This Task Order (TO) Statement of Work (SOW) defines the requirements for the contractor to operate and maintain the NASA Space Geodesy Network (NSGN) of Satellite Laser Ranging (SLR) and Very Long Baseline Interferometry (VLBI) stations. This TO also defines the requirement for the contractor to provide sustaining engineering to the NSGN and partner stations.
I. Scope of Work
This task covers the operations, maintenance, and sustaining engineering of the NASA systems at the Kokee Park Geophysical Observatory (KPGO) on Kauai, Hawaii, the Goddard Space Flight Center's Geophysical and Astronomical Observatory (GGAO) in Greenbelt, Maryland, the MOBile LASer station (MOBLAS) 4 SLR station at Monument Peak, CA, and the SLR Data Operations Center (DOC) at GSFC.
NASA cooperates and coordinates with a number of international partners and with the international geodetic services, including the International Laser Ranging Service (ILRS) and the International VLBI Service for Geodesy and Astrometry (IVS). This task also includes sustainment engineering of the partner stations shown in Table 1.

II. Technical Task Requirements
1.1. Management
The Contractor shall perform the functions necessary to manage the work required by this task in accordance with the following contract level plans:
• Integrated Management Plan [DRD MGT-01]
• Environmental Management Plan [DRD FAC-02]
• Configuration Management Plan [DRD MGT-09]
• Risk Management Plan and Risk List [DRD MGT-11]
• Security Management Plan [DRD SEC-01]
• Systems Engineering Management Plan [DRD MGT-12]
• IT Security Management Plan [DRD SEC-05]
• Mission Assurance Implementation Plan [DRD SMA-01]
The Contractor shall compile and deliver weekly reports [DRD MGT-04]. The Contractor shall participate in weekly meetings with the government to discuss and clarify the weekly reports.
The Contractor shall prepare, present, and deliver monthly status reviews [DRD MGT- 04].
The Contractor report task financial status in the monthly contract financial reports
[DRD MGT-07].
The Contractor shall include schedules as appropriate in management reports and reviews [DRD MGT-04].
The Contractor shall provide event reports [DRD MGT-04] to notify the government of significant events such as service outage, mishaps, close calls, successful launches, etc.
The Contractor shall generate and deliver Safety Summary Reports [DRD MGT-04].
The Contractor shall develop, maintain, and deliver security reports and records [DRD
SEC-03].
1.2. VLBI
1.2.1. Sustaining Engineering
The Contractor shall perform VLBI sustaining engineering including evaluating, planning, designing, implementing, testing, verifying, and validating system and configuration changes necessary to continue VLBI operations and to minimize lifecycle costs. The Contractor shall conduct sustaining engineering for systems at Kokee Park Geophysical Observatory and Goddard Space Flight Center's Geophysical and Astronomical Observatory including hydrogen maser frequency standards, low noise amplifier, cryogenic systems and low noise microwave receivers.
The Contractor shall participate in government led VLBI sustaining engineering forums and provide input as subject matter experts.
The Contractor shall implement a VLBI discrepancy reporting process which shall prioritize and describe operational problems and resolution history, to identify and diagnose trends and systemic problems.
The Contractor shall perform configuration management of VLBI components in accordance with SGP-MGMT-PROC-0002.
The Contractor shall integrate, test, verify and validate, and transition VLBI system and configuration changes to operations in accordance with the SENSE SEMP [DRD MGT-12].
1.2.2. Operations
The Contractor shall configure VLBI equipment to perform observations and monitor network systems during operations to detect, isolate, resolve, and record discrepancies.
The Contractor shall conduct approximately two 24 hour observing sessions plus one, one hour intensive observation session per week at the Kokee Park VLBI Station, per the schedule coordinated with the IVS. Contractor personnel shall work nights or irregular shifts as necessary to support the observation schedule.
The Contractor shall operate equipment for NASA's VLBI measurement operations and other geodetic operations (such as test campaigns and performance testing) at GGAO. .
The Contractor shall conduct approximately two 24 hour observation sessions and two 1 hour observation sessions per week.
The Contractor shall also provide support for the operation of the DORIS, GLObal NAvigation Satellite System (GNSS), and IGS Global Positioning System (GPS) equipment.
The Contractor shall provide logistics services in support of VLBI activities at Table 1 sites. The Contractor shall provide research, procurement, packing/receiving, shipping, property management, and inventory control of property, spare parts, tools and supplies retained for use in support of the systems operation and maintenance, and sustainment requirements.
The Contractor shall provide logistics services in accordance with:
• NPR 6000.1H: Requirements for Packaging, Handling, and Transportation for Aeronautical and Space Systems, Equipment and Associated Components
• MIL-STD-2073-1
• NPR 4100.1D: NASA Materials Inventory Management Manual
The Contractor shall conduct and deliver property inventories (DRD OPS-04).
1.2.3. Maintenance
The Contractor shall replace failed or degraded hardware components as necessary to continue operations at the KPGO and GGAO VLBI stations. The Contractor shall maintain low noise microwave receiving equipment, cryogenic systems, S and X-band receivers, hydrogen maser frequency standards and service equipment, including approximately eleven NR Series masers. Maintenance of maser, data terminals, and recorders at Kokee Park is the responsibility of other organizations and not the responsibility of the SENSE contractor. The Contractor shall repair, return to vendor for repair, or dispose of failed or degraded hardware components as appropriate.
The Contractor shall schedule maintenance activities on the operational VLBI systems in accordance with the operational schedule.
The Contractor shall provide support for the maintenance of the DORIS, GLObal NAvigation Satellite System (GNSS), and IGS GPS equipment, as requested by the IDS and IGS Network Operations contacts.
The Contractor shall support maintenance of the VLBI partner stations when support is requested by partner station personnel. The Contractor shall recommend responses to operational discrepancies at partner stations or implementing responses to operational discrepancies at those sites. The Contractor shall repair and return failed or degraded hardware from the VLBI partner stations listed in table 1.
The Contractor shall store two space hydrogen masers in contractor provided off-site laboratory space.
1.3. SLR
The Contractor shall perform all work related to SLR in compliance with the following
• NSLR-06-0012: SLR Safety Logbook
• NSLR-06-0013: SLR Safety Handbook
The Contractor shall implement, maintain, and deliver updates to the Laser Safety Manual [DRD SMA-15].
1.3.1. Sustaining Engineering
The Contractor shall perform SLR sustaining engineering including evaluating, planning, designing, implementing, testing, and verifying and validating system and configuration changes necessary to meet or exceed availability requirements and to minimize lifecycle costs. The Contractor shall sustain the SLR network to achieve or exceed 85% operational availability.
The Contractor shall provide sustaining engineering for the following types of systems:
mount-servo, electro-optical, low energy short pulse laser, receiver/data measurement, IT, power conditioning, timing, radar and safety. The Contractor shall review results of all stations operations and maintenance reports, quick-look reports, ILRS ASC notifications, ILRS report cards, and site surveys for the NASA SLR systems (Table 1) for anomalies and trends. The Contractor shall take appropriate action and report results [DRD SUS-01]. The Contractor shall develop repair and replacement strategies for failed or degraded equipment at each station and shall develop work-around strategies when replacement part delays are anticipated.
The Contractor shall use a combination of contractor provided facility space and the MOBLAS-7 at GGAO to conduct system engineering activities. The Contractor shall use the MOBLAS-7 station when available for testing under field conditions. The Contractor shall provide any additional laboratory/test facilities needed to conduct SLR sustaining engineering activities.
The Contractor shall perform configuration management of SLR components in accordance with SGP-MGMT-PROC-0002. The Contractor shall register station changes with the ILRS.
1.3.2. Operations
The Contractor shall operate MOBLAS-4 and MOBLAS-7 stations in accordance with the following
• NSLR-05-0001 - Network Operating Procedures
• NSLR-05-0003 - MOBLAS-4 through -8 Operating Procedures
• NSLR-03-0003 - MOBLAS-4 through -8 Technical Manual
• GSFC 23-6L - Laser Radiation Source Use Approval
• GSFC 23-35LU - Laser Radiation Source Personnel Approval
• DRD002402 - MOBLAS 4 Special Use Permit
The Contractor shall operate MOBLAS-4 80 hours per week and operate MOBLAS-7 120 hours per week. The Contractor shall conduct tracking per the prioritization established by the ILRS.
The Contractor shall operate the SLR Data Operations Center functions to perform the functions listed below and in accordance with SCNS-SLR-SRD-0001.
Data Reception
Receive the flow of Consolidated Laser Ranging Data (CRD) via electronic media from:
• Table 1 and five other SLR stations on an hourly basis
• the EuroLAS Data Center (EDC) hourly and once per day
• two Lunar ranging stations episodically
Data Processing
The Contractor shall process all CRD received from stations in accordance with Consolidated Laser Ranging Data Format version 1.01 27 October 2009. The Contractor shall assess the quality of the data. The Contractor shall compare tracking statistics between the stations and the data centers monthly to identify any lost or corrupted data and effect correction and retransmission.
Data Quality Analysis
The Contractor shall screen all the CRD normal point data directly received from stations to determine the quality of the data prior to the release to a data center for scientific analysis, ensuring conformance format and data integrity in accordance with Normal Point Format and Data Integrity Algorithm.
The Contractor shall notify the source station of discrepancies in the data that indicate malfunctions or operator error within 24 hours. The Contractor shall further assess and repair or flag the suspect data when screening indicates out-of-limit problems in NASA systems' data.
The Contractor shall assess locally-generated Consolidated Prediction Formats (CPFs) in conjunction with station performance data to ensure the CPFs are of a quality to provide direct satellite acquisition by SLR ground stations.
Data Delivery
The Contractor shall deliver CRD files to the ILRS data centers (Crustal Dynamics Data Information System (CDDIS) and EDC) at minimum once per day. The data shall be delivered electronically in dated files and contain all data received since the previous data submission.
The Contractor shall provide logistics services in support of SLR activities at Table 1 sites.
The Contractor shall provide research, procurement, packing/receiving, shipping, property management, and inventory control of property, spare parts, tools and supplies retained for use in support of the systems operation and maintenance, and sustainment requirements.
The Contractor shall provide logistics services in accordance with:
• NPR 6000.1H: Requirements for Packaging, Handling, and Transportation for Aeronautical and Space Systems, Equipment and Associated Components
• MIL-STD-2073-1 l
• NPR 4100.1D: NASA Materials Inventory Management Manual.
The Contractor shall conduct and deliver property inventories [DRD OPS-04].
1.3.3. Maintenance
The Contractor shall maintain all SLR software and hardware in order to achieve or exceed 85% operational availability and to retain government property value to the extent practical.
The Contractor shall perform preventative and corrective maintenance to the MOBLAS- 4 and MOBLAS-7 stations in accordance with the following:
• NSLR-05-0002 - Station Operating Procedures for Transportable Laser Ranging Station (TLRS) 3/4
• NSLR-05-0004 - MOBLAS-4 through -8 Preventative Maintenance Procedures
• NSLR-03-0001 - TLRS-3/4 Technical Manual
• NSLR-03-0003- MOBLAS-4 through -8 Technical Manual
The Contractor shall maintain SLR software including arranging vendor maintenance agreements for commercial off-the-shelf (COTS) products, corrective maintenance of operational custom software, modifications to existing operational custom software systems, supporting test and integration of new or modified software, installation of software products and patches, maintaining currency of software licenses, documenting software changes and problems, maintenance of operational parameter databases, and control of software system configurations.
The Contractor shall replace failed or degraded hardware components as necessary to meet or exceed contract requirements. The Contractor shall repair, return to vendor for repair, or dispose of failed or degraded hardware components as appropriate.
The Contractor shall make available MOBLAS-7 for guided public tour, training, and testing purposes.
The Contractor shall support maintenance of the SLR partner stations when support is requested by partner station personnel. The Contractor shall recommending responses to operational discrepancies at partner stations or implementing responses to operational discrepancies at those sites. The Contractor shall repair and return failed or degraded hardware from the SLR partner stations listed in Table 1.
1.3.4. Facilities
For the MOBLAS-4 SLR site, the Contractor shall maintain the site in accordance with MOBLAS-4 infrastructure requirements document M4FR1 and MOBLAS 4 Special Use Permit DRD002402.
The Contractor shall maintain the GSFC MOBLAS-7 SLR trailers/enclosure including wiring, lighting, HVAC, paint, stairways and flooring. Landscaping, utilities (power, internet), janitorial services and trash removal are provided by NASA.
1.4. Geodetic Surveying
The Contractor shall conduct periodic first order geodetic surveys at NASA and non-NASA sites, both new and existing, inside and outside the U.S. The first order geodetic surveys shall include full survey reports [DRD FAC-05] on the survey of:
o station equipment/instruments o station monuments o ground calibration targets o system relationships to station monuments and local area control networks
The Contractor shall conduct one full co-location survey GGAO during the period of performance of this task.

See attached property and software lists.
The GGAO at Area 200 is the host for GGAO7108 5m and VGOS 12m antenna systems and trailers, and MOBLAS-7 trailers.
The Kokee Park Geophysical Observatory (KPGO) is the host for the 20m and VGOS 12m antenna systems, the Operations Building, and the Hydro-Mechanical Building.
