D. Background
a. Marine Corps Support Facility Blount Island, Jacksonville, Florida
i. Installation Overview and History
Blount Island history begins in the 1960’s after the Army
Corps of Engineers (USACE) dredged Dames Point-Fulton Cut and placed the dredge material on four existing marsh islands to form Blount Island. Earlier topographic maps show the four islands as Quarantine Island, Alligator
Island, Vicks Island, and Le Baron Island. The new dredged channel made it easier for large ships to navigate the winding St. Johns River. Prior to the USACE dredge work, the island was called Goat Island and home to the
Bartchlett family.
1943 Aerial Picture of Blount Island
Newly formed Blount Island was turned over to Jacksonville
Port Authority who developed the west half for ship cargo operations and sold the east half for commercial operations. In 1974 the east half was purchased by
Westinghouse Electric and Tenneco Newport News Shipbuilding to build floating nuclear power plants. Site preparation stopped in 1979 due to lack of economic demand. No radioactive materials were ever brought to the island.

The east half of the island was purchased from Westinghouse in 1985 by Gate Maritime Properties, Inc. who in turn leased the land to the United States Marine Corps (USMC) for Maritime Prepositioning Force (MPF) operations. Blount
Island Command (BICmd) was established in 1989 to better support the prepositioning program at the island. In 2004, the Marine Corps purchased the east half of Blount Island from Gate along with the Dayson Dredge Disposal Area, thereby creating the installation MCSF-BI. A small rectangular parcel on the northeast shoreline of the MCSF-
BI property was not part of the original real estate purchase and remains private property owned by Collins
Aerospace (Collins). The spoils site measures 333 acres and the main site totals 911 acres
ii. Installation Mission
MCSF-BI plans, coordinates, and executes facility maintenance, construction, environmental management, safety, communications/network services, and physical security efforts in support of Blount Island Command’s
(BICmd) logistics mission of managing/executing the Marine
Corps Strategic Prepositioning Programs. MCSF-BI is a critical national defense asset that is a force projection platform supporting the training, sustainment, deployment, embarkation, redeployment, and reconstitution of the OPFOR.
MCSF-BI is by design a lean, economy of force installation organization that largely outsources contractually to commercial services providers to affect installation services in support of its tenants.
