Electronic proposals must be submitted by February 17, 2026, at 14:00 (2:00 PM) Mountain Time to Kim Hervat at khervat@usbr.gov. The contract covers a base period from May 1, 2026, through April 30, 2027, with four one-year option periods extending through April 30, 2031, plus an additional six-month extension option, totaling 66 months of service. Inspection and acceptance will occur at the destination, and pricing must include all applicable fees and taxes.

Award will be made on a best value basis considering three evaluation factors: (1) experience with similar work within the last three years; (2) past performance based on three references for same/similar work completed in the last five years, with consideration of CPARS and FAPIIS data; and (3) price. Technical ability and past performance are weighted equally and together are equal in importance to price. The Government will evaluate all option prices in combination with the base year price for award purposes and may determine offers unacceptable if option prices are significantly unbalanced. Proposals must be submitted as a single PDF document combining technical specifications, brochures, warranty information, and pricing. Questions must be submitted at least 72 business hours before the closing date. Applicable wage determination 2015-5483 (Rev 28, dated 12/03/2025) applies, and contractors must comply with numerous federal clauses including service contract labor standards, equal employment opportunity, and various prohibited contractor requirements.
