Performance Work Statement – Newton Reservoir Janitorial Service

This Performance Work Statement (PWS) establishes janitorial service requirements for Newton Reservoir recreation facilities managed by the Bureau of Reclamation's Provo Area Office in Utah. The contract covers seasonal services from May 15 through October 31 annually, with a base period running May 1, 2026, through April 30, 2027, followed by four optional one-year periods through April 30, 2031. The Government will provide written notice at least 60 days before contract expiration to exercise option years, contingent upon satisfactory performance, funding availability, and regulatory compliance. Services include cleaning and maintenance of two double-vault restrooms (Southeast Boat Ramp and Southwest Parking Area), litter and trash cleanup within delineated areas, and emergency response capabilities.

The Contractor must maintain an onsite response capability within three hours of Government notification for service failures, emergencies, corrective actions, restocking requests, and inspection follow-ups. A staffing and response plan with primary and alternate supervisor contact information and estimated response times must be submitted before work commences. Weekly vault restroom cleaning includes disinfection with EPA-approved products (Envirox H₂Orange₂ Concentrate 117 or equivalent), odor mitigation using EPA-approved vault toilet deodorizers (BioWorld Vault Toilet Treatment or Toilet D-Odor or equivalents), weekly pressure washing at 1,200–2,000 PSI with 25°–40° fan tips (0° tips prohibited), and restocking of biodegradable, rapid-dissolving toilet paper (Scott Rapid Dissolve or equivalent) at no additional Government cost if dispensers empty between scheduled services. All cleaning materials must be environmentally preferable and disposed of per manufacturer recommendations. No muriatic acid, bleach, or reservoir water may be used. Performance will be monitored against a Quality Assurance Surveillance Plan (QASP) and Cleaning & Inspection Checklist, with the Contractor encouraged to submit its own Quality Control Plan. Any discovered damage or vandalism must be reported within 24 hours to the Government contact.
