The full, production-configured system is evaluated to determine that it correctly and completely implements all system and ILS requirements, and whether the traceability of final system requirements to the final production system is maintained. In addition, at this review the readiness of the manufacturing processes, the Quality System, the configuration management processes, and the production planning shall also be evaluated. The Contractor shall ensure the required production delivery schedule and rate can be met, considering the overall demand for facilities and personnel from other programs. The Contractor shall:

(a) Determine the types of manufacturing processes and methods required and the associated tooling and test equipment requirements. Where required processes or equipment do not exist, the Contractor shall determine whether they will be developed or outsourced and shall identify appropriate schedules for design/purchase and installation.

(c) Develop and set up the facility layout sufficient to ensure that machine loading, fabrication and assembly sequences, and part routings minimize part in-transit and queue time.

PHYSICAL CONFIGURATION AUDIT (PCA)

The Contractor shall conduct the PCA on the first production system in accordance with the approved IMS. The PCA shall ensure that the related design documentation matches the system under review. In addition to the standard practice of assuring product verification, the PCA confirms that the manufacturing processes, quality control system, measurement and test equipment, and training are adequately planned, followed and controlled. It is also used to validate many of the supporting processes used by the Contractor in the production of the item and to verify other elements of the item that may have been impacted/redesigned after completion of the SVR/PRR.

CONFIGURATION MANAGEMENT (CM)

The Contractor shall develop a Configuration Management Plan (CMP) in accordance with MIL-HDBK-61 and/or EIA 649.
