1 09/24/25 1 of 71 SF33 block 9 Requesting an extension of the proposal due date to 14 November to allow
Offerors sufficient time to thoroughly review the Final RFP and all provided attachments. This extension also enables Offerors to attend the site visit scheduled for 23–25 September, submit questions arising from the visit, receive and incorporate the Government’s responses, and still have adequate time to prepare compliant, responsive, and compelling proposals (including the required hardcopies) and mail the submission to the Contracting Officer, as specified in Section L.
The proposal due date/time has been extended to 11 December 2025 via Amendment 0005.
2 09/24/25 Page 55 of 71 Section L L.12(b)4 In Section L.12(b)4, the Government refers to JL-8 as a site visit attachment.
However, JL-8 is the SBSP Template, while the actual site visit attachments are JL-6 and JL-7. Please update the reference accordingly.
Section L attachment numbers have been corrected via Amendment 0005.
3 09/24/25 Page 51 of 71 (3) Non-Price Proposal Binder
L.13(3)(h) Please confirm that front matter (such as a Title Page, Table of Contents, List of Exhibits, and Glossary of Abbreviations and Acronyms) is excluded from the page count.
A Title Page, Table of Contents, List of Exhibits, and Glossary of Abbrievations and Acronyms are not required but may be included. For the Non-Price Proposal Binder, only blank tab dividers, Past Performance Questionnaries, and Contractor Performacne Assessment Reports will not count towards the page limitation.
4 09/24/25 57 of 71 L.13.a.3.e e Offerors often use smaller font sizes in graphics, exhibits, call-out boxes, and small tables to improve layout efficiency and visual clarity without compromising readability.
Question: Will the Government allow smaller (9-point) font to be used for graphics exhibits call-out boxes and tables?
No. The requirement for 11 point font remains unchanged.
5 09/24/25 61 of 71 M.4 3 The RFP states "Basis of Evaluation and Submittal Requirements for Each Factor."
Submittal Requirements are typically found in Section L as part of the Instructions.
This ensures there are separate instructions from the evaluation criteria.
Recommendation: Please move all "submittal requirements" to Section L so offerors can clearly differentiate between instructions and evaluation criteria for those instructions.
The RFP will remain unchanged. Section L contains the contents required for each volume or proposal. Section M contains the submittal requirements and basis of evaluation for all evaluation factors.
6 09/24/25 62/63 of 71 M.4 all The current paragraph numbering and layout in Sections L and M is repetitive and unclear. For example, Section L.12(b)4 refers to “Basis of Evaluation” for Non- Cost/Price Factors but only defines RELEVANT PROJECT. Immediately following, the numbering resets at (1) Factor 1, Corporate Experience, and its subparagraph
(a) introduces another “Basis of Evaluation.” This structure creates confusion about whether the top-level evaluation criteria apply to the sub-level factors as well.
Question: Will the Government realign (renumber/reformat) Sections L and M to clearly define which evaluation criteria apply to each section and subparagraph? A clearer structure will help Offerors accurately interpret the requirements and ensure consistent, compliant responses across all evaluation areas.
Section L.12 (page 55 of 71) is for Site Visit Instructions. There are no references to Basis of Evaluation in Section L.
Section M.4 contains the Submittal Requirements and Basis of Evaluation for the Evaluation Factors.
In regards to the RELEVANT PROJECT DEFINITION - M.4 Evaluation Factors 3. Basis of Evaluation and Submittal Requirements for Each Factor, (b) Non-cost/price Factors, states: "The offeror's response to factors that require the submission of Corporate Experience and Past Performance shall be based on the following relevancy definition:"
The formatting of Sections L and M have been edited via Amendment 0005 to provide more clarity; however, the formatting of the new contract writing system has limited

7 09/24/25 62 of 71 M.4 EVALUATION FACTORS "For purposes of this evaluation, Base Operations Support (BOS) services (or equivalent) projects shall encompass at least three of the following and a minimum of one other technical annex/sub-annex as part of the scope of work (see Factor 3 for a list of annexes/sub-annexes):"
Question 1: If an offeror’s project includes more than three annexes, will this be evaluated more favorably?
Question 2: Factor 3 lists more annexes than those referenced in paragraph (b) RELEVANT PROJECT. Which list governs the evaluation of favorable services?
1. As stated in the RFP, the Government will consider the depth and breadth of the relevant experience during the evaluation.
2. Factor 3 lists ALL functional annexes/sub-annexes (it excludes Annexes 0100000 - General Information and 0200000 - Management and Administration).
As stated in the RFP, a RELEVANT PROJECT does not have to encompass ALL functional annexes/sub-annexes, but shall encompass at least three of the annexes/sub-annxes listed in the RELEVANT PROJECT definition and and a minimum of one other technical annex/sub-annex as part of the scope of work (see Factor 3 for a list of annexes/sub-annexes). Note: Annexes 0100000 - General Information and 0200000 - Management and Administration will not be considered towards the minimum of one other technical annex/sub-annex requirement to demonstrate a relevant project.
Refer to the Factor 1 Basis of Evaluation for the list of minimum annexes/sub-annexes in which an offeror must demonstrate relevant experience in; as well as the additional relevant project experience which may be evaluated more favorably.
8 09/24/25 62 of 71 M.4 EVALUATION FACTORS "RELEVANT PROJECT:.......For purposes of this evaluation, Base Operations Support (BOS) services (or equivalent) projects shall encompass at least three of the following and a minimum of one other technical annex/sub-annex as part of the scope of work (see Factor 3 for a list of annexes/sub-annexes):"
Question: The offeror recommends relocating the relevancy definition currently stated in paragraph (b) RELEVANT PROJECT to Factor 1: Corporate Experience (page 63) and Factor 6: Past Performance (page 70). This will allow eliminate confusion based on the current placement and hierarchy of requirements and the b i f l i f C E i
The relevant project definition location remains unchanged.
9 09/24/25 64 of 71 M.4 (2) Factor 2, Management Approach
The requirement states: "The offeror shall clearly demonstrate a feasible approach for controlling and managing the entire project, including the interface between the major functional areas and sub-annexes, and the offeror's general management and administration structure. " While subparagraphs (i) and (ii) outline the required layout of the Management section, they do not incorporate the criteria quoted above.
Question: Can offerors include additional sections prior to subparagraphs (i) and
(ii) to address the full scope of the management to be evaluated as an overall M h?
For organizational purposes, Factor 2, Management Approach, requests the information be addressed in the format stated in the factor, with a 20 page limit for the Factor 2. However, it is an offeror's discretion as to how the Management Approach is written.

10 09/24/25 64 of 71 M.4 (2) Factor 2, Management Approach
(i) Workforce Management
The requirement states, "The plan shall explain how the offeror plans to improve workforce skills and productivity if retaining incumbent workforce and its impact on the BOE. " There is no BOE template, and JL-1 requires labor hours by Customer, ELIN, and sub-ELIN which will not necessarily match an organizational chart.
Question: Can the Government clarify what specific expectations or components are required for the BOE, or provide a BOE template which would allow offerors to submit BOE is a comparable format that would make it easy for the Government to evaluate different BOE templates across offerors?
As stated in Factor 3, the BOE shall include labor classification;
annual direct and indirect labor hours; estimate data source(s) (such as, RS Means Facilities Maintenance & Repair Cost Data, Whitestone Building and Repair Cost Reference, etc.) and methodology used to develop estimate for performing each specification item listed in JL-1.
This is a performance based contract. Offerors are responsible for determining the resources necessary to satisfy the requirements outlined in the performance work statement and solicitation.
11 09/24/25 64 of 71 M.4 (2) Factor 2, Management Approach
(i) Workforce Management
Question: Would the Government consider providing a standardized BOE template to ensure consistency across offerors and facilitate a more equitable and efficient evaluation process?
A BOE template will not be provided. The submittal requirements for the BOE are included in the Evaluation Factors. This is a performance based contract. Offerors are responsible for determining the resources necessary to satisfy the requirements outlined in the performance work statement and solicitation.
12 09/24/25 64 of 71 M.4 (2) Factor 2, Management Approach
(i) Workforce Management
"The plan shall include an organization chart identifying the on-site organization, on-site staff, and corporate staff that will be used to perform this contract as well as the lines of management authority, supervision, span of control, and accountability, including the relationship between overall management (corporate and on-site), administration, sub-annex area organizations, and subcontractors. "
Question: Given the complexity and layered nature of these requirements, can offerors use a responsibility matrix and multiple organizational charts to clearly delineate clearly delineate management authority, supervision, span of control, and accountability across corporate, on-site, and subcontractor roles?
It is at the offeror's discretion as to how it presents the information in its proposal as long as it inlcudes the information identified in Factor 2, Management Approach.

(i) Workforce Management
"The plan shall identify the function(s) of the various groups of the organization, direct and indirect staffing and associated trade classifications with skill level (journeyman, etc.) consistent with the labor hours provided in Section J Attachment JL-1 Staffing Levels. "
Question 1: Can the Government clarify what is meant by “groups of the organization”? Does this refer to departments, functional teams, labor categories, or another structure?
Question 2: The level of detail required (including functions, staffing types, trade classifications, and skill levels) will likely result in a large table. Given the scope, can the Government confirm that this “staffing list” is excluded from the overall
1. Groups of the organization could refer to any of those groups, depending on how the offeror proposes/plans to managage it's workforce.
2. No, it will not be excluded from the page count for the non-price proposal submittal; only blank tab dividers, Past Performance Questionnaires, and Contractor Performance Assessment Reports are excluded from the page limitation.

Question: Can the Government clarify what specific expectations or components are required for the BOE, or provide a BOE template which would allow offerors to submit BOE is a comparable format that would make it easy for the Government to evaluate different BOE templates across offerors?
See Government Responses to GPI #10 and #11.
15 09/24/25 64 of 71 M.4 (2) Factor 2, Management Approach
(b) Basis of Evaluation
(i) Workforce Management
"Workforce Management plans that include hours, and staffing levels on organizational charts that are not consistent with the Basis of estimate and the JL- 1 Staffing Levels will be deemed unacceptable." JL-1 requires Labor Hours by Customer, ELIN, and Sub-ELIN which is a combined total for multiple positions.
Question: Does the Government require multiple organizational charts by site and customer?
No, multiple organization charts by site and customer are not required nor desired. Ensure the Workforce Management plan is consistent with the labor hours provided in the Section JL-1 Attachment.
For situational awarness, the Section J ELIN Attachment is formatted by Customer for funding purposes. This requirement supports numerous Commands as detailed in the solicitation. Funding documents are provided by the requirement owner for their individual requirements which in aggregate total the awarded recurring work amount for each period of performance.

(b) Basis of Evaluation
(i) Workforce Management
"Additionally, organizational charts that depict incorrect management lines of communication may also be considered unacceptable." This statement implies that Customer/Command personnel are also to be listed on the offerors' organizational charts to depict lines of communication.
Question 1: Can the Government confirm whether inclusion of Customer/Command personnel on offerors’ organizational charts is expected?
Question 2: To ensure proper alignment, would the Government provide Customer/Command organizational charts?
1. No. Factor 2 Submittal Requirements do not include identification of Government personnel.
2. Command organizational charts will not be provided as Factor 2 Submittal Requirements do not include identification of Government personnel.

17 09/24/25 65 of 71 M.4 (3) Factor 3, Technical Approach (i)
"In summary, provide the rationale for Basis of Estimate (BOE) for each specification item listed in Section J Attachment JL- 1. BOE shall include labor classification; annual direct and indirect labor hours; state the estimate data source(s) (such as, RS Means Facilities Maintenance & Repair Cost Data, Whitestone Building and Repair Cost Reference, etc.) and methodology used to develop estimate for performing each specification item listed in JL-1."
This requirement is very similar/repetitive to the (2) Factor 2, Management Approach (i) Workforce Management requirements for the BOE.
Question 1: Can the Government clarify what specific expectations or components are required for the BOE, or provide a BOE template which would allow offerors to submit BOE is a comparable format that would make it easy for the Government to evaluate different BOE templates across offerors?
Question 2: If no template is provided, is Excel format acceptable?
Question 3: Can the BOE rationale be included in the BOE spreadsheet?
1. See Government Responses to GPI #10 and #11.
2. As stated in Section L.13(3)(c), "Acceptable readable/searchable formats include Word, Excel, and searchable PDF."
3. It is at the offeror's discretion as to how it presents the information in its proposal as long as it includes the information identified in Factor 3, Technical Approach.
18 09/24/25 65 of 71 M.4 (3) Factor 3, Technical Approach (i) 1)
Question: PWS includes detailed specification items (e.g., 1502000 (MCSF-BI) 3.4.2.1, 3.4.2.2, and 3.4.2.3.). Given the large number of sub-spec items and the limited page count, is the Government requiring offerors to address each sub-level individually, or is it acceptable to provide narratives that address how work is accomplished at the primary Spec Item level (e.g., x.x)?
Recommend the Government confirm that responding at the first-level (x.x) of Spec Items is sufficient for evaluation purposes, considering the volume of content and page-count constraints.
The expectation is for the offerors to address all spec items identified in the PWS. Individual sub-spec items do not need to be addressed individually in the narrative, but the sub-spec items can be rolled up and addressed at the spec item level.
19 09/24/25 66 of 71 M.4 (3) Factor 3, Technical Approach (iii)
"(iii) In addition to submittal requirements identified above, respond to each request identified below and provide a methodology that clearly demonstrates full understanding of requirements regarding the following:
1) Utility Services.... and 3) Transportation equipment...."
These requirements appear to duplicate the content already addressed under Factor 3: Technical Approach (ii) for the same annexes.
Question: Can the Government clarify the distinction between the requirements in subparagraphs (ii) and (iii)? Specifically, what additional detail or methodology is expected in (iii) that is not already covered in (ii)?
Factor 3 has been updated via Amendment 0005 to delete the duplicative submittal requirements.
20 09/24/25 66 of 71 M.4 (3) Factor 3, Technical Approach (iii)
"(iii) In addition to submittal requirements identified above, respond to each request identified below and provide a methodology that clearly demonstrates full understanding of requirements regarding the following:
...2) NAVFAC Maximo Data."
Question: Given that USMC Maximo is also used at certain sites (e.g., MCSF-BI), can the Government confirm if offerors are expected to include narrative addressing both NAVFAC and USMC Maximo systems where applicable?
USMC Maximo does not need to be addressed in the narrative.
Provide narrative for what is stated in RFP Factor 3, Technical Approach (iii) (2).

21 09/24/25 66 of 71 M.4 (3) Factor 3, Technical Approach (b) Basis of
Evaluation (ii)
"The methodology demonstrates a state-of-the-art, reliability-centered inspection, testing, maintenance and repair program that ensures systems are maintained fully functional in accordance with design parameters and OEM specifications."
The RFP language suggests that the Government is seeking a modernized, upgraded, and more efficient maintenance program than what is currently being delivered. This focus on systems and reliability-centered approach implies the willingness of the Customer to invest in future efficiencies. However, the evaluation criteria outlined in M.4 (a) Price and 2. Basis of do not appear to give more favorable evaluation for the value of innovation or program improvements that may reasonably increase cost. This creates ambiguity around how offerors will be evaluated if they propose enhanced methodologies that exceed baseline requirements. This language implies the Government award will favor lowest price.
Question 1: Can the Government clarify how innovations, modernizations, and efficiency improvements (especially those that may result in higher upfront costs) will be evaluated under the best value framework?
Question 2: Will proposals that include cost-justified innovations be evaluated more favorably?
Question 3: Is there a defined scoring or weighting mechanism for modernization efforts?
Question 4: Can the Government provide evaluation criteria or guidance on how such enhancements will be graded relative to price?
Refer to M.1 Basis for Award - 3. The tradeoff process is selected as appropriate for this acqusition. The Government considers it to be in the best interest to allow consideration of award to other than the lowest priced offerors or other than the highest technically rated offeror.
As stated in the RFP, all technical factors and the performance confidence assessment (past Performance) rating, when combined are significantly more important than price.
This solicitation is being procured in accordance with the DoD Source Selection Procedures. Evaluations will be in accordance with the criteria established in the solicitation (i.e. the factors identify areas in which a proposal may be evaluated more favorably). The technical rating evaluates the quality of the offeror's technical solution for meeting the Government's requirement and includes consideration of significant strengths, strengths, weaknsess and deficiencies found in the proposal.
22 09/24/25 67 of 71 M.4 (3) Factor 3, Technical Approach (b) Basis of
Evaluation (vii)
"(vii) The offeror demonstrates an understanding of the unit price labor (UPL) rate." This requirement appears to be pricing-related and may be more appropriately addressed under the Pricing Factor, rather than within the Technical Approach narrative.
Question: Can the Government revise this requirement to include UPL narrative in the Pricing Factor rather than the Technical Approach?
No, the requirement remains unchanged.
23 09/24/25 56 and 61 of
L.13 & M.1-M.4 (2) Price Proposal Binder and Section M Pricing evaluation
The Final RFP appears to have removed the previously stated requirement to submit a narrative detailing direct and indirect costs under the Pricing Factor.
Question 1: Please confirm whether a pricing narrative is no longer required.
Question 2: If a narrative is still expected, please provide specific submission requirements and evaluation criteria.
Response to Question 1: There is no price narrative required for this solicitation.
Response to Question 2: See above.
24 09/24/25 64 of 71 M.4.(2). (iv) iv Phase-In Plans The final RFP stipulates a phase-in period of no more than 90 calendar days, currently projected from November 2026 through January 2027, which overlaps with major federal holidays including Thanksgiving and Christmas.
Question: Please confirm whether the 90-day phase-in period excludes federal holidays from the calendar count, or if holidays are included in the 90-day limit.
As stated in the RFP, the phase-in period is no more than 90 Calendar days. Federal holidays are not excluded.
