SPACE EXPLORATION AND NETWORK SERVICES EVOLUTION (SENSE)

Task Order Statement of Work
Task Order Number: RTO 1 Modification: 0 Task Name: Space Communications and Navigation (SCaN) Sustaining Engineering, Operations, Maintenance, and Integration Task Period of Performance: April 1, 2019 – March 31, 2020 Modification Period of Performance: N/A
Scopes of Work This Task Order (TO) Statement of Work (SOW) defines the requirements for the recurring SCaN Program network activities including reporting, sustaining engineering, operations, maintenance, facilities, IT and security, and integration.
1 Management
1.1 General
The contractor shall perform the functions necessary to manage the work required by this task.
The Contractor shall compile and deliver weekly reports [DRD MGT-04]. The Contractor shall participate in weekly meetings with the government to discuss and clarify the weekly reports.
The Contractor shall prepare, present, and deliver monthly status reviews [DRD MGT-04].
The Contractor shall prepare, present, and deliver quarterly technical reviews [DRD MGT-04]. These quarterly technical reviews shall be supplemented with splinter meetings to discuss specific technical topics and may take place at locations other than GSFC, for example, White Sands Complex and Wallops Flight Facility.
The Contractor shall prepare, present, and deliver monthly contract financial reports [DRD MGT-07].
The Contractor shall include schedules as appropriate in management reports and reviews [DRD MGT- 04]. The Contractor shall establish, maintain, and deliver, a top-level schedule that captures tasks, milestones, and events that are interdependent and/or inter-related across ESC tasks and activities [DRD
MGT-03].
The Contractor shall provide event reports [DRD MGT-04] to notify the government of significant events such as service outage, mishaps, close calls, successful launches, etc.
The Contractor shall generate and deliver Safety Summary Reports [DRD MGT-04].
The Contractor shall develop, maintain, and deliver security reports and records [DRD SEC-03].
The contractor shall develop, deliver, implement and maintain the following management plans:

1.2 Safety and Mission Assurance
The contractor shall develop, deliver, implement and maintain a Mission Assurance Implementation Plan [DRD SMA-01]
1.3 Office Administration
The Contractor shall perform the office administration functions necessary to support the management of the Near Earth Network and the Space Network.
2 Sustaining Engineering The Contractor shall conduct sustaining engineering and implementation activities in order to meet or exceed mission customer requirements as documented in Project Service Level Agreements (PSLAs), Network Requirements Documents (NRDs), and Service Agreement and Requirements Documents (SARDs), and as documented in the service provision performance requirements defined in appendix A.
The Contractor shall conduct sustaining engineering and implementation activities for systems at the following sites:

2.1 Engineering Support
2.1.1 Ground Segment Sustaining Engineering
The Contractor shall evaluate, plan, design, and implement network system changes necessary to continue to meet PSLA/NRD and SARD requirements, to meet or exceed service provision performance requirements documented in Appendix A, and to minimize network lifecycle costs. The Contractor shall coordinate with potential new customer missions to evaluate the potential need for and impact of network system, interface, and/or configuration changes.
The Contractor shall implement, maintain, and deliver updates to the Reliability, Maintainability, and Sustaining Plan [DRD SUS-01].
The Contractor shall implement a discrepancy reporting process which shall prioritize and describe operational, hardware, software and firmware problems along with problem resolution history descriptions, to identify and diagnose trends and systemic problems. The Contractor shall provide the Government electronic access to the discrepancy reporting process.
The Contractor shall develop and deliver a Technical Refresh Plan for NEN and network integrations systems [DRD SUS-02]. The government may provide separate tasking for implementation of technical refreshes.
2.1.2 TDRS Sustaining Engineering
The Contractor shall evaluate telemetry to assess and report the health, safety, and payload performance status of the TDRS spacecraft. The Contractor shall recommend operational initiatives to extend the useful life of the TDRSs.
The Contractor shall identify, prioritize, investigate and disposition unexpected spacecraft telemetry parameter trends. The Contractor shall develop and deliver a TDRS spacecraft performance trending plan [DRD SUS-03] and TDRS spacecraft trending reports [DRD SUS-04]. The Contractor shall develop and deliver constellation spacecraft reliability reports [DRD SUS-05]. The Contractor shall develop, deliver, and maintain a TDRS constellation management plan [DRD SUS-06].
The Contractor shall provide TDRS sustaining engineering support to spacecraft anomaly responses in accordance with 452-PLAN-SOAR. The Contractor shall generate and deliver spacecraft on-orbit anomaly reports [DRD SUS-07] in response to TDRS anomalies.
The Contractor shall refine existing simulation scenarios and develop new nominal and anomalous condition simulation scenarios in support of maintenance and development. The Contractor shall conduct tabletop reviews and execute recovery rehearsals on a spacecraft simulator that identifies, replicates, and recovers from spacecraft anomalies.
The Contractor shall develop, maintain, and deliver end of mission plans for each of the TDRS [DRD SUS- 08]. The Contractor shall develop, maintain, and rehearse TDRS deorbit procedures.
The Contractor shall operate and maintain the spacecraft simulators at WSC.
2.2 System Configuration Management
The Contractor shall control and document the configuration of all operational systems in accordance with the SENSE CMP (MGT-09). To the extent possible, the configuration of underlying layers of hardware, operating system, applications, scripts, settings, and tailoring shall be similar across systems to facilitate reuse and eliminate duplication. The Contractor shall generate and deliver configuration change summary reports [MGT-04].
The Contractor shall establish and maintain Configuration Item (CI) database that identifies the relationship between hardware, software, and scan inventories, as well as between missions for shared hardware/software. The Contractor shall generate and deliver CI database reports [DRD SUS-09].
The Contractor shall develop and submit Configuration Control Board (CCB) change packages [DRD MGT- 10] for changes that affect network capabilities and external interfaces. Government CCB approval is required for changes that affect network capabilities and external interfaces.
2.3 Integration and Transition Engineering Support
The Contractor shall integrate, test, verify, validate, and transition system and configuration changes to operations in accordance with the SEMP (MGT-12). The Contractor shall develop test plans, conduct tests, and analyze test results. The Contractor shall make the test plans and test results available to the Government. The Contractor shall develop and/or modify, verify and validate operations and maintenance procedures. The Contractor shall train operations and maintenance personnel on system and configuration changes. The Contractor shall assist customers with the verification and validation of modifications and upgrades to the integrated networks for on-orbit customers.
3 Operations The Contractor shall operate Network systems located at the following:

3.1 Management
The Contractor shall manage network operations in accordance with the IMP (DRD MGT-01). The Contractor shall generate and submit a daily operations summary report [DRD MGT-04].
The Contractor shall establish a certification/qualification program for critical operations and operations support staff. The Contractor shall provide training, task recertification training, new systems training, and annual recertification for certified operators. The Contactor shall provide training for both routine and contingency operations.
The Contractor shall provide administrative services such as calendar management, document formatting and reproduction, filing, office supply ordering and receiving, package shipping and receiving, and visitor receiving and escorting. The Contractor shall provide administrative support at the following locations: WSGT, STGT, BPRS, GRS, GSFC B13 (secure facility), and GSFC B25.
The Contractor shall edit, catalog, control, preserve, and, as appropriate, duplicate and distribute, documents in the SN technical libraries at STGT and WSGT.
3.2 Spacecraft Operations
The Contractor shall operate the TDRS constellation in accordance with SN Local Operating Procedures (LOP) Volume 5, TDRS Special Instructions (TSI) as identified in TOCC Special Instructions, and Alert Notices as identified in Alert_No.pdf. The Contractor shall maintain and deliver the SN space segment LOPs, TSIs, and Alert Notices [DRD OPS-01].
The Contractor shall provide round-the-clock (24x7) TDRS console operations consisting of monitoring TDRS telemetry on TOCC workstation displays and responding to out-of-limits conditions, sending commands for routine and non-routine spacecraft operations, performing ground antenna handovers and frequency switches, preventing, if possible, and recovering from Emergency Time Outs (ETOs) and losses of attitude control, and scheduling TDRS tracking to provide the Flight Dynamics Facility (FDF) with data to use for TDRS orbit determination.
The Contractor shall provide TDRS spacecraft engineering support consisting of generating command plans for routine spacecraft bus operations, maintaining telemetry limit databases, generating command plans for non-routine spacecraft operations, monitoring TDRS performance via long term telemetry trending and periodic payload performance testing, and directing ETO recovery, attitude recovery, and other non-routine operations.
The Contractor shall review conjunction assessment risk analysis reports provided by the Government and, when necessary, propose conjunction avoidance maneuvers. The Contractor shall execute conjunction avoidance maneuvers upon NASA concurrence.
3.3 Ground Systems Operations
The Contractor shall operate SN and NEN ground segment systems to provide uplink (aka forward), downlink (aka return), tracking, and ranging services to missions in accordance with the currently existing LOPs:
• SN Local Operating Procedures Index Volumes I through XVII
• NEN Local Operating Procedures for ground systems
The Contractor shall maintain and deliver the ground system LOPs [DRD OPS-01].
Scheduling
The Contractor shall schedule network systems and services using the SN and NEN planning and scheduling systems at STGT.
Customer missions will submit services request in accordance with ICDs. The Contractor shall include network maintenance, engineering, and test activities network schedules. The Contractor shall include TDRS ranging contacts/passes to provide the FDF with tracking data to use for TDRS orbit determination and ground station calibration in SN schedules.
The Contractor shall generate conflict free network schedules, including customer services and network activities, in accordance with the following:
• 450-PG-13010.1.3C: Space and Near Earth Networks Priority List Process
• 450.1-LIST-SN/Priority: Space Network Priority List
• 450.1-LIST-NEN/Priority: Near Earth Network (NEN) Priority List
• PSLAs/NRDs and SARDs
The Contractor shall resolve schedule conflicts to optimally meet customer requirements, balance network loading, and minimize cost. The Contractor shall work with customer missions to identify alternatives to service requests that were not scheduled due to prioritization.
The Contractor shall disseminate service schedules to customer missions, network elements, and other support elements in accordance with ICDs.
The Contractor shall ensure that externally-provided pointing vectors are disseminated to and received by network elements.
Service Provision
Under nominal conditions, ground segment systems are configured automatically to provide communications and tracking services per network schedules. The Contractor shall implement contingency operations in response to automation discrepancies in accordance with applicable local operating procedures.
The Contractor shall monitor network systems and external interfaces, and detect, isolate, resolve, and track discrepancies in order to meet or exceed the service provision performance requirements defined in appendix A. The Contractor shall coordinate discrepancies responses with customers as appropriate.
The Contractor shall coordinate with customer missions to identify critical support periods such as launch and early orbit, critical maneuvers or flight activities, and spacecraft emergencies or contingencies. The Contractor shall respond immediately to discrepancies during critical support periods to coordinate with customer mission personnel and minimize customer mission impact.
The Contractor shall operate User Local Equipment (ULE) in accordance with PSLAs/NRDs and SARDs.
McMurdo Ground Station Operations
The Contractor shall staff MGS during a 9x6 shift with two physically qualified operations and maintenance personnel. MGS personnel shall respond to critical anomalies during off shift periods as needed. The Contractor shall maintain a minimum of two physically qualified alternates ready to be deployed to MGS.
The Contractor shall conduct MGS activities in accordance with the following:
• NSF 08-47: United States Antarctic Program Participant Guide, 2016-2018 Edition
• TL-MAN-0002: United States Antarctic Program - Packing and Shipping Instructions
• NSF 01-151: Antarctic Conservation Act of 1978 (Public Law 95-541)
The MGS Antarctic Program event number is T-927-M, NASA / McMurdo Ground Station (MG1).
The Contractor shall participate in approximately one international meeting regarding the use of MGS conducted in Europe.
Launch Communications Services Sites
The Contractor shall operate the PDL and KUS sites remotely for routine and proficiency activities. The Contractor shall staff PDL and KUS sites for critical events, consisting of approximately three pre-launch test events and one launch event, with two operators per site and a shared mechanical technician. The Contractor shall remotely operate the launch communications services equipment at the Bermuda tracking station.
Operational Performance
The Contractor shall operate network systems to meet or exceed the service provision performance requirements defined in Appendix A.
The Contractor shall monitor IT System parameters for determining health and performance of IT Systems. These could include data access, connectivity, CPU and memory utilization, number of processes running, and disk storage capacity. The Contractor shall use monitoring information to generate and deliver metrics pertaining to the health and performance of the IT systems for use in capacity planning, remediation of problems, and user notifications.
Continuity of Operations Planning
The Contractor shall manage network systems and facilities to ensure continuity of operations in accordance with:
• NPD 1040.4B: NASA Continuity of Operations (Revalidated with Change 1, March 31, 2015)
• NPR 1040.1 w/Chg 3: NASA Continuity of Operations (COOP) Planning Procedural Requirements (Restricted)(revalidated on 9/13/2012)
The Contractor shall implement, maintain, and deliver updates to the continuity of operations plans
[DRD OPS-02].
The Contractor shall implement, maintain, and deliver updates to the Emergency Preparedness and Disaster Recovery Plans [DRD SMA-04]. The Contractor’s shall support any required resolution of unusual or emergency situations. The Contractor may be required to assist NASA in preparation for, or in response to emergencies. Obligations under this requirement shall only arise when one or more of the criteria at FAR 18.001, enabling NASA to utilize “Emergency Acquisition Flexibilities”, are met.
Service Accounting
The Contractor shall generate and deliver user service accounting and resource utilization reports [DRD MGT-04] for the purposes of customer billing, audit and investigation, trending, and cost reporting.
3.4 Commercial Service Providers
The Contractor shall establish and maintain subcontracts for communications and tracking services from commercial service providers. The Contractor shall augment government network services with commercial services as necessary to achieve PSLA/NRD and SARD requirements while minimizing costs.
The Contractor shall provide approximately the following number of passes from the commercial service providers:
• 31 passes/day from Svalbard Norway, and Troll Antartica combined
• 1 pass/day from Singapore
• 14 passes/day from North Pole Alaska
• 6 passes/day from Santiago Chile
• 8 passes/day from South Point Hawaii, Dongara Australia, and Kiruna Sweden, combined
Commercial providers known to be capable of providing these services include Kongsberg Satellite Services (KSat) and the Swedish Space Corporation (SSC).
Commercial services shall meet or exceed the service provision performance requirements defined in appendix A. The Contractor shall schedule commercial service. The Contractor shall provide mission certification passes after commercial service providers implement significant system and/or configuration changes.
The Contractor shall conduct, write, and deliver a study of NEN commercial services processes with the objective of minimizing costs via competitive processes while continuing to achieve or exceed technical and performance requirements [DRD SE-01]. At a minimum, the study shall include a commercial space communications services market survey and a comprehensive assessment of technical and business initiatives that would promote competition in the commercial space communications market.
3.5 Logistics and Property Control
The Contractor shall manage, research, procure, ship, and control all property owned, leased, or acquired by the Government under the terms of the contract. The Contractor shall manage government property and perform logistics in accordance with the following:

The Contractor shall implement, maintain, and deliver updates to the government property and logistics management plan [DRD OPS-03].
The Contractor shall conduct hardware and software inventories and deliver the resulting Installation Accountable Government Property (IAGP) and Government Furnished Property (GFP) lists [DRD OPS-04].
The Contractor shall utilize Maximo ® version 5.2 or later, furnished by the government, to perform property and logistics data management.
The Contractor shall provide preparation for shipping of support systems, repair parts, equipment and supplies utilizing the NASA GSFC Transportation Management Office, Code 274, when available and advantageous. The Contractor shall obtain preservation, packing, crating, labeling, marking and transportation and shipping services from the GSFC Transportation Management Office, Code 274, as necessary.
The National Science Foundation (NSF) will provide shipping and receiving for McMurdo Ground Station via the US Antarctic Program prime contractor.
The Contractor shall submit excess WSC property to White Sands Test Facility (WSTF) for disposition.
The Government will provide office space for SENSE personnel at WSC and WFF. The Government will provide administrative computing and Local Area Network (LAN) services for SENSE personnel at WFF.
The Contractor shall provide all other office space and administrative computing and LAN services necessary for SENSE personnel to perform the requirements of this task.
The Contractor shall provide administrative computing and LAN services for approximately 10 government employees at WSC.
4 Maintenance The Contractor shall maintain software, firmware, and hardware in order to meet or exceed the service provision performance requirements defined in Appendix A and to retain government property value to the extent possible. The Contractor shall perform preventative and corrective maintenance of systems and components at the following network and partner sites:

4.1 Maintenance Engineering
The Contractor shall perform and deliver monthly quantitative and qualitative state of health assessments of software, firmware, and hardware baselines [DRD MGT-04].
The Contractor shall provide certification training on launch communications services equipment to Bermuda Tracking Station personnel.
4.2 Maintenance Activities
Software and Firmware Maintenance
The Contractor shall maintain network software and firmware including arranging vendor maintenance agreements for commercial off-the-shelf (COTS) products, correcting defects in and modifying custom software and firmware, supporting test and integration of new or modified software, installing software products and patches, maintaining currency of software licenses, documenting software changes and problems, maintaining operational parameter databases, and controlling software system configurations. At a minimum, the Contractor shall maintain CMMI-DEV Level 3 certification.
The Contractor shall maintain software and firmware in accordance with:
• NPR 7150.2B: NASA Software Engineering Requirements
• CMMI-Dev V1.3 (CMMI For Development, Version 1.3)
• CMMi-Dev V1.3 Errata
• SN Local Operating Procedures Index Volumes I through XVII
The Contractor shall maintain and deliver software and firmware maintenance procedures [DRD MTS- 01].
The Contractor shall develop, deliver, and maintain Aggregate Software Version Description [DRD MTS- 02].
Hardware Maintenance
The Contractor perform hardware preventive maintenance and corrective maintenance as necessary to meet or exceed the service performance requirements defined in Appendix A in accordance with:
• SN Local Operating Procedures Index Volumes I through XVII
• NEN Local Operating Procedures for hardware maintenance
The Contractor shall maintain and deliver hardware maintenance procedures [DRD MTS-01].
The Contractor shall replace failed or degraded hardware components. The Contractor shall repair, return to vendor for repair, or dispose of failed or degraded hardware components as appropriate. The Contractor shall establish and maintain maintenance agreements with vendors as appropriate. The Contractor shall sanitize any components that contained classified or SBU data in accordance with NIST SP 800-88, Revision 1: NIST, Guidelines for Media Sanitization, prior to return to vendor or disposal.
The Contractor shall perform preventive and corrective maintenance for User Local Equipment (ULE) in accordance with PSLAs/NRDs, and SARDs.
The Contractor shall log all requests for maintenance, upgrade, de-installation, installation, relocation and preventative maintenance into Maximo. The Contractor shall log all maintenance activities in Maximo. The Contractor shall transition heritage Maintenance Request Tracking data to Maximo.
The Contractor shall generate and deliver maintenance activity reports [DRD MGT-04].
The Contractor shall ensure and document that test equipment is calibrated prior to use. The Contractor shall submit WSC general-purpose test equipment to WSTF for calibration and submit GRS general-purpose test equipment to Andersen Air Force Base for calibration.
5 Facilities The Contractor shall operate and/or maintain buildings, grounds, antennas, HVAC systems, electrical power plants, UPS, vehicles, mechanical systems, locks, plumbing, environmental systems, lighting systems, SCADA systems, security systems, and fire protection systems at the sites listed below in sufficient condition to support contractual performance requirements such as service availability and proficiency. The Contractor shall provide configuration management and maintain facilities systems requirements, designs, as-built implementations, operations procedures, and maintenance documentation for the sites listed below. The Contractor shall provide custodial services, such as floor care, emptying waste containers, and cleaning restrooms, at the sites listed below with the exception of
BPRS.

Operation and maintenance of other facilities where contract work is performed is not the responsibility of the Contractor.
The Contractor shall develop, maintain, deliver, and implement a facilities management plan [DRD FAC- 01]. The Contractor shall develop and deliver Facilities Master Plans [DRD FAC-04] for individual facilities identified in the facilities master plan.
The Contractor shall provide fuel for the WSGT, STGT, BPRS, and PDL generators in sufficient quantities to support the contract performance requirements.
The Contractor shall contract for landline phone services at WSGT, ETGT, STGT, BPRS, GRS, and PDL.
The Contractor shall contract for electric, water, and remote security monitoring utility services at PDL.
6 IT and Security The Contractor shall perform IT and security functions at the following network sites:

6.1 Information Technology & Security Management
The Contractor shall conduct NEN, SN, and network integration IT security in accordance with the Security Management Plan (SEC-01).
The Contractor shall retain Authorizations To Operate (ATO) in accordance with NPR 2810.1A for systems operated or maintained by the Contractor.
6.2 Information Technology & Security Engineering
The Contractor shall conduct of network administration, system administration, IT support services, system maintenance, IT security functions, and other ancillary IT tasks to support contractual requirements and ensure the security of systems.
The Contractor shall implement, maintain, and deliver updates to the IT system security plan [DRD SEC- 02]. The Contractor shall develop and deliver an IT Security Management Assessment [DRD SEC-07].
The Contractor shall develop, deliver, implement, and maintain the Security Plan of Action and Milestones [DRD SEC-06]. The Contractor shall report IT security status monthly [DRD MGT-04].
6.3 WAN/LAN Communications Support
The Contractor shall provide support for NASA’s terrestrial mission networks activities including reviewing and providing feedback on planned mission network upgrades, coordinating operations, installing equipment, replacing failed units with spares, returning failed units for maintenance, rebooting equipment, and reconfiguring equipment. The Contractor shall ensure that systems with connectivity to NASA’s mission network, including commercial services provider systems, comply with:
• Internet Protocol Operational Network (IONet) Access Protection Policy and Requirements, 290-
• Internet Protocol Operational Network (IONet) Access Control Compliance Checklist, CHECKLIST
6.4 Security
Communications Security The Contractor shall operate and maintain all COMSEC equipment and safeguard all COMSEC key material in accordance with NPR 1600.6: NASA Communications Security (COMSEC). The Contractor shall establish a COMSEC account with the NASA Central Office of Record for COMSEC keys.
Physical Security The Contractor shall implement a physical security accordance with NPR 1620.3A: Physical Security Requirements for NASA Facilities and Property.
Operations Security The Contractor shall implement, maintain, and deliver updates to the TDRS protection plan [DRD SEC- 04].
Information Security The Contractor shall perform the information security functions identified in the SENSE Security Management Plan (SEC-01).
Personnel Security Contractor personnel with unescorted access to WSC, GRS, and BPRS shall be cleared at the collateral secret level. All personnel performing work at WSC, GRS, and BPRS shall be US citizens, shall not possess dual citizenship, and shall submit documentation in accordance with Department of Homeland Security
– United States Citizenship and Immigration Service (DHS –USCIS) Form I-9: Instructions for Employment Eligibility Verification.
The Contractor shall process incoming and outgoing classified visit requests in accordance with:
• NPR 1600.2: NASA Classified National Security Information (CNSI)
• NPD 1600.2E: NASA Security Policy (Revalidated on 4/2/2015 w/Change 1).
The Contractor shall conduct badging operations for NASA issued PIV credentials, site-specific badges and local credentials for all personnel supporting SN operations and visitors to WSC.
6.5 Audits and Assessments
The Contractor shall support NASA mandated security audits including the annual Security Assessment and Authorization exercise, usually conducted in April, and annual penetration testing, usually conducted in August. The Contractor shall answer data calls, provide system access, interface with assessors, identify rules of engagement, and capture and remediate actions in support of security audits. The Contractor shall perform internal assessments in advance audits to identify and address information technology security risks and non-compliances.
7 Integration
7.1 Management
The Contractor shall manage network integration activities in accordance with 450-PG-1310.1.1J:
Network Integration Process. The Contractor shall develop and deliver the network integration schedule
[DRD NI-04] in accordance with 450.1-WI-1310.1.9A: Networks Integration Scheduling. The Contractor shall develop and deliver network priority lists [DRD NI-08] in accordance with:
• 450-PG-1310.1.3: Space and Near Earth Networks (NENs) Priority List Process
• 450.1-LIST-NEN Priority: Near Earth Network (NEN) Priority List
• 450.1-LIST-SN/Priority: Space Network (SN) Priority List.
7.2 Customer Integration and Test
The Contractor shall conduct integration analysis and testing to prepare for network support of new missions. The reference document, Manifest of Missions with SN & NEN Support – Through 2024, identifies the planned launch dates of potential new missions that will require customer integration analysis and test services during the period of performance of this task.
The Contractor shall respond to service request from potential new missions in accordance with 450.1- WI-1310.1.10: Networks Services Request Process. The Contractor shall develop and deliver mission integration cost estimates and mission level costs estimates [DRD MGT-08] for potential new missions.
The Contractor shall analyze new mission communications and tracking needs and derive network services requirements. The Contractor shall develop and deliver service agreement requirement documents [DRD NI-01] in accordance with:
• 450.1-WI-1310.1.2A: Project Service Level Agreement (PSLA) Process
• 450.1-WI-1310.1.8: Network Requirements Document (NRD) Process
• 450.1-WI-1310.1.4A: Networks Integration Management Waiver Process
The Contractor shall develop, deliver, and implement Compatibility Test & Risk Mitigation Test Plans [DRD NI-05] to verify and validate that new mission system interfaces are compatible with network interfaces in accordance with:
• 450-PROC-CTP/SN/NEN: Radio Frequency (RF) Compatibility Test Procedures between Spacecraft and the Space Network (SN) and/or Near Earth Network (NEN), Revision 2
• 450.1-WI-1310.1.11A: Radio Frequency Compatibility Test Plan/Report
The Contractor shall conduct test readiness reviews [DRD SE-11] prior to compatibility testing. The Contractor shall document and deliver the results of compatibility testing in compatibility test reports [DRD NI-11]. The Contractor shall coordinate discrepancy resolution and conduct retesting as necessary to complete successful interface verification and validation.
The Contractor shall conduct integrated network testing to verify and validate that network systems and new mission systems are integrated to meet new missions’ communications and tracking requirements.
The Contractor shall generate and issue quick-look reports within 24 hours of network testing completion. The Contractor shall track discrepancies identified during network testing, coordinate discrepancy resolution, and conduct retesting as necessary to complete successful verification and validation. The Contractor shall document network test results and deliver final test reports [DRD NI- 11].
The Contractor shall conduct Mission Operations Readiness Reviews [NI-02] for new missions in accordance with 450.1-WI-1310.1.7B: Mission Operations Readiness Review (MORR) Process.
The Contractor shall perform mission readiness tests for new missions starting after the missions’ MORR and continuing through the week of the missions’ launch.
The Contractor generate and deliver post-mission reports [DRD NI-06] in accordance with 450.1-WI- 1310.1.13: “Networks Integration Management Office (NIMO) Post-Mission Report Process” and conduct lessons learned reviews [DRD NI-07] in accordance with 450.1-WI-1310.1.12: “Networks Integration Management Office (NIMO) Lessons Learned Process” after new mission launch and early operations are complete.
7.3 Network Loading & Modeling
The Contractor shall conduct network feasibility analyses, involving modelling and simulation of network capacities and loads, for potential new missions in accordance with 450.1-WI-1310.1.6B “Networks Feasibility Analysis”. The Contractor shall develop and deliver network feasibility reports [DRD NI-12].
The Contractor shall perform and deliver approximately 5 special network loading, architecture, impact, and/or trade analyses [DRD NI-12] on an ad hoc basis.
7.4 RF Simulation & Test
The Contractor shall perform network communications and navigation analyses. The Contractor shall develop and maintain the models and tools to conduct these analyses.
The Contractor shall perform communications and navigation engineering work in the following areas:
• Model and Analytical Tools Development and Maintenance:
o The Contractor shall develop, maintain, and deliver end-to-end telecommunications link and navigation math models [DRD NI-12] to derive performance with network assets.
o The Contractor shall develop, maintain, and deliver static and dynamic analytical tools
[DRD NI-12] taking into account vehicle trajectory, dynamics, attitude, antenna patterns and navigation requirements.
o The Contractor shall use and maintain the CLASS E tool suite and associated databases.
• Telecommunications Analyses and Studies:
o The Contractor shall perform communications and navigation analyses for potential new missions and deliver the results of these analyses in customer interface control documents [DRD NI-03].
o The Contractor shall perform and deliver approximately 10 ad hoc communications and navigation studies [DRD NI-12] in support of government network engineering initiatives.
o The Contractor shall perform and present the results of approximately 20 ad-hoc communications and navigation analyses [DRD NI-12] for anomalies related to the SN and NEN.
o The Contractor shall perform and deliver the results of systems engineering studies in support of Consultative Committee for Space Data Systems (CCSDS) panels [DRD NI-12].
The Contractor shall review and provide feedback on CCSDS papers, books, and panels.
o The Contractor shall maintain and deliver the Space Network Users Guide (SNUG) and the Near Earth Network Users Guide (NENUG) [DRD NI-13].
o The Contractor shall perform and present the results of communications and navigation analyses in support of development, sustaining, operations, and/or maintenance activities [DRD NI-12].
7.5 SCaN Communications Mission Model
The Contractor shall maintain and deliver the SCaN Communications Mission Model (SCMM) [DRD NI- 09] in accordance with 450.1-WI-1310.1.1B: Networks Integration Management Office (NIMO) Mission Set Maintenance.
7.6 Electromagnetic Spectrum Management
The Contractor shall provide support to the Government for the formulation of GSFC and NASA policies and positions on national and international ESM matters accordance with NPR 2570.1C: NASA Radio Frequency (RF) Management Manual and NPD 2570.5E: NASA Electromagnetic Spectrum Management.
The Contractor shall provide ESM research, engineering analyses, technical recommendations, and meeting preparation and participation.
The Contractor shall perform ESM engineering work in the following areas:
• GSFC ESM:
o The Contractor shall perform and deliver spectrum management analyses [DRD NI-14] for proposed new communication systems to be located on-Center at GSFC including development of mitigation recommendations to enable compatible operations when analyses show potential for interference.
• National ESM:
o The Contractor shall provide support as a liaison between missions and GSFC Spectrum
Management to develop necessary documentation for submission to the National Telecommunication and Information Administration (NTIA) and for coordinating with other government and non-government entities.
The Contractor shall advise the Government of frequency bands and possible specific frequencies and associated bandwidths to satisfy upcoming mission requirements.
The Contractor shall coordinate with upcoming missions to obtain the required technical and operational information to request authorization from NTIA for the spectrum requirements.
o The Contractor shall performing spectrum management engineering analyses to provide mission assurance for Radio Frequency access through compliance with national and international regulations.
The Contractor shall perform and deliver spectrum management analyses [DRD
NI-14] required for frequency pre-coordination with the Department of Defense (DoD) and Department of Commerce (DoC)support participate with GSFC Spectrum Management NASA, DoD and DoC pre-coordination meetings held bi-annually.
o The Contractor shall perform and deliver [DRD NI-14] electromagnetic compatibility and/or potential for interference analyses required for submittal to the Interdepartmental Radio Advisory Committee/Space Planning Subcommittee (IRAC/SPS) for all applicable inter-agency and non-government requests. Commercial license requests for a typical one-year period that are reviewed by GSFC for potential impact to Missions/Networks are approximately 4770 requests.
o The Contractor shall perform and deliver spectrum management analyses required for frequency coordination within the NTIA Frequency Assignment Subcommittee (FAS).
FAS activities for a one-year period that are processed for GSFC are approximately 1030.
o The Contractor shall perform 5-Year and 10-Year Reviews for GSFC assignments, GSFC presently maintains over 500 radio frequency assignments (RFA’s) in support of 84 Missions and projects.
o The Contractor shall review and complete all FAS Agenda Reviews which are over 6000 for a year’s period.
o The Contractor shall provide Pseudorandom Noise (PN) Code and Global Spacecraft Identifier (GSCID) assignments for NASA and non-NASA spacecraft.
o The Contractor shall plan, organize and coordinate work products and attendance for approximately 5 national spectrum management meetings.
• International ESM:
o The Contractor shall perform and deliver spectrum management engineering analyses
[DRD NI-14] in support of:
Space Frequency Coordination Group (SFCG) meetings, NASA/European Space
Agency/Japan Aerospace Exploration Agency meetings, and all International Telecommunications Union – Radiocommunication sector (ITU-R) meetings national (for preparation) and international working group meetings to facilitate approval of technical and position paper o The Contractor shall assist in providing experienced leadership or representation in sub-working group and drafting group processes at the international level.
o The Contractor shall develop and deliver proposals [DRD NI-14] for World Radio Conferences (WRC) necessary to defend NASA positions, to support GSFC missions, and to assist in the protection and preservation of NASA access to segments of the radio spectrum. The WRC meeting will not occur during this task order period, however preparation for it will be required.
o The Contractor shall support the Government in planning, organizing and coordination of international spectrum management meetings.
o The Contractor shall host and maintain the SFCG Mission Database Web Site sponsored by NASA/GSFC to provide the SFCG member community with access to mission data required for frequency coordination and selection and for interference avoidance and resolution.
The Contractor shall research, evaluate and provide technical opinions and recommendations on new and emerging technologies that use the spectrum affecting GSFC ESM.
The Contractor shall research, evaluate and provide technical input on space asset protection and interference matters.
The Contractor shall develop, maintain, and deliver an ESM information and records database that tracks all ESM analyses and studies [DRD NI-14].
The Contractor shall use the Communications Link Analysis & Simulation System (CLASS) E Tool Suite, specifically Configurable Analysis Graphical Environment (CAGE), in performance of communications analysis support activities. The Contractor shall add scenarios or adapting existing tools to address unique analysis needs.
7.7 Systems Architecture
The Contractor shall conduct and deliver approximately 5 architecture studies [DRD SE-01] to support Government planning. The Contractor shall coordinate with the government on the topic and content of architecture studies. These studies may involve quantitative and qualitative empirical data gathering, model development, simulation and validation activities, system performance and capacity assessments, cost-as-an-independent-variable analyses, and the development and evaluation of alternative courses of action across the dimensions of lifecycle cost, schedule, performance and risk.
The Contractor developed architecture products shall conform to the ontology and taxonomy defined in SCaN-ADD Vol 1 Rev 4_approved: Space Communications and Navigation (SCaN) Network Architecture Definition Document (ADD) Volume 1: Executive Summary, Revision 4.
The Contractor shall document architectural information using an object-oriented description language.
The Contractor shall develop, deliver and implement an architecture data management plan [DRD NI-10] to facilitate study initiation efficiencies, and the aggregation of a cohesive and comprehensive architectural model over time.

Definitions:
Proficiency – Proficiency is the percentage of time services were provided out of the total service time scheduled in a period. Proficiency = (Tsch – Tloss) / Tsch, where Tsch is the total of all service time scheduled in the period, and Tloss is defined as the total of service times lost in the period. Proficiency is measured over a period of one calendar month.
Service outages caused by TDRS spacecraft failures (except if caused by inappropriate spacecraft operations), weather, terrestrial network discrepancies, customer Mission Operation Centers (MOCs), customer spacecraft, FDF, or other elements external to the SN/NEN are not considered in the proficiency calculation. Service outages caused by SN/NEN operations and ground segment (hardware, software, or firmware) failures are considered losses in the proficiency calculation. SN BRTS events are not considered in the proficiency calculation. If there is a forward service loss that causes a return service loss for a coherent event, both the forward and return losses are counted as losses in the proficiency calculation.
Availability – Availability is the percentage of time services are available for customer support.
Availability = (Texp – Tdown) / Texp, where Texp is defined as the time the service is expected to be available (24x7), and Tdown is defined as the total amount of time the service is not available.
