About this file
This document is Amendment 0008 to Solicitation NAVMWR-25-R-0013 for the Repair Fleet Recreation Center Bundle at NAVSTA Everett and NAVBASE Kitsap, Washington. The amendment provides clarifications and responses to multiple contractor questions regarding the design-build contract, including financial documentation requirements, site-specific details, and project scope. Key modifications include extending the bid date to 7/23/25, confirming requirements for laundry room handling, staging areas, and clarifying that contractors must include potential facility upgrades for energy code, seismic, accessibility, and anti-terrorism force protection (ATFP) requirements in their proposals.
The solicitation covers two naval base locations with project magnitudes of $1.8-$2.26 million for NAVSTA Everett and $3.8-$4.22 million for NAVBASE Kitsap. Notable technical clarifications include system evaluations for fire alarms, mass notification, and CCTV, with the government indicating these will be further assessed during the design phase. The amendment also addresses specific site conditions, such as confirming that grading requirements only apply to new structures, existing laundry equipment handling, and permitting requirements, providing additional guidance for potential bidders on the complex design-build naval recreation center renovation project.

Amendment 0008 Page 1 of 4
BLOCK 14 CONTINUED:
Request for Quote (RFQ) NAVMWR-25-R-0013_Repair Fleet Rec Center Bundle is hereby amended to incorporate the following clarifications:
CLARIFICATIONS:
Q70. L-19-4. VOLUME II, PART 1, FINANCIAL DATA, D. A Dun & Bradstreet Comprehensive report - The “Dun & Bradstreet Comprehensive report” is no longer available. Since April 2022 companies are register directly through SAM.gov and receive their Unique Entity Identifier (UEI). SAM.gov monitors entities and tracks if they have and Exclusions (money owed to the Government). This is a highly unusual requirement for a Government Contract. The only thing available from Dun & Bradstreet is a “Dashboard” that can be printed giving score ranges. Is this sufficient, if not what other options are acceptable?
A70. Yes, sufficient
Q71. L-19-4. VOLUME II, PART 1, FINANCIAL DATA, C. Firm's financial resources. - A copy of the company’s CPA-verified financial statement is available; however it is a very irregular to submit for Government RFPs. Can SAM.gov Size Metric, Reported “Annual Receipts (in accordance with 13 CFR 121)” be sufficient? And / or is a letter from the bonding company stating single project and aggregate bonding limits sufficient for this requirement?
A71. Yes, sufficient
Q72. Refer to Amendment #6, Q37/A37. Review of previous amendment responses by the government do not appear to completely address this question. Please confirm that grading requirements only apply to new structure constructed by the contractor as part of this contract, and all existing slopes/ grade outside of new structure will remain as-is.
A72. Confirmed
Q73. In regards to the NAVBASE Kitsap site only, please confirm that all existing laundry equipment will remain when the contractor mobilizes, AND that the bid proposal shall ONLY include the necessary disconnection, removal, storage, and reconnection of existing washer and dryer units to allow for refinishing of the Laundry room per the RFP.
A73. Confirmed
Amendment 0008 Page 2 of 4
Q74. In regards to the NAVBASE Kitsap site only, please confirm that the layout of the Laundry room shall remain as existing.
A74. Confirmed
Q75. Refer to Amendment #6, Q46/A46 and Q47/A47. Based on the answers provided by the government to theses questions in amendment #6, the contractor assumes that a completely new Fire Alarm/ Mass notification system(s) will be installed as part of this contract. Please confirm this assumption is correct.
A75. System to be evaluated by your FPE to determine if full replacement is required as part of the design phase of the project.
Q76. Refer to Amendment #6, Q51/A51 and Q52/A52. Based on the answers provided by the government to these questions, it is understood that a new CCTV system will be included as part of this contract. No information is provided for this new CCTV system, such as raceway requirements, camera monitoring areas/ quantity of cameras, type(s) of cameras, if any exterior cameras are needed, what type of DVR capabilities are required, what type of user interface/ software is required, etc. A security assessment by the government was not provided as part of the RFP. Without this type of information, it is impossible to accurately provide a cost for this system. It is recommended that as part of the bid proposal, a $7,500 lump sum allowance is included to completely address the new CCTV system - this allowance would include costs for any required security consultants to develop scope, power modifications, raceways, camera equipment, headend equipment, and software/ licensing. However, CCTV related costs beyond the agreed upon $7,500 allowance would be viewed as additional scope/ a change condition. Please confirm this is acceptable and the government requests bid proposals be submitted in this way.
A76. This question was previously answered and the allowance is inadequate for this project. This will need to be addressed as part of the design phase of the project.
Q77. Refer to Amendment #6 Q30/A30 and Q56/A56. In regards to the NAVBASE Kitsap site, confirm that the contractor can also utilize the entire front patio/ plaza for staging, temp facilities, storage, etc. throughout the duration of the project.
A77. Previously answered. Contractor to use the basketball court to the rear of the building.
Amendment 0008 Page 3 of 4
Q78. The large amount of information released by the government in Amendment #6 requires significant coordination between the contractor, his AE, and his subcontractors. To allow adequate time for Amd.6 information dissemination, concise A/E design narratives to be developed, and finally subcontractors to acquire, read, and include the additional clarity within their proposals, a bid date extension of an additional 2-weeks beyond the current bid date is requested, extending to July 25, 2025.
A78. Extended to 7/23/25
Q79. Refer to Amendment #6, Q61/A61. It is the contractor's understanding that NPDES permitting and CATEX requirements do not apply to the NAVBASE Kitsap site, and they ONLY apply to the NAVSTA Everett site. Further, The Navy's Public Works Department (PWD) Kitsap will be the only AHJ and the only permitting office for the NAVBASE Kitsap site. Please confirm this understanding of NPDES, CATEX, and permitting requirements.
A79. Confirmed
Q80. Refer to Amendment #6, Q64/ A64. The government does not appear to fully address this question. It does not appear that the provided budget amount for the NAVBASE Kitsap site includes adequate funding to provide both design and construction to upgrade the facility to comply with current energy code, seismic, accessibility, and ATFP requirements WHICH WILL BE TRIGGERED because the anticipated construction costs exceed the value of the facility. Further, the government has stated throughout Amendment #6 that sufficient as-built documentation is essentially unavailable for bidding purposes, so determining potential upgrades becomes impossible without some selective destructive testing/ verification, which is not possible during a prebid site visit.
It is requested that the government remove these requirements from this project for bidding purposes, and that as upgrades are determined necessary through the design process, they are addressed as change conditions. Please confirm that design and construction considerations for upgrading the facility to meet current energy, seismic, accessibility, and ATFP should be removed from the bid proposal and will be seen as change conditions.
A80. No
Q81. Refer to Amendment #6, Q65/A65. A previous response to this question was not found after review of previous amendments. No Lactation Room is included in the provided 15% design/ intent drawings included in the RFP. Please confirm that a Lactation Room
Amendment 0008 Page 4 of 4
(UFC 1-200-01, 1-4.2) will not be required at the NAVBASE Kitsap site as part of this contract.
A81. Confirmed
Q82. Refer to Amendment #6, Q66/A66. The government does not appear to fully address this question. It does not appear that the provided budget amount for the NAVBASE Kitsap site includes adequate funding to provide both design and potential construction to address Microgrid Feasibility per UFC 1-200-01, 1-4.3. WHICH COULD ADD
AUTOMATIC GENERATOR SETS, SOLAR PANELS, BATTERY BACKUPS, ETC.
Please confirm that Microgrid Feasibility investigation, design, or construction is not required at the NAVBASE Kitsap site as part of this contract.
A82. Not required
Q83. Refer to Amendment #6, Q68/A68. In regards to the NAVBASE Kitsap site, it cannot be determined through prebid site visits whether or not the existing step down transformers have reached the end of their useful life. It would require electrical outages for the transformers and testing plans to be developed and approved after award prior to testing. Therefore, should all bidding contractors assume and include replacement within their bid proposals OR... will this be added to the project via Contract Modification IF transformers are underperforming following post-award testing?
A83. Make the assumptions you feel necessary as part of your bid.
