About this file
This document is a cleaning and inspection checklist for vault restroom facilities at Newton Reservoir, administered by the Bureau of Reclamation. The checklist serves as a performance monitoring tool to verify contractor compliance with weekly cleaning and maintenance requirements under NAICS Code 561720 (janitorial services).
The contractor must perform weekly cleaning and disinfection of all restroom fixtures, surfaces, and high-contact areas using Envirox H₂Orange₂ Concentrate 117 or an EPA-approved equivalent. Weekly power washing with low-volume equipment and wide-fan tips is required to remove accumulated dirt and grime from walls, ceilings, doors, frames, floors, partitions, and exterior surfaces. Odor control requires application of septic tank treatment using BioWorld Vault Toilet Treatment, Toilet D-Odor, or equivalent EPA-approved deodorizers, along with one pail of water poured into the vault. Biodegradable, rapid-dissolving toilet paper (Scotts Rapid Dissolve or equivalent) must be restocked to ensure sufficient supplies until the next scheduled service, with emergency restocking completed within 24 hours at no additional cost. Litter and trash cleanup is required in delineated areas at the Southeast Boat Ramp/Parking Area and Southwest Parking Area. Environmental compliance mandates use of recycled content, environmentally preferable, and bio-based cleaning supplies where possible, with waste disposal aligned to manufacturer recommendations and environmental regulations. Contractors must submit weekly reports with photos to the Contracting Officer's Representative (COR) within 24 hours. Overall performance is rated as Satisfactory (meets all requirements), Needs Improvement (minor deficiencies requiring corrective action), or Unsatisfactory (major deficiencies requiring immediate corrective action). The government contact is Dustin Woodbury at (801)379-1259 or (385)535-8155.
