Task Order Statement of Work
Task Order Number: 2 Modification: 0 Task Name: New Ka-band Station – Phase 1 Task Period of Performance: April 1, 2019 – October 1, 2020 Modification Period of Performance: N/A
The Exploration and Space Communications (ESC) Division has determined a new station located within the CONUS is required to support a new set of NASA missions requiring S- and Ka-band support. This Task Order (TO) Statement of Work (SOW) defines the requirements for the contractor to complete Phase 1 of the new station project, concluding with a successful Preliminary Design Review (PDR). After successful completion of a PDR, the project will be completed under a separate Phase 2 task order.
I. Technical Task Requirements The contractor shall complete Phase 1 of the new Near Earth Network (NEN) station project including planning, definition of the architecture, operations concept, requirements, external interfaces, and preliminary design. The new station shall be compliant with top level requirements located in Appendix A of this Statement of Work, as well as design goals of open architecture solutions and life cycle costs that represent best value to the Government over the expected operational lifetime of the station. The TIP shall discuss, at a minimum, the major system internal and external interfaces, trades and IT Security considerations. The TIP shall also include a Work Breakdown Structure (WBS) and WBS dictionary for both phase 1 and phase 2.
The contractor may assume that NASA has obtained land for the site, agreements, and environmental assessments necessary to build the station.
The Contractor shall perform the functions necessary to manage the work required by this task in accordance with the following contract level plans:

• Risk Management Plan and Risk List [DRD MGT-11]
• Security Management Plan [DRD SEC-01]

Materials costs should be excluded from the RTO response. Any long lead items required to be procured prior to the completion of Phase 1 should be identified in the TIP, and can be assumed to be procure under a separate materials only task.
II. Government Furnished Facilities, Equipment, Software, and Other Resources
Land for the station development will be provided by the Government.

III. Deliverables
The contractor shall provide the following deliverables. The contractor shall deliver and archive all relevant reports, briefings, analyses, assessments, and other information as specified by the government.
Deliverable Description Due Schedule Include all activities required to complete the Station project (including Phase 2). The schedule completed as part of this Phase 1 task order shall include critical milestones, dependencies both within the task and other related activities, and the critical path for the project.
Final schedule due at task start plus 6 months.
Work Breakdown Structure (WBS) and WBS dictionary
Description of the work products and functions necessary to accomplish the project though completion and consisting of 3 levels at a minimum. The WBS shall include separate Level 2 elements for Project Management, System Engineering, Operations preparation, and one for each subsystem, and others as deemed appropriate.

Basis of Estimate, Cost Estimate and Time-Phased Spending Plan
The spending plan shall be linked to the WBS. The BOE, cost estimate, and spending plan shall cover the entire life cycle of the new station project, including phase 2. Phase 2 cost estimate to be a high level Rough Order of Magnitude estimate.

Concept of Operations Outline roles, responsibilities, and agreements with support providers.

Systems Engineering Management Plan
Description of the systems engineering approach, including organizational responsibilities, engineering management structure and configuration control.

Document the new station requirements down to the detailed design level.

System architecture description and decomposition of all system and interface requirements allocated to the system and subsystem levels.

Description of methods and tools used to decompose requirements, manage requirements, waivers and deviations and track requirement verification.

Trade Studies Identification of major trade items which include considerations for station technical performance, obsolescence issues, maintainability, development risk, operational efficiencies, lifecycle cost, and other factors (including recommendations).

Description of method for requirements validation and compatibility testing. Description of any needed changes to house the station down to the Engineering Change (EC) level.

Documentation, Training and Logistics Plan
Description of the types of documentation needed for the operation of the station, the training required (including training methodology) and logistics support plans.

Status Reviews and Progress Reports
Weekly and/or Monthly meetings and reviews covering cost, technical accomplishments, status of deliverables and quantitative description of overall progress, risks/problems and possible corrective actions, and projected work activities for following month.

System Security Plan Define the authorization boundary of the system, describe the operational environment of the information system, capture the security categorization with rationale, identify the security requirements of the system in compliance with NPR 2810.1A, and describe the implementation of security controls including any tailoring or scoping with rationale and compensating controls.
