The mezzanine is original to building, which was dedicated in 1981.

Contractor information is unavailable.

This is a Best Value selection. All evaluation factors other than cost or price, when combined, are significantly more important than cost. The Government will award the responsible Offeror(s) whose proposal in the Government’s estimation provides the greatest overall benefit in response to the requirement. Refer to Section M - Evaluation Factors for Award.

Substitutions will be evaluated and considered provided the requirements of specification section 01635 "Substition Procedures" are explicitly followed, and the proposed substitutions meets all project criteria.

There are no neutrals associated with the primary side of this system.

Deadbreak components will be provided with manufacturers braided grounding conductors. Each deadbreak junction will be bonded (by the contractor) to the existing 2" perimeter ground bus. The 4/0 cable reference is incorrect. Refer to drawing E6.03 for MV cable size.

Requests for Information (Post Site Visit 12-19-14)

Drawing E 6 06: There is no mention of how the neutrals will be connected from the deadbreak elbows. Please let me know if cold shrink seal kits will be allowable for this connection.

Is NIH supplying the crane in Vault 11?

Is the Contractor to leave load banks?

How does the technical proposal weigh vs. the cost proposal?

No, the structural analysis is complete.

Yes, turn over to the Government

Question

Are photos allowed during the Site Visit

Who keeps the scrap?

Yes, some - refer to the drawings and specs.

No, its part of the Contractor's supplied equipment and will remain permanently with the project.

How defined are the drawings; is nameplate data on the drawings?

The drawings are not defined to that level. The transformers and switchgear are going away; therefore nameplate is not detailed.

Will there be an opportunity for another site visit(s) with subcontractors?

Where is the mezzanine to be located in Vault 11?

Are the transformers sole-sourced?

Please forward this request in writing to the CO. NIH will take request(s) into consideration.

Ref. Load Bank Information Please provide manufacturers specification for portable load banks.

Ref: Site Visit We would like to request an additional site visit in order to assess access and working environment?

Ref: Special Insurance Coverage Are there any special insurance requirements?

Ref: Fire Alarm Scope of Work Drawings EP 1 01 & EP 1 05 Division Spec Section 13582 Digital Addressable Alarm.

1) Is there any Fire Alarm System scope being required beyond the added devices and (1) one panel as shown on drawings EP 1 01 & EP 1 05? The division spec’ section 13582 Digital Addressable alarm system mentions that the existing system is non addressable & the specification requires the added panel & devices to be addressable.

2) Will the new panel only be required to handle the few added devices as shown on the above referenced drawings? Or will the electrical contractor be required to convert the rest of the non coded devices to become addressable throughout building 10? Please advise.

As noted in the Project Scope, all materials shall be transported to the 14 th floor through Passenger Elevator No.26. Drawing A1.04 indicates the proposed Fabrication / Lay-Down Area; General Note (same drawing) outlines the general requirements associated with this fabrication process. Drawing S2.01 details the Typical Steel Beam Splice.

Schneider Electric has a complete list of their authorized vendors on their website.

No specification for this piece of portable test equipment. Basic requirements are indicated on E6.07. Unit must be portable (hand carried to roof from 15th floor), 480V, 3Ø, 3W, 100 KW suitable for continuous operation, weatherproof enclosure, with the following minimum features:

Camlock connectors Fused 120 VAC control power High velocity cooling fans Over-temperature protection Loss of air-flow protection Test plugs for meter probes

There are a number of manufacturers (Avtron,Simplex, PowerHouse) whom meets these basic requirements.

Ref: Tax Exemption Is this project tax exempt? No

Alaska Universal Services (AUS) is the General Contractor for roofing services. (Eleanor Davis General Manager and Project Manager, 571.215.9253) Tremco provides the warranties if it is a Tremco roof and in some cases AUS provides the Tremcare warranty along with warranty from others when installing a different type roofing system

An additional site visit has been scheduled for Tuesday, January 13, 2015 at 1:30 pm

No

1) Yes - At a minimum refer to Fire Protection Drawings FP0.01, FPD1.01, and FP1.01. Also, related specification sections 13852, 13911, and 13935. I believe the specification indicates that the existing system is a "non-coded, addressable system, with multiplexed signal transmission, dedicated to fire-alarm service only".

2) The new panel and associated work is limited to serve Vault 11. The remainder of Building 10 shall remain operational in its present state.

Roofing - there is no specification for this. There are a couple penetrations requiring curb and roofing and will equipment/piping curbs require roofing/flashing or are they surface mount?

Section 3707 Concrete Restoration & Coating – Please indicate if and where this would be required. (Unable to find on drawings)

Drawing A EP 02 Note #6 denotes Select CMU Block.

Please give specification for this type.

Drawing M5.01 details the roof penetrations you are referring to.

Drawing AD1.01 calls for the demolition of an existing concrete containment curb and repair of floor slab.

The word "select" was used with the intention of identifying specific CMU blocks to be removed to facilitate the raceway installation. There is no "select or special" materials involved.

Section 07810 Applied Fireproofing – In spec. it talks about structural steel, steel joist and decking, but drawings do not indicate if required. Please clarify what is required.

KCC will figure working nights because of noise. Will KCC need to figure any premium time?

Are there any Mech./Elect. Penetrations KCC needs to include in the demo/structural portion of work?

This is a business decision by the contractor

There are a number of slab and wall penetrations called for throughout the construction documents.

Intended for the repair of any materials disturbed during the construction process - very limited application, if any anticipated.

Ref. Routing Steel that exceeds Elevator parameters Our structural contractor has requested direction as a means of methods on how they’re to get the new steel beams up to the 14th floor through an elevator that isn’t vast enough to transport the main “I” beam support for the new mezzanine structure?

Ref. NIH Security Contractors list.

Please provide a list of NIH’s approved security contractors for the added card readers shown on drawings.

In reference to drawing M103 drawing notes: who is NIH Roofing Contractor?

All holes required for anchors into existing concrete structure must be scanned to avoid cutting or damaging any existing reinforcing in the existing concrete structural elements, which is required per structural general notes and details.

Projects in Building 10 shall dispose of construction debris and trash in the B-2 level loading dock dumpsters. Dispose of debris and trash in the appropriate dumpsters according to the type of refuse.

All oil drained from the transformers will be disposed of by the NIH's Hazardous Waste contractor.

Refer to ARTICLE H.15.4. MATERIAL DELIVERY, STORAGE AREAS AND DEBRIS REMOVAL and ARTICLE H.15.5. CONSTRUCTION

DEBRIS.

No.

Refer to Solicitation Section C - Statement of Work, Article 4 - Complexity of the Work, Sub-part 4.4 - Passenger elevator 26 is part of a bank of elevators on floors B-1 through 13, utilized for public and staff access. Furthermore, it is used by maintenance personnel to access not only areas on the 14th floor but also the mechanical area on the 15th level; hence, the elevator cannot be taken out of service and this project will not have exclusive use of it.

Refer to Solicitation Section C - Statement of Work, Article 4 - Complexity of the Work, Sub-part 4.6 - Throughout the construction, operation of passenger elevator 26 will require close coordination with the ACRF Building Manager, the Clinical Center Office of Facilities Management, the Office of Hospital Physical Environment (OHPE), the NIH Fire Marshal, and the Project Officer.

The deadline for RFIs was 1/6/15.

Any additional RFI(s) shall be submitted in writing via email to the Contracting Officer. NIH will assess the RFI(s) and make a determination as to whether responses will be provided.

Specification section 16450 - Please delete item 3.1.A.4 in its entirety.

Section 08110 2.6 Finishes call for factory applied paint finish to doors and frames. Drawing A 1 01 General notes state paint steel doors and frames. Please clarify which should be applied for pricing.

Section 13300 Electrical trolley hoist. Did not see in specification for length of hoisting required.

We assume temp. partitions at doorways to be removed.(15th level) Will we need to provide partitions for work shown on A EP 02 and A EP 03. If yes would this be for just demo or finish work also?

Factory primed / field painted.

Trolley hoist system, in its entirety, shall be provided by the contractor.

Section 13300, 2.3, Q states "The electric chain hoist shall be equipped with case-hardened Grade 80 nickel-plated load chain, length as required for this project.

Based on the ILSM and CRA requirements the contractor will be required to provide temporary protection in accordance with these requirements ( Refer to AEP.01). There is also language in spec section 01732 "Selective Demolition" that addresses temporary enclosures.

M-RFI08. Ref: Seismic Restraints - In specification section 16450-4 there is mention of seismic restraints and it refers you to division 16 spec’ section. There isn’t a hanger & support specification section nor is there a division specification identified as a seismic support spec’ section that would elaborate on the subject matter in any way.

Please advise?

M-RFI09. Ref: Scanning & Seismic - The concrete beams that are run overhead have a requirement for scanning the fascia. If we drill into the side of the concrete beam will scanning still be required?

Will the contractor have exclusive use of Elevator 26?

Can additional RFIs be submitted past 1-6-15?

What happens to the oil that is drained from the transformers? How will it be disposed?
