About this file

This document is Amendment 00005 to a Request for Quote (RFQ) NAVMWR-25-R-0013 for Repair Fleet Recreation Center projects at NAVSTA Everett and NAVBASE Kitsap in Washington State. The amendment provides clarifications and answers to 22 contractor questions covering various solicitation details, including submission requirements, offer dates, and contract specifications. Key updates include extending the offer submission date to 11 July 2025, confirming that contractors can bid on one or both sites, clarifying that kitchen equipment is included in the contract but furniture is not, and specifying that a permanent foundation solution is not permitted at the Everett location. The total project magnitude ranges from $5,600,000 to $6,480,000, with individual project budgets of $1,800,000 to $2,260,000 for Everett and $3,800,000 to $4,220,000 for Kitsap, with proposals outside these ranges potentially being considered unacceptable.

Q1. SF 33 box 9 sealed offer due 3:00 PM "local time". For clarification is that 3:00 PM Pacific Time for us because we are in Seattle?

A1. CST

Q2. Section B page 2 of 2 E. Project Design and Construction Schedule:. There is no mention of "time" on page 2 of 2. Question: What is "the time above"?

A.2 Time is the number of days required to complete the task (i.e. 50% design)

Could you please provide a copy of this page without the typing/formatting error?

A8. L-8. DISCOUNTS FOR PROMPT PAYMENT (MAR 2009)

A. Discounts for prompt payment will not be considered in the evaluation of offers. However, any offered discount will form a part of the award and will be taken if payment is made within the discount period indicated in the offer by the offeror. As an alternative to offering a prompt payment discount in conjunction with the offer, Offerors awarded Contracts may include prompt payment discounts on individual invoices.

NAVMWR-25-R-0013 0005 Repair Fleet Rec Center Bundle NAVSTA Everett & NAVBASE Kitsap, WA

In connection with any discount offered for prompt payment, time shall be computed from (1) the date of completion of performance of the services or delivery of the supplies to the carrier if acceptance is at point of origin, or date of delivery at destination or port of embarkation if delivery and acceptance are at either of these points, or (2) the date a proper invoice or voucher is received in the office specified by the NAFI, if the latter is later than date of performance or delivery. For the purpose of computing the discount earned, payment shall be considered to have been made on the date which appears on the payment check or the date on which a wire transfer was made.

Q9. Section L, L-14, B Dun & Bradstreet Data Universal Number System (DUNS). It is our understanding that DUNS numbers are obsolete as of 2022. The current standard is the Unique Entity ID. Do you want the DUNS number or the Unique Entity ID (UEI)?

A9. L-14. UNIQUE ENTITY ID (JUN 2024)

A. In the block with its name and address, the Offeror should supply the Unique Entity Identifier code applicable to that name and address, if known, to the Offeror. The number should be preceded by "UEI." Offerors should take care to report the correct UEI and not a similar number assigned to the Offeror in a different system.

B. The UEI is a 12 digit code assigned to a Contractor establishment that contracts with a Federal executive agency.

The UEI system is a Contractor identification coding system which is assigned to an entity by the System for Award Management (SAM.gov). The UEI system is distinct from the Federal Taxpayer Identification Number (TIN) system.

Q20. Refer to Everett Location: The structural foundation recommendations in the Structural Narrative Section (starting on Page 259 of 1,062) likely have significant cost differences. A permanent solution and a temporary solution are both recommended by the government as potential options, but no direction is provided for this work that allows for developing an accurate propsal. Further, the facility is referred to as a temporary facility throughout other parts of the bid documents. Please provide direction as to which solution should be pursued for bidding purposes.

A20. A permanent solution is not permitted on this site.

Q21. Refer to Amendment #4, 3. Clarifications, Q2 Multiple Awards or a Single Award? The government's response to this question needs additional clarification. Is it the government's intent to allow for the option of awarding of one site (example Everett) to one contractor, and awarding the other site (example Kitsap) to a completely separate contractor - essentially awarding two contracts in lieu of a single contract?

A21. We will allow for single or multiple awards.

Q22. During the pre-prosal conference, the government alluded to the idea that a contractor could only bid on one site if the contractor chose to do so. Please confirm that if a contractor's bid proposal includes only one site and NOT both, that his proposal will not be disqualified for that alone.

A22. Proposals will not be disqualified for bidding on one project.
