Q1: Section 4.3 Type of Acquisition: How does the IETM for the PITS and Jumper Cable Support Equipment relate to the conversion of the eight legacy technical manual? Are they part of the PITS and Jumper Cable Equipment or separate?
A1: Legacy manuals are separate. The new PITS and Jumper Cable manuals will be PDF IETM.
Q2: Section 4.11.23 Delivery of PDF/Printed Technical Manuals. The NSIV print functionality only prints individual Data Modules not the entire publication. Therefore, printing of the entire TM from the IETM is not possible. NAVAIR was developing a PDF generator for S1000D Tech Manuals but that effort has not completed. As far as we know, that is the only tool that supports (or was intended to support) the guidance/requirements outlined in Authoring and Presentation Style Guide for S1000D PDF/Printed NAVAIR Technical Manuals (cited in Section 3.0 Applicable Documents of the TMCR). What will be the publishing engine used to deliver the PDF files?
A2:MicroSoft Word for the editable file and Acrobat for the PDF.
Q3: Are the Legacy Tech Manuals available for review? If not, can you provide breakdown and format of the Source Data. For Example:
- Format of source content data (MS Word, PDF, etc.)
- Format of source illustrations (CGM, SVG, PDF, etc.)
- Tech Manual page count, number of illustrations?
- What were the Tech Manual Specifications that were used to develop the legacy Tech Manuals?
A3: Yes, the legacy tech pubs are available as a PDF but not in editable files, such as MS Word.
- Format of source content data (MS Word, PDF, etc.) - N/A
- Format of source illustrations (CGM, SVG, PDF, etc.) - N/A
- Tech Manual page count, number of illustrations? - N/A
- What were the Tech Manual Specifications that were used to develop the legacy Tech Manuals? - N/A
Q4: All of the items required by the functionality matrix provided are not supported by NSIV, the target viewer. How will these issues/discrepancies be resolved? Who will resolve these and will they be resolved prior to proposal submission so that an accurate cost proposal can be provided?
A4: We will waive the NSIV requirement for these tech pub deliveries.
Q5: The TMCR provided appears to be for a previous, much larger effort than described in the SOW. Namely, the TMCR describes converting 8 different technical manuals from legacy format to S1000D compliant IETMs. The SOW makes no reference of this effort or S1000D compliance. Please confirm that the tasking described in the TMCR is applicable to this effort and will be required upon award?
A5: Correct, the TMCR describes a larger effort that required for the new PITS and Jumper Cable manuals. The new manuals will be delivered in editable MS word format and in PDF dorm for use by military personnel.
