About this file
This is a Stormwater Pollution Prevention Plan (SWPPP) for the Marine Corps Support Facility Blount Island (MCSF-BI) in Jacksonville, Florida, prepared under the Florida Department of Environmental Protection Multi-Sector Generic Permit. The document details the facility's comprehensive strategy for managing stormwater runoff, identifying potential pollutant sources, and implementing best management practices to minimize environmental contamination. The plan covers various industrial activities including vehicle maintenance, wood processing, marine cargo handling, and equipment cleaning across multiple facility sectors, with specific focus on controlling pollutants from areas such as pressure washing, blasting, painting, material storage, engine maintenance, and general yard areas.
The SWPPP includes requirements for quarterly visual assessments, annual comprehensive site compliance evaluations, and analytical monitoring of stormwater discharges for parameters like total suspended solids, chemical oxygen demand, and heavy metals. The document was updated in June 2024 and is valid through January 2026, with provisions for ongoing review and modification. The facility is required to conduct quarterly inspections, maintain detailed records, provide employee training, and implement control measures to prevent stormwater pollution, with specific attention to managing potential contaminants from industrial activities such as vehicle maintenance, wood processing, and marine operations.

SWPPP REVIEW AND/OR MODIFICATIONS
The Stormwater Pollution Prevention Plan (SWPPP) will be modified as often as necessary to be effective in preventing or reducing the discharge of pollutants into stormwater. At a minimum, the SWPPP should be revised when:
• Construction alters the facility’s drainage areas and outfalls
• Changes in design, construction, operation, or maintenance at the facility which may influence the potential for the discharge of pollutants from the facility
• Changes in activities which may result in new pollutants exposed to stormwater or increase the pollutants exposed to stormwater
• Types of materials exposed to stormwater changes
• Spills or releases of a reportable quantity or quantity that could otherwise cause or contribute to significant water quality impairment occur in exposed areas of the facility during the term of the permit
• Control measures of the SWPPP are deemed ineffective in eliminating or significantly minimizing pollutants from pollutant sources at the facility
All changes to the SWPPP will be noted and dated in the SWPPP Review and or Modification Table on page v of this SWPPP.
Pursuant to the requirements of 40 CFR 122.41(j), today’s permit requires permittees to retain all records for a minimum of 3 years from the date of the sampling, examination, or other activity that generated the data.
A copy of this SWPPP will be maintained at the MCSF-BI IDIV’s Environmental Division at 5880 Channel View Boulevard, Jacksonville, Florida. The SWPPP will be readily available to members of the Stormwater Pollution Prevention Team. It will be made immediately accessible to representatives of the FDEP and other regulatory agencies at the time of an on-site inspection or upon request.
Ref: Part IV B.3 Required Modifications and Part IV C Keeping Plans Current, FR 29 Sept 1995, page 51116.
This SWPPP is a “living” document that is modified and updated to always remain current. The plan is amended when there is a change in operations, maintenance, or procedures that have a significant effect on the potential to pollute stormwater runoff. If a best management practice (BMP) proves ineffective, the BMP and SWPPP must be modified. MCSF-BI shall amend this SWPPP whenever there is a change in design, construction, operation, or maintenance that has a significant effect on the potential for the discharge of pollutants to waters of the United States (US), or if the SWPPP proves ineffective in eliminating or significantly minimizing pollutant discharge from facility sources. Amendments may include more effective pollution prevention technology and BMPs if such technology is field proven, and implementation of the technology will significantly reduce the likelihood of stormwater contamination.
SWPPP amendments could also be in response to “required modifications” directed by Florida Department of Environmental Protection (FDEP) or changes in procedures or processes on the installation. If changes occur in response to FDEP required modifications, the certification statement of this SWPPP will be re-signed in accordance with the Florida Multi-Sector Generic Permit (MSGP).
The MSGP requires that a Stormwater Comprehensive Compliance Evaluation (CCE) be conducted annually. The SWPPP is revised as needed based on the results of the CCE.

1.0 INTRODUCTION
1.1 Multi-Sector Generic Permit
Section 402(p) of the Water Quality Act (CWA) of 1987 requires that operators of facilities, including federal installations, which discharge stormwater associated with industrial activity, obtain permits under the National Pollutant Discharge Elimination System (NPDES) to reduce pollutant loadings and improve the quality of stormwater discharges. In response to these statutes, the U.S. Environmental Protection Agency (USEPA) promulgated final regulations for permit applications associated with stormwater discharges from industrial activities on 16 November, 1990 (USEPA Stormwater regulations; 55 Code of Federal Regulation (CFR) 47989, 56 CFR 12097, 56 CFR 56547, 57 CFR 11393, 40 CFR Parts 122 through 124; and additional related regulations promulgated by state and local regulatory agencies; USEPA, 1990, p.
47990).
The Florida Department of Environmental Protection (FDEP) maintains permitting authority and issues permits for industrial, municipal, and construction discharges through Section 403.0885, Florida Statutes (F.S.). Marine Corps Support Facility Blount Island (MCSF-BI) has coverage under the FDEP Multi-Sector Generic Permit (MSGP), Facility ID FLR05D006-005. The facility is currently permitted under Sector A and Sector Q. The MSGP is administered by FDEP and constitutes authorization to discharge stormwater associated with industrial activity to surface waters under the NPDES. It requires facilities to develop Stormwater Pollution Prevention Plans (SWPPP) and report the results of industry-specific monitoring to the FDEP on an annual basis.
Facilities wishing to obtain coverage under the FDEP MSGP are required to submit a permit application, or Notice of Intent (NOI), to FDEP to verify eligibility for permit coverage. Marine Corps Support Facility Blount Island’s (MCSF-BI) NOI was signed and submitted by mail on 27 January 2021 (Appendix A). Permit coverage became effective 28 January 2021 and will expire on 27 January 2026. A copy of FDEP’s NOI acknowledgement letter (Appendix B) and other correspondences related to the MSGP are kept on-site with this SWPPP.
This SWPPP is prepared under the conditions listed in the FDEP MSGP, which requires preparation and implementation of a facility SWPPP to document the practices and procedures necessary to ensure compliance with the conditions of the MSGP, including the selection, design, installation and maintenance of control measures selected to reduce and/or eliminate pollutants in stormwater discharges and meet effluent limitations.
1.2 Environmental Resource Permits for Stormwater Management Systems
Environmental Resource Permit applications are processed by either FDEP or the St. Johns River Water Management District (SJRWMD) for construction, operation, maintenance, alteration, removal, or abandonment of stormwater management systems. Additionally, a permit is required for alterations resulting in an increase in pollutant loading or peak discharge or a decrease in detention storage. Applicable stormwater management systems include dry detention systems, retention systems, underdrain systems, underground exfiltration systems, wet detention systems, and swale systems.
MCSF-BI has obtained individual Environmental Resource Permits from FDEP and SJRWMD covering six stormwater ponds. The Environmental Resource Permit (ERP) Stormwater Inspections Report (Appendix C), includes copies of the Inspection Certifications for each pond.
ERP Stormwater Inspection was conducted in April 2024.

The MPSs, supported by BIC, supply the Marine Expeditionary Units for their missions across the globe.
The Installation is generally flat consisting predominantly of paved and unpaved tactical vehicle and equipment staging areas. A central industrial area lies northeast of the deep-draft slipway, between the slipway and the St. Johns River. MCSF-BI also includes natural areas along the riverfront, Lake Tomroy, and Alligator Creek.
A network of pipes, inlets, ditches, and swales conveys stormwater runoff from the 21 drainage areas, each with an associated stormwater outfall. MSGP-regulated industrial activity occurs within the following five drainage basins:
• Drainage Basin 2
• Drainage Basin 5
• Drainage Basin 10
• Drainage Basin 12
• Drainage Basin 13
