Q1: Proposal requirements for Executive Summary, Technical Volume, Pricing Volume, Previous Experience, and page limitations on the entire proposal.
A1: All proposal requirements are located in Section L of the RFP on pages 77- 95. The page limitations are suggested on page 78 of the RFP.
Q2: There are several documents that are called out in the Performance Specification and Statement of Work that are not included.
A2:
· PMA201-XX-Spec, System Specification for TTU-571/E Power Interface Test Set- This Refers to the System Specification NAWCADLKE MISC 4.8.1.3.00 #204 dated 1 June 2015 provided as attachment in solicitation.
· PMA201-08-002 Rev B, Performance Specification for The Air Refueling Store A/A42R-1 Avionics System Upgrade – This is referencing an internal Government Engineering Change Proposal (ECP) and is not needed to propose this effort.
· TM2717-005 Rev A, Risk Management Plan for the A/A42R-1 Air Refueling Store Avionics Upgrade and Modification – This is referencing an internal Government Document and is not needed to propose this effort.
· PMA201-XX-SEP, Systems Engineering Plan for the TTU-571/E Power Interface Test Set – This is referencing an internal Government Document that has not yet been created, and is not needed to propose this effort.
· AT-823TO-MIB-000, Power Interface Test Set TTU-571/E Technical Manual – This is now posted to FedBizOps as an attachment to the solicitation.
Q3: In the SOW it states that the PITS will support the legacy Control Panel (P/N 3959AS100-1) and the new Control Panel (P/N 3959AS100-2) but no information regarding the signals, functionality, Control Panel faceplate or type of interface connector to the PITS is provided for either unit.
A3: The interface for the old tester is located in the drawing package. The interface should be the same as in the drawing package for both the new and old tester.
Q4: The RFP instructions state: The Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instructions paragraph number to which it is responding, although the Offeror may add lower tier subparagraphs.
In the Performance Specification file we are to address as part of Volume I, Technical, page 18, the paragraph numbering goes from 4.4.7 (High Temperature) to 4.3.9 (Low Temperature) and continues in this vein all the way through 4.3.17 (Safety Assessment). We assume this is just a typographical error, but can the Government provide further clarification concerning the one-to-one comparison requirement?
Ref: Performance Specification file, Page 18, Sections 4.47 – 4.3.17
A4: That is correct this was a typographical error. This should have gone from 4.4.7-4.4.17.
Q5: The RFP instructions state: The Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instructions paragraph number to which it is responding, although the Offeror may add lower tier subparagraphs.
In the Performance Specification file we are to address as part of Volume I, Technical, there are two section 4.4s – One on page 15 (Special Tests and Examinations) and then again on Page 19 (Requirements Cross Reference). Again, we assume this is just a typographical error, but can the Government fix to avoid any confusion between those two sections?
Ref: Performance Specification file, Pages 15 and 19, Sections 4.4
A5:The 4.4 located on Page 19 for Requirements Cross Reference should be 5.0; and as such 5.0 located on page 19 for Preservation, Packaging, and Marking should be 6.0.
Q6: On the first page of the RFP (SF 33), Block 9 states that all proposal submissions are due by 12:00 AM local time on May 18. Can the Government confirm the 12:00 AM deadline is correct, and that submissions will be able to be received up to that time, including the possibility of hand-delivery late on the night of the 17th? Is there a specific time during the day afterwards which packages cannot be received, either by commercial carrier or hand-delivery?
Ref: RFP Standard Form 33, Block 9
A6: The updated proposal submittal date is 06 June 2016 at 12:00 pm. If the you chose to hand-deliver a proposal there will be someone available during that time.
Q7: The Government provides a requirement for 44 CLINs of which 22 are assumed to be “not separately priced”. How does the Government plan on funding, and what is the level of expectation during execution? What deliverables will be required based upon which lines are funded? For instance, will CLIN 0019 (CDRL A016 – HAZARDOUS MATERIALS MANAGEMENT PROGRAM REPORT) only be a required deliverable if CLIN 0018 is funded? Or will this CDRL be required with the contract minimum quantity award?
Ref: CLINs – Section 2.0, Page 101
A7: Located on Pages 101 and 102 is a list of each CDRL that should be priced out. Please take note that only those CDRLS listed as Not Separately Priced should not be separately priced. Please assume that all CDRLS that are Separately priced will require a delivery.
