About this file
This is a Performance Work Statement for janitorial services at Newton Reservoir, managed by the Bureau of Reclamation's Provo Area Office in Utah. The contract covers maintenance of recreation facilities including primitive camping areas, boat ramp access, and day-use areas from May 15 through October 31 each year. The base period runs May 1, 2026 through April 30, 2027, with four optional one-year extensions through April 30, 2031. Pricing is firm fixed per service visit and seasonal total, with annual adjustments capped at 4% based on CPI/Inflation Rate for option years. Option year exercise requires written notice at least 60 days prior to contract expiration and is contingent on satisfactory performance meeting service benchmarks, funding availability, and compliance with environmental and waste disposal regulations.
The primary tasks include cleaning two double-vault restrooms (approximately 64 square feet each) weekly, using EPA-approved disinfectants such as Envirox H₂Orange₂ Concentrate 117 or equivalent. The contractor must provide biodegradable, rapid-dissolving toilet paper (Scott Rapid Dissolve or equivalent) and EPA-approved vault toilet deodorizers (BioWorld Vault Toilet Treatment or Toilet D-Odor or equivalent). Weekly pressure washing at 1,200-2,000 PSI with 25-40 degree fan tips is required on interior and exterior surfaces, with no muriatic acid or bleach permitted. The contractor must be capable of a three-hour onsite response to service failures, emergencies, corrective actions, and restocking requests, with designated primary and alternate supervisors. The contractor is responsible for providing its own water and electricity for pressure washing as no utilities exist at the site. Litter and trash cleanup within delineated areas is required, and any damage or vandalism must be reported within 24 hours to Dustin Woodbury at (801) 379-1259 or 385-535-8155. Performance monitoring follows an attached Quality Assurance Surveillance Plan and Cleaning & Inspection Checklist.
