Quality Assurance Surveillance Plan (QASP) for Newton Janitorial 2026-2030

This is a Quality Assurance Surveillance Plan prepared by the Bureau of Reclamation in accordance with FAR Subpart 37.6 and FAR Part 46 for the Newton Reservoir janitorial contract covering fiscal years 2026-2030. The QASP defines Government monitoring and evaluation protocols against measurable performance standards outlined in the Newton Reservoir Janitorial Performance Work Statement. The Contracting Officer maintains overall contractual authority and issues corrective notices, while the Contracting Officer's Representative executes surveillance, conducts inspections, and maintains logs. Contract Supervisors provide weekly inspection reports and photographic documentation. Services are delivered during the Newton Reservoir Seasonal Service Window from May 15 through October 31 annually.

The Government employs tiered surveillance methods: 100% inspection for critical health and safety tasks including vault restroom cleanliness and high-touch surface disinfection; periodic inspection for high-visibility areas such as parking lots and boat ramp corridors; and random site visits for routine tasks like trash removal and supply stocking. Eight core performance requirements with 95%-100% Acceptable Quality Levels (AQLs) are specified, including vault restroom cleanliness, EPA-registered disinfectant application, toilet paper supply stocking (minimum two full rolls per dispenser), weekly interior pressure washing, litter and trash removal, weekly report submission within 24 hours, and damage/vandalism reporting within 24 hours. Corrective action timelines range from 24 hours for minor deficiencies to 12 hours for major deficiencies and 3 hours for emergencies. Two or more substantiated complaints for the same task within 30 days trigger mandatory corrective action plans. Verification relies primarily on contractor-submitted weekly reports with time-stamped photographs and product usage logs, supplemented by physical inspections during scheduled site visits.

Quality Assurance Surveillance Plan (QASP)

Newton Janitorial 2026-2030

1.0 Purpose and Authority

1. This QASP is prepared in accordance with FAR Subpart 37.6 and FAR Part 46. It defines how the Government will monitor and evaluate contractor performance against measurable standards in the Newton Reservoir Janitorial PWS. This plan does not relieve the contractor of its responsibility to provide its own QA/QC plan.

2.0 Roles and Responsibilities

1. Contracting Officer (CO): Overall contractual authority; issues cure/show-cause notices.

2. Contracting Officer’s Representative (COR): Executes surveillance; conducts inspections; maintains logs.

3. Contract Supervisor (primary/alternate): Provides weekly inspection reports and photos.

3.0 Surveillance Objectives

1. Ensure outcomes defined in the Newton PWS are achieved without prescribing contractor methods. Assess performance against measurable standards and AQLs defined in the Performance Requirements Summary Table.

4.0 Surveillance Methods

1. 100% Inspection for critical health/safety tasks (vault restrooms, disinfecting surfaces).

2. Periodic Inspection for high-visibility areas (parking lots, boat ramp corridors).

3. Random site visit for routine tasks (trash removal, supply stocking).

4. Customer feedback for overall satisfaction and complaint trends.

5.0 Inspection Reports

1. Inspections occur during or after service windows: Newton Reservoir Seasonal Service

Window (May 15–October 31). COR reviews checklists, reports, and photo documentation to verify compliance. Surveillance results will be documented and retained in the contract file.

6.0 Corrective Action and Remedies

1. Deficiencies must be corrected within the same service window or next business day.

Minor deficiencies: 24 hours; major deficiencies: 12 hours; emergency response: 3 hours per PWS. Recurring issues trigger corrective action plans. Two or more substantiated complaints for the same task or area within 30 days trigger a mandatory corrective action plan.

7.0 Updates and Governance

1. This QASP is a living document and may be updated based on performance trends, risk, or task needs. Any updates must be approved by the CO.
