and data management support to IDIQ tasks.

Responsibilities: His/her duties may include: preparation of Configuration Change Requests (CCR), prepares CCR package, collects review comments, tracks CCR action items, coordinates CCB meetings; Identifies and collects data associated with the configuration management system and maintains the database; monitors the configuration management systems and perform audits to ensure contract compliance; coordinates, records and documents activities of the Configuration Control Board (CCB); tracks CCRs; supports the administration of task requirements, configuration change control and configuration management as required Education and Experience: A Bachelor degree and 3 years of configuration management experience is required.

8. Configuration Management Specialist - Level III Scope: Provides senior-level configuration management and data management support to IDIQ tasks.

Responsibilities: His/her duties may include: Provides expert knowledge of required compliance documentation including AS9100 and CMMI level 2, or greater; reviews, evaluates, recommends and implements new technology/enhancements to the configuration management system; prepares Configuration Change Requests (CCR), prepares CCR package, collects review comments, tracks CCR action items, coordinates CCB meetings; identifies and collects data associated with the configuration management system and maintains the database;

monitors contractor’s configuration management systems and perform audits to ensure contract compliance; coordinates, records and documents activities of the Configuration Control Board (CCB); tracks CCRs; supports the administration of task requirements, configuration change control and configuration management as required; ensures personnel have appropriate training; provides direction and discipline to employees and is responsible for the evaluation of personnel performance.

Education and Experience: A Bachelor degree and 5 years of configuration management experience, including experience in coordinating and directing the work of peers, is required.

9. Electrical Engineer - Level I Scope: Performs analysis, design, development, test and integration of electrical systems for ground system applications.

Responsibilities: His/her duties may include: systems requirements development and allocation; performing or directing the analysis, design, fabrication, test and integration of electrical systems for ground system applications; interprets system level requirements as they apply to the development of electrical systems and components, identifies design alternatives and performs trade-off studies, link budget, sensitivity, reliability, failure mode and worst case analysis to determine the optimum approach for the design, and to predict performance of the system for the expected operational and environmental conditions;

develops and executes test plans for electronics system verification and acceptance, and develops operations and maintenance documentation; designs or performs test sequences to measure and characterize the performance of electrical components and systems, and, subsequently, analyzes and interprets the test results and prepares summary reports.

Education and Experience: A Bachelor of Science degree in electrical engineering, physics or mathematics is required.

10. Electrical Engineer - Level II Scope: Performs analysis, design, development, test and integration of electrical systems for ground system applications.

Responsibilities: His/her duties may include: systems requirements development and allocation; performing or directing the analysis, design, fabrication, test and integration of electrical systems for ground system applications; interprets system level requirements as they apply to the development of electrical systems and components, identifies design alternatives and performs trade-off studies, link budget, sensitivity, reliability, failure mode and worst case analysis to determine the optimum approach for the design, and to predict performance of the system for the expected operational and environmental conditions;

develops and executes test plans for electronics system verification and acceptance, and develops operations and maintenance documentation; designs or performs test sequences to measure and characterize the performance of electrical components and systems, and, subsequently, analyzes and interprets the test results and prepares summary reports.

Education and Experience: A Bachelor of Science degree in electrical engineering, physics or mathematics is required. This position requires a minimum of 5 years of experience in the analysis, design and development of electrical and electronic systems including hands-on work in the test and integration of Ground Data Systems. (A Masters degree in engineering, physics or mathematics may substitute for 3 years of experience).

11. Electrical Engineer- Level III Scope: Directs or performs analysis, design, development, test and integration of electrical systems for ground system applications.

Responsibilities: His/her duties may include: systems requirements development and allocation; performing or directing the analysis, design, fabrication, test and integration of electrical systems for ground system applications; interprets system level requirements as they apply to the development of electrical systems and components, identifies design alternatives and performs trade-off studies, link budget, sensitivity, reliability, failure mode and worst case analysis to determine the optimum approach for the design, and to predict performance of the system for the expected operational and environmental conditions;

develops and executes test plans for electronics system verification and acceptance, and develops operations and maintenance documentation; designs or performs test sequences to measure and characterize the performance of electrical components and systems, and, subsequently, analyzes and interprets the test results and prepares summary reports. If functioning as a lead engineer, provide technical direction for the definition and development of a system or subsystem and coordinate all appropriate engineering activities Education and Experience: A Bachelor of Science degree in electrical engineering, physics, computer science, or mathematics is required. This position requires a minimum of 10 years of experience in the analysis, design and development of electrical and electronic systems including hands-on work in the test and integration of Ground Data Systems. (A Masters degree in engineering, physics or mathematics may substitute for 3 years of experience).

12. Electro-Optical Engineer Scope: Provides system level design, development, calibration and evaluation of electro-optic systems.

Responsibilities: His/her duties may include: systems requirements development and allocation; performs design, development, calibration, and evaluation of electro-optic elements, subsystems, and systems for ground-based systems including lasers, detectors, and beam control assemblies; performs system end-to-end studies, digital communication signal to noise analyses, establishes error budgets, etc.

Education and Experience: A Bachelor of Science degree in electrical engineering, physics or mathematics is required. This position requires a minimum of 5 years of experience in the design, fabrication, and testing of lasers, detectors, and control assemblies. (A Masters degree in engineering, physics or mathematics may substitute for 3 years of experience).

13. Engineering COOP Scope: The Cooperative Education Program (CO-OP) is an important link in the educational process that integrates college level academic study with full-time meaningful work experience.

Responsibilities: His/her duties may include: assisting engineers in technical work pertinent to the Task Order to which assigned. These assignments are usually involve a wide variety of detailed activities which can include planning and conducting research and development, operations activities, and preparation of new specifications on similar or related types of equipment. The student will be given projects with varying degrees of difficulty depending on academic and/or work experience and interest.

Education and Experience: Students pursuing a BS in Computer Engineering, Computer Science, Electrical Engineering, Mechanical Engineering, Mathematics, or Physics with a minimum of 30 semester hours at an accredited university with a good scholastic standing (2.9 G.P.A. overall), be enrolled in their school's Cooperative Education Program.

14. Facilities Specialist Scope: Coordinates facilities operations and maintenance, including buildings, grounds, antennas, HVAC, electrical power plant, vehicles, mechanical, plumbing, environmental, lighting and fire protection systems Responsibilities: His/her duties may include: systems requirements development and allocation; oversees, coordinates and conducts the planning, construction, maintenance, operation, repair, renovation, alteration, and demolition of buildings, structures, equipment, machinery, and other facilities; provide preventive and corrective maintenance, including on-site staffing with vendor trained personnel, appropriate on site spare parts, and securing vendor support contracts to ensure continuous operations; gathers, compiles, reviews, and analyzes data related to facilities; performs facility condition assessments; evaluates facility problems and anomalies; prepares studies and reports; coordinates with IDIQ task leads, engineers and architects performing facility work and advises and recommends on facility issue; evaluates project bids for cost, quality and schedule; monitors and inspects construction to ensure adherence to quality standards and project schedules; develops operation, maintenance, and certification procedures and manuals; plans, schedules, coordinates, and administers work performed under an overall work management system;

leads operation, maintenance, repair, and construction work teams.

Education and Experience: A Bachelors degree in a related technical field is required. This position requires a minimum of five years of related experience, including experience in coordinating and directing the work of peers. In lieu of formal education, eight years of related experience is allowable (an Associates Degree may substitute for 2 years of experience).

15. Field Engineering Specialist - Level I Scope: Supports the Networks operations and test and integration of electronic and electromechanical systems.

Responsibilities: His/her duties may include: Provides sustaining engineering support for ground systems hardware, software, and firmware; modifies, test, and replaces subsystem components as necessary to ensure operability and maintainability; provides for the implementation, integration, test, and transfer into operations of hardware and software systems for network services, missions and projects; provides hardware maintenance services which may include re-installation and modification of existing equipment, preventive and corrective maintenance, and replacement of equipment as needed to maintain original hardware configuration functionality; prepares documentation of equipment architecture and cabling configurations.

Education and Experience: An Associates Degree and two years of related experience. In lieu of formal education, four years of additional related experience is allowable.

16. Field Engineering Specialist - Level II Scope: Supports the Networks operations and test and integration of electronic and electromechanical systems.

Responsibilities: His/her duties may include: Provides sustaining engineering support for ground systems hardware, software, and firmware; modifies, test, and replaces subsystem components as necessary to ensure operability and maintainability; provides for the implementation, integration, test, and transfer into operations of hardware and software systems for network services, missions and projects; provides hardware maintenance services which may include re-installation and modification of existing equipment, preventive and corrective maintenance, and replacement of equipment as needed to maintain original hardware configuration functionality; prepares documentation of equipment architecture and cabling configurations.

Education and Experience: An Associates Degree and six years of related experience. In lieu of formal education, four years of additional related experience is allowable.

17. Health, Safety and Environment Specialist Scope: Provides health, safety and environmental support services and assessments.

Responsibilities: Implements a system safety approach in which development, testing, flight support, ground operations, and maintenance activities are assessed for hazards, and shall institutes management processes for assuring personnel and property will be protected from injury or harm as a result of exposure to these hazards; plans and implements an industrial safety and environmental program meeting contract requirements; develops and provides contract specific safety and environmental training and educational materials; evaluates work processes for hazardous situations, performs environmental and human engineering assessments, and implements remedial actions; prepares reports; performs root cause analysis of accidents, mishaps and close calls.

Education and Experience: A Bachelor of Science degree in safety and environmental engineering, or related technical field, and three years of safety/environmental experience.

18. Information Technology Specialist – Level I Scope: Provides junior-level information technology support.

Responsibilities: His/her duties may include: performs support activities associated with the design, development, implementation, and maintenance of IT systems; specializations may include networks and telecommunications, LAN/WAN administration, performs website development and maintenance, cybersecurity, intra-computer communications, network design and support, network and system management/administration; evaluates and designs systems to structure and access databases; cybersecurity programs across platforms; conducts routine cybersecurity activities; provides inventory and control for all media forms of data and ensures all requirements are satisfied for data storage, usage, and accountability;

performs a variety of activities associated with the applications software, database management, system testing and development activities of an operational system; performs software installation at all promotion levels, system configuration management, database maintenance and control, assistance in the development phase of projects, troubleshooting problems and providing solutions, interacting with customers, procedures and standards development, formal documentation development and participation in system acceptance test activities; analyses of systems performance; researches documents, tracks trends, and resolves issues requiring frequent interaction with outside vendors and contracts;

test/evaluate system's performance against specifications.

Education and Experience: A Bachelors degree in computer science, information technology, mathematics or a related technical field is required. In lieu of formal education, eight years of related experience is allowable (an Associates Degree may substitute for 2 years of experience).

19. Information Technology Specialist - Level II Scope: Provides intermediate-level information technology support.

Responsibilities: His/her duties may include: performs support activities associated with the design, development, implementation, and maintenance of IT systems; systems requirements development and allocation; specialization are networks and telecommunications, LAN/WAN administration, cybersecurity , intra-computer communications, network design and support, network and system management/administration; evaluates and designs systems to structure and access databases; analyzes IT requirements; addresses complex cybersecurity issues for IT systems; leads the implementation of cybersecurity programs designed to anticipate, assess and minimize system vulnerabilities, such as intrusion detection or access authentication programs; coordinates the implementation of cybersecurity programs across platforms; schedules and conducts special cybersecurity studies, surveys, or reviews of IT systems; prepares and reviews specifications of IT-related purchases to ensure they contain full consideration of cybersecurity-related needs.

Education and Experience: A Bachelors degree in computer science, information technology, mathematics or a related technical field is required and a minimum of five years of related experience, including experience in coordinating and directing the work of peers (a Masters degree in a technical field may substitute for three years of experience).

20. Information Technology Specialist - Level III Scope: Provides senior-level information technology support.

Responsibilities: His/her duties may include: Performs all support activities associated with the design, development, implementation, and maintenance of IT systems; systems requirements development and allocation; specializations are networks and telecommunications, LAN/WAN administration, cybersecurity , intra-computer communications, network design and support, system management and administration, install and maintain vendor supplied operating systems, systems software (such as VMS, UNIX, Windows, code compilers), evaluates and designs systems to structure and access databases.

Analyzes database requirements. Analyzes IT requirements; addresses complex cybersecurity issues for IT systems; leads the implementation of cybersecurity programs designed to anticipate, assess and minimize system vulnerabilities, such as intrusion detection or access authentication programs; coordinates the implementation of cybersecurity programs across platforms; schedules and conducts special cybersecurity studies, surveys, or reviews of IT systems; prepares and reviews specifications of IT-related purchases to ensure they contain full consideration of cybersecurity-related needs.

Education and Experience: A Bachelor’s degree in computer science, information technology, mathematics or a related technical field is required and a minimum of 10 years of related experience, including experience in coordinating and directing the work of peers (a Master’s degree in a technical field may substitute for 3 years of experience).

21. Logistics Specialist - Level I Scope: Provides logistic and property support services.

Responsibilities: His/her duties may include: provision of logistic support services by performing a variety of assignments, related to the procurement, receipt, shipment, and disposition of materials, in a variety of areas such as inventory management, warehousing, material control, property management and transportation activities; ensures that hardware, and materials are being handled and stored properly to prevent degradation and/or damage.

Typically, position is multi-focused and performs a wide variety of assignments in various logistic areas. Position may perform in a single logistic area; however, the assignments would be non-routine and somewhat difficult in nature.

Education and Experience: A Bachelors degree in a related technical field is required. In lieu of formal education, eight years of related experience is allowable (an Associates Degree may substitute for 2 years of experience).

22. Logistics Specialist - Level II Scope: Provides logistic and property support services and analyses.

Responsibilities: His/her duties may include: management of a variety of logistics functions i.e.; receipt, shipment, and disposition of materials, in a variety of areas such as inventory management, warehousing, material control, property management and transportation activities; act as lead or be required to supervise lower-level personnel; evaluation of the design for life-cycle cost analysis, trade studies, sparing analysis, and break-even analysis in support of the Life-Cycle Cost reductions; systems requirements development and allocation;

determines support requirements based upon Life Cycle Costs, reliability analysis and the relative supportability of alternative concepts; applies fundamental logistics engineering concepts, practices, and procedures; performs government property administration and accounting duties requiring experience and knowledge in government property administration practices.
