About this file
This document is an Amendment (Amendment 0006) to a Request for Quote (RFQ) for the Repair Fleet Recreation Center Bundle at NAVSTA Everett and NAVBASE Kitsap in Washington. The amendment includes responses to 68 contractor questions covering various technical, design, and implementation details. Key clarifications include: both recreation centers will require full design submissions, the contractor can work on sites concurrently if capacity allows, fixed equipment like kitchen and laundry machines are included in the contract, and both facilities will be completely vacated during construction. The project involves remodeling and expanding existing recreation centers, with the Kitsap project having a budget range of $3,800,000 to $4,220,000 and the Everett project situated on a pier adjacent to water. The bid due date remains July 11th, and contractors are expected to provide detailed, itemized pricing information despite it not being typical for this type of project.

Amendment 0006 Page 1 of 9
BLOCK 14 CONTINUED:
Request for Quote (RFQ) NAVMWR-25-R-0013_Repair Fleet Rec Center Bundle is hereby amended to incorporate the following clarifications:
CLARIFICATIONS:
Q26. RFP Section J-16 NAVBASE KITSAP DESIGN CHARRETTE NARRATIVE. This section contains much language regarding funding, costs, items to be repaired, items to be replaced, or constructed however, reads as if for reference only and not a binding scope of work. Question: Please confirm this Charrette Narrative with its various options and general discussion tone does not describe the scope of work required by this RFP and if it does, how are contractors to approach conflicts, contradictions, and omissions with various other parts of the RFP?
A26. Section C-2 states The Fleet Recreation Center, at NAVBASE Kitsap in Bremerton, WA is a multi-functional facility providing coffee bar, made to order food service, grab and go food service, dining area, laundry facilities, entertainment activities, and a training room area. The facility is a concrete structure in good repair, the systems are dated and require updating to meet current building code and design standards. There is a need for an addition to the space that will add externally accessible restrooms and an expansion of the existing atrium space. A major repair of the facility will address shortcomings in mechanical systems, security systems, fire protection, life safety, functional efficiency and provide more enhanced spaces to accommodate sailors in the future. The drawings provided are for Scheme C and should be referred to for this RFP.
Option C included the exterior restrooms and expanded atrium.
Q27. Bidders are to provide with their proposal a Design and Construction Schedule which will be the basis for the contract period of performance (PoP). The two project sites (Everett and Bremerton) could be scheduled and worked on either concurrently or in consecutive fashion, one after another. Does the government desire for the two project sites to be started and worked on simultaneously or are they to be done in consecutive fashion, one after the other? Either scenario would have the same period of closure for each facility.
A27. If the contractor has the capacity to run concurrently that is preferred.
Q28. May contractors and designers provide design submittals for each building separately or must both buildings be included in each design submittal?
Q28. We will need full designs for both buildings when the submittal is due. Can you separate them and send them in a different file?Yes, When the 50% is due, I expect both buildings. I Please ensure that all necessary specifications are included for each building to facilitate a smooth review process.
Amendment 0006 Page 2 of 9
Q29. RFP Section C, F. Environmental states that a NPDES permit is required for this project. NPDES permits are required when construction would disturb one acre or more and/or create discharge into waters of the U.S. This project does neither. It's unclear whether NPDES permits could be issued if the project doesn't meet the necessary environmental thresholds for a permit. Questions: 1) Is it even possible to obtain a NPDES permit for two recreation center remodels with little ground disruption? 2) If federal law doesn't require it, should this requirement be deleted from the RFP?
A29. The Everett project is constructed on a pier and immediately adjacent to the water on one side.
Q30. The bid documents provide no detailed information on what area(s) the contractor can potentially utilize for setting up temporary office facilities such as a job trailer/office, storage, and staging areas. Please provide site plans or similar showing the area(s) that can be used for these purposes for each site.
A30. The site immediately adjacent to the project can be used for these purposes. For Kitsap that would be the basketball court and for Everett that would be a portion of the parking area in front of the building.
Q31. Contractor parking does not appear to be adequately addressed in the bid documents. Please provide information, such as site plans or similar, that makes clear how much area/ many parking spots would be available for contractor use, and where these spots are located in reference to the construction areas. Please provide this information for both sites.
A31. The site immediately adjacent to the project can be used for these purposes. For Kitsap that would be the basketball court and for Everett that would be a portion of the parking area in front of the building.
Q32. No information appears to be provided allowing for the government to maintain usage/ occupancy of either facility during construction. Please confirm that all areas of construction at both sites will be vacant prior to mobilization and will remain vacant throughout the entire construction duration.
A32. Both facilities will be vacated during construction.
Q33. Refer to Section D.B.1.a: This paragraph is unclear on how long the contractor has to provide either the initial "50% Design Phase" submittal or the "Execution Package" submittal after an
Amendment 0006 Page 3 of 9 award is made. It appears that both of these submittals are required within 30 days of award, but this allotted time-frame is likely not adequate to prepare the required Area Use Plan(s), Safety Plan, Schedule, CQM Plan, Env. Protection Plan(s), SWPPP(s), as well as 50% bid document(s) for what is essentially two independent construction sites. Further adding to confusion, Section H calls for some of these plan submittals to be submitted at other times, such as with 100% design submittals. 90 Calendar days after award are requested for these plan submittals and the 50% design submittal.
A33. Please submit all Area Use Plan, CQM Plans and all other plans at the 50% Design phase.
Q34. The bid document time frames allowed for various pre-construction submittals (examples would be Area Use Plan…..) appear to conflict throughout the bid documents. Some of these submittals are called out in one part of the bid documents to be submitted within "x" days of the NTP, but other parts of the bid documents call out to be submitted with design submittals. Please clarify overall expectations of ALL pre construction submittals as far as when they should be submitted and how long the gov't has for review/ acceptance.
A34. Please refer to question 33 and govt review is 21 days. Acceptance doesn’t happen until after the design review meeting between the NAFI and the contractor.
Q35. Refer to Section C. Though many of the requirements detailed throughout this section that appeared to refer to a different "RV" project have been removed by addenda, some reference still remains. Should this information be removed and/ or revised by the government prior to bidding?
A35. These references were removed in the previous amendments.
Q36. Refer to Section L-19-1. The design narrative appears to reference a different pool type of project. Should this information be removed or revised by the government prior to bidding?
A36. These references were removed in the previous amendments.
Q37. Refer to Page 9 of 12 of Section C, C-4.C Site Development. Please confirm that the grading requirements only apply to any new structure constructed by the contractor as part of this contract. Please confirm that the contractor is not responsible for modifications to existing slope, drainage, and/ or grading of any of the site beyond new structure created by the contractor.
A37. This was addressed in a previous RFI.
Amendment 0006 Page 4 of 9
Q38. As called for in Section C, C-5, please confirm the contractor will be required to install temporary metering for power, water, and sanitary sewer to monitor usage throughout construction. It is understood that the contractor will not be charged for using these utilities/ services, but the government would like to monitor usage regardless, please confirm.
A38. That is correct.
Q39. Section H, H-6.B.10 (page 6 of 30) calls for any temporary barrier fence to have posts installed in the ground. Please confirm that temporary fencing can utilize a non-invasive horizontal base-type design and simply be placed on top of existing surfaces in lieu of placing posts into the ground.
A39. Non-invasive base type may be utilized.
Q40. Refer to Section H, H-14.E. Is the referenced "Public Works Department (PWD)" part of the federal government, or is the contractor to assume that the sanitary sewer work is under the jurisdiction of a local government such as the county or city? Additional design review time and permitting time may be required by such local authority having jurisdiction.
A40. The Public Works Department is permitting agency on the base for the project.
Q41. The existing floor plans for both sites show significant amounts of furniture and government property. Clearly define which of these furniture and personal property items will be the responsibility of the contractor to remove and/ or dispose of.
A41. NAFI owned furniture will be removed from the facility prior to construction by MWR personnel.
Q42. The bid documents are unclear on whether or not the contract includes the supply and installation of the new laundry washer and dryer equipment at either site. Is the contractor responsible for the supply and installation of this equipment?
A42. Fixed equipment such as kitchen equipment and laundry equipment is included in the contract. Furniture is not.
Amendment 0006 Page 5 of 9
Q43. Is it the intent that the contractor shall disconnect all existing equipment in the dishwash prep, kitchen, and POS areas, and remove said equipment? Does this removed equipment become the property of the contractor for disposal?
A43. The contractor will be responsible for the removal of existing equipment. Contractor will coordinate with the facility manager on where equipment will be removed to, and if NAFI will retain ownership of property.
Q44. For the Bremerton Site, refer to Section J Page 199/200 of 322, Interior Floors. Should the flooring in the existing interior restrooms be replaced as part of the bid proposal? This flooring is called out as an alternate cost, but the bid forms do not support alternate pricing.
A44. Yes
Q45. For the Bremerton Site, refer to Section J Page 201 of 322, Toilet Partitions and Toilet Accessories. Should the toilet partitions and accessories in the existing interior restrooms be replaced as part of the bid proposal?
A45. Yes
Q46. For the Bremerton Site, refer to Section J Page 202/203 of 322, Fire Alarm System. Should replacement of the fire alarm system be included as part of the bid proposal, or should the existing fire alarm system remain in place and be modified as required by the space modifications?
A46. This is required by code.
Q47. For the Bremerton Site, refer to Section J Page 203 of 322, Mass Notification System. Confirm that adding a new mass notification system to the facility is NOT a requirement of this project.
A47. This is required by code.
Q48. For the Bremerton Site, refer to Section J Page 208 of 322, Plumbing Systems. Which fixtures should be included for replacement in the bid proposal?
A48. Alternative to be included.
Amendment 0006 Page 6 of 9
Q49. For the Bremerton Site, refer to Section J Page 201 of 322, Restroom and Laundry Countertops.
Should replacement of the countertop in the laundry room be included for replacement in the bid proposal? It is called out as an alternative.
A49. Alternative to be included.
Q50. For the Bremerton Site, refer to Section J Page 201 of 322, Daylighting. Should new light tubes be included in the bid proposal? If so, how many, and approximately where should they be added?
A50. No, we are adding a significant addition to the glass atrium.
Q51. For the Bremerton Site, refer to Section J Page 215 of 322, Electronic Security System (ESS).
For bidding purposes, what should be assumed for the future CCTV system - 1) how many cameras, and approximately where will they go; 2) where will the DVR/ Headend for the CCTV be installed; 3)what are the rough-in requirements for this system, as far as conduit/ raceway requirements?
A51. This will need to be determined as part of the design phase of the project.
Q52. For the Bremerton Site, refer to Section J Page 215 of 322, Electronic Security System (ESS).
Should a new CCTV system be included as part of this contract, or should it be assumed as a future contract by others?
A52. This is part of the project.
Q53. Refer to FS101, Food Service Equipment Plan, for Bremerton Site. There is a sheet note "Condiment Stand with Microwave", but no equipment is called out at this location. What specific food service equipment should be included for this location?
A53. This will need to be determined as part of the design phase of the project but should include a microwave and condiment storage.
Q54. Please confirm that all of the products (product data/ cut sheets) that have been included in the RFP take precedence over potential conflicting requirements or referenced design guides as elements to be incorporated into the bid proposal.
Amendment 0006 Page 7 of 9
A54. Product data sheets and cutsheets are provided to communicate design intent and not to establish regulatory standards.
Q55. Refer to Section J-23, Kitsap Utility Map. Can the government provide as-built documentation showing the size and elevations of the existing lateral sanitary waste line that is shown on this "map"?
A55. Available documentation has been provided. Additional documentation, if it exists, will be provided after the contract award. Contractor is encouraged to coordinate a self-guided tour for additional information.
Q56. Please confirm that both the entire rear basketball court area between the streets and the building and the entire front patio area can be used by the contractor as lay-down and staging areas.
A56. Answered above.
Q57. Can the government provide any as-built documentation showing the locations, sizes, elevations, etc. of the storm drainage of the site? Such as the drain lines that carry the roof drain tie-ins, sizes of catch basins, locations and elevations of storm piping between catch basins, etc.
A57. Available documentation has been provided. Additional documentation, if it exists, will be provided after the contract award. Contractor is encouraged to coordinate a self-guided tour for additional information.
Q58. Refer to Section C.E. Permits: Please confirm that the federal government is the authority having jurisdiction for this project and that permitting will not be required by local governments.
A58. PWD is the AHJ regarding permitting. They will inform you if additional permitting is required.
Q59. To allow for the necessary coordination between the prime bidder, his AE firm, and his subcontractors/ suppliers, we request the bid date be extended by 10-days following release of RFI responses by the government. This will allow for sufficient time to properly review and account for RFI responses in the bid proposal.
A59. The bid due date will stay at July 11th.
Amendment 0006 Page 8 of 9
Q60. Refer to Section B.B-3: Please confirm that a standard CSI breakdown by lump sum will be sufficient pricing detail for the bid proposal. It is not typical to provide itemized labor, material, and equipment information in bid proposals of this type.
A60. We understand it might not be typical but an itemized pricing detail is what is needed.
Q61. Refer to Section C.F. Environmental: It appears that much of this section would apply to the Everett site, but not the Bremerton site. Can bidders assume that NPDES permitting and CATEX does not apply to the Bremerton site?
A61. This is oriented to Everett. Contractor should ensure that stormwater does not drain to the bay when considering implications on the Bremerton project site.
Q62. Refer to Section B.B-3: Please confirm that proposed overhead and profit rates will be used as a basis for any future change modifications for this contract.
A62. Yes, Overhead and Profit will be reviewed and negotiated depending on the work presented in the modification.
Q63. CATEX document for B1027 is not found in Section J. Please provide.
A63. SAR attached.
Q64. Refer to Section J-19 (NAVBASE Kitsap property record): The current PRV for Building 1027 is listed as $2,197,187. The project magnitude is $3,800,000 to $4,220,000 which means that full energy code, seismic, accessibility, and Antiterrorism Force Protection (ATFP) upgrades will be triggered. Please verify that these are, in fact, required and included in the project budget.
A64. This will be determined by the AHJ and should be considered as part of the design phase of the project.
Q65. Is a nursing and lactation room required in accordance with UFC 1-200-01 para. 1-4.2? The provided design drawings and narratives do not appear to include this.
A65. This was updated in a previous amendment.
Q66. Is investigation of microgrid feasibility required in accordance with UFC 1-200-01 para. 1-4.3?
Amendment 0006 Page 9 of 9
A66. This will be determined by the AHJ and should be considered as part of the design phase of the project.
Q67. Please provide existing as-built drawings of Building 1027/ NAVBASE Kitsap Rec Center Building.
A67. See attached.
Q68. Refer to Section J, NAVBASE Kitsap, Exterior Electrical Systems: Should the four existing 150 kVA step down transformers be replaced as part of this project? Or, should the contractor assume they are to remain as-is?
A68. The contractor should evaluate and determine if they are in good working order.
Contractor is encouraged to coordinate a self-guided tour for additional information.
