About this file

This document is a Stormwater Pollution Prevention Plan (SWPPP) for Naval Station Mayport in Florida, detailing the installation's comprehensive strategy for managing stormwater runoff and preventing environmental contamination. The plan covers multiple industrial sectors including ship and boat repair, air transportation, waste recycling, transportation maintenance, and treatment works, with specific focus on 35 drainage basins across the 64-basin installation. The SWPPP outlines detailed protocols for monitoring, inspection, and control of potential pollutant sources, including requirements for quarterly visual examinations, annual comprehensive compliance evaluations, and analytical monitoring of stormwater discharge.

Key components of the plan include identifying potential pollutant sources for each industrial activity, implementing best management practices (BMPs), conducting periodic inspections, providing employee training, and maintaining rigorous recordkeeping. The document specifies procedures for handling hazardous materials, managing waste, preventing spills, and controlling erosion across various industrial sites such as BAE Systems, General Dynamics - NASSCO, Helicopter Maritime Strike Squadrons, and the Wastewater Treatment Plant. The plan is designed to comply with the Florida Department of Environmental Protection's Multi-Sector Generic Permit and aims to minimize pollutant discharge into the surrounding waterways, including the St. Johns River and the Atlantic Ocean.

RECORD OF AMENDMENTS

Reference (Ref): Part IV.B.3. Required Modifications and Part IV.C Keeping Plans Current, Federal Register (FR) 29 Sept 1995, page 51116.

The National Pollutant Discharge Elimination System (NPDES) Multi-Sector Generic

Permit (MSGP) for Stormwater Discharges Associated with Industrial Activity requires

Naval Station (NS) Mayport to amend the Stormwater Pollution Prevention Plan

(SWPPP) whenever there is a change in design, construction, operation, or mainte-nance that has significant effect on the potential for the discharge of pollutants to waters of the State of Florida, or if the SWPPP proves to be ineffective in eliminating or signif-icantly minimizing pollutants from sources identified in the SWPPP, or in otherwise achieving the general objectives of controlling pollutants in stormwater discharge as-sociated with industrial activity. The table below lists all amendments to the SWPPP from 2002 to the present.

• Two sites were eliminated due to safety concerns and changes in area served. New construction at the Fuel Farm (Outfall #026 Drainage Basin "AL") reduced the area that would be draining to the stormwater system; also, new security requirements made outfall inaccessible. The airfield (Outfall #038 Drainage Basin "C") was inside the fenced area and airfield security made it a safety problem during rain events, a review of area served indicated no pollution sources discharging to this outfall.

NAVAL STATION MAYPORT, FLORIDA NON-STORMWATER DISCHARGE CERTIFICATION

AH Environmental Consultants, Inc. xvii Updated, January 2023 134-002

NON-STORMWATER DISCHARGE CERTIFICATION

Reference (Ref): Section XI, Sector-specific. Stormwater Pollution Prevention, Plan Requirements, Measure, and Controls, Non-stormwater Discharges.

The Multi-Sector Generic Permit (MSGP) does not authorize non-stormwater dis-charges that are mixed with stormwater except those that are specifically identified in the permit. An illicit discharge is a direct physical connection to the storm system that discharges unpermitted wastewaters to the storm system. Aircraft, vehicle, boat, and equipment wash waters, bilge, and cooling waters originating from vessels, and dis-charges from runway maintenance are examples of non-stormwater discharges not authorized by the MSGP.

The only exceptions to the prohibition are the following authorized discharges:

• Firefighting activities and fire hydrant flushing

• Potable water sources, including waterline flushing

• Landscape irrigation

• Routine external building wash down without detergents

• Pavement wash water where spills or leaks of toxic or hazardous materials have not occurred (unless all spilled material has been removed) and where detergents are not used

• Air conditioning and compressor condensate

NAVAL STATION MAYPORT, FLORIDA FACILITY REGULATORY STATUS

AH Environmental Consultants, Inc. 1-1 Updated, December 2022

1. FACILITY REGULATORY STATUS

The Clean Water Act (CWA) Amendments of 1987 required the Environmental Protec-tion Agency (EPA) to publish regulations to control stormwater discharges through the

National Pollutant Discharge Elimination System (NPDES) permit program (NPDES regulations can be found in 40 Code of Federal Regulations [CFR] 122). EPA delegated authority to implement the NPDES Stormwater Permit Program to the Florida Depart-ment of Environmental Protection (FDEP) on October 23, 2000, in all parts of the State of Florida, except Indian Country lands. Chapter 403 of the Florida Statutes (FS) and

Chapter 62-620 of the Florida Administrative Code (FAC) adopt the EPA Multi-Sector

Generic Permit (MSGP) as the law in the State of Florida with a few minor adaptations.

FAC Chapter 62-621 outlines the procedures to follow to obtain a Florida MSGP. Ad-ditional information may be found at the following FDEP webpage:

http://www.dep.state.fl.us/water/stormwater/npdes/industrial5.htm.

In compliance with the regulations, Naval Station (NS) Mayport applied for, and ob-tained coverage under, the FDEP MSGP (Facility Identification [ID] FLR05A970) per the FDEP letter dated 21 April 2016. The five-year permit is effective 23 April 2016 through 22 April 2021. NS Mayport must comply with all conditions of the issued permit, including development and implementation of this Stormwater Pollution Prevention

Plan (SWPPP). Appendix A provides a copy of the NS Mayport Notice of Intent (NOI) as well as other FDEP communications.

The Florida MSGP identifies 30 industrial sectors. Each sector has specific permit re-quirements. These sectors consist of groups of industries with similar operations and similar pollutant discharges, as well as similar pollution prevention methods and con-trols. Industrial activities at NS Mayport fall under six (6) different industrial sectors, which are described in Table 1-1. As NS Mayport has industrial activities in several sectors, NS Mayport must abide by the permit conditions of all of those sectors. Ta-ble 1-2 lists each industrial facility at NS Mayport.

1.1 MODIFICATIONS TO FACILITIES INCLUDED IN THE SWPPP

During the 2020 Annual Comprehensive Compliance Evaluation (CCE) conducted from

28 September to 1 October 2020, AH Environmental Consultants, Inc. (AH) identified one (1) new regulated industrial activity and several updates to existing activities. Ap-pendix B to this document is a technical memorandum documenting these updates.

1.2 CONDITION OF NO EXPOSURE

FDEP Form 62.620.910(17), FAC states, “a condition of no exposure exists at an in-dustrial facility when all industrial materials and activities are protected by a storm-resistant shelter to prevent exposure to precipitation and/or runoff.”

Those activities falling under Sector K at NS Mayport are covered by an NEX. NS May-port submitted an NEX to FDEP for its Hazardous Waste Storage facility (ID No.

FLRNEE440) that is valid for five years and will terminate 20 April 2021.

Facility inspections and discharge monitoring are not required for the Hazardous Waste

Storage facility as long as the NEX for this facility is current. NS Mayport re-evaluates each facility with NEX coverage annually during the CCE to ensure that the exclusion is still appropriate. If activities at the NEX-covered facilities change, and coverage un-der the MSGP is required, NS Mayport will notify FDEP within 30 days. Appendix A includes a copy of the NEX for MSGP Sector K activities.

NAVAL STATION MAYPORT, FLORIDA INSTALLATION STORMWATER DRAINAGE

AH Environmental Consultants, Inc. 2-1 Updated, December 2022

2. INSTALLATION STORMWATER DRAINAGE

NS Mayport is located in Jacksonville, Florida, on a peninsula bounded on three sides by water – the Atlantic Ocean to the east, the St. Johns River to the north, and the

Intracoastal Waterway to the west (See Figure 2-1 for a location map). NS Mayport is a well-developed military facility, with most areas containing structures, impervious paved roads, and parking lots; however, there are also natural land areas aboard the installation, with grass and trees, a waterfront, a large area of wetlands, and two large dredge spoils area. The variety of land uses at NS Mayport translates into a large and varied drainage system, including interconnected open channels; infiltration areas;

stormwater inlets, pipes, and other flow structures; oil/water separators (O/WS); and stormwater ponds. A 21-acre pond called Lake Wonderwood is one of the most notable elements of the installation’s surface water system.

Stormwater runoff from NS Mayport drains in three general directions:

1. Northerly to the Turning Basin and St. Johns River

2. Southerly towards Lake Wonderwood and a marsh area

3. Westerly towards Chicopit Bay

Within these three general flow directions, NS Mayport has been divided into 64 drain-age basins; regulated industrial activity occurs within 35 of these drainage basins.

There are 53 drainage basins with outfalls (point source discharges - pipes or open channels) and 11 drainage basins that either sheet flow to low points with no apparent outfall or sheet flow off-site with no concentrated discharge.

Plate 1, attached to the end of this SWPPP, displays a general site map containing the approximate installation boundary, buildings, roads, drainage basins, outfalls, storm-water conveyance system, and industrial facilities.

Table 2-1 provides the approximate acreage and a description of each basin and lists industrial activities by basin. Some drainage basins are large and encompass several map grids on Plate 1; therefore, the map grids provided on Table 2-1 are those centrally

AH Environmental Consultants, Inc. 2-2 Updated, December 2022 located within each drainage basin. Section 8 of this SWPPP includes individual ten-ant/industrial area maps that show site-specific stormwater information.
