SUMMARY OF CHANGES (REVISED)

1) The purpose of the subject amendment is to provide the following questions and answers:

Questions and Answers:

1. If an offeror does not submit, with its offer on 2/22/2018, a QMS acceptance letter from NAVSEA indicating their QMS system meets the requirements of ISO 9001:2015, does NSWCPD intend to reject the otherwise successful Offeror’s bid as “unacceptable” without discussion? Yes, or No?

‐ Offerors must meet ISO 9001:2015 and if they are not they will be found unacceptable.

2. If an offeror does not submit, with its offer on 2/22/2018, clear evidence demonstrating it has completed its submission to obtain a QMS acceptance letter from NAVSEA indicating their QMS system meets the requirements of ISO 9001:2015, does NSWCPD intend to reject the otherwise successful Offeror’s bid as unacceptable without discussion? Yes, or No?

‐ See answer to question #1

3. If the answer to either, or both, of the questions above is “Yes”, we respectfully request the submittal / closing date be extended to March 30, 2018 to allow Offeror’s sufficient time to either complete submission to NAVSEA, or to receive approval from NAVSEA. In part, this request is submitted in light of the fact that as recently as 3 weeks ago, this more stringent requirement was NOT in place – see Amendment 0020.

‐ This is the final extension that will be granted, the RFP has been extended until 03/05/2018.

4. There is confusion regarding the QMS certification requirement. Amendment 20 amends the SOW paragraph

4.3.2 and Section M (Factor 2: Quality Assurance) to state that the Contractor shall maintain a QMS in accordance with either ANSI/ISO/ASQ Q9001:2008 or ISO 9001:2015. The same SOW paragraph in Amendment 21 references ISO 9001:2015 exclusively. Current FY‐18 NAVSEA Standard Item (NSI) requirements allow for either ISO 9001:2008 or ISO 9001:2015 and FY‐19 NSIs requiring conformance to ISO 9001:2015 do not go into effect until October 1, 2018. Also, certifications to ISO 9001:2008 are valid until September 2018 in accordance with the International Organization for Standardization (ISO). Please provide clarification that Quality Management Systems conforming to ANSI/ISO/ASQ 9001:2008 are acceptable at the time of submission, along with a current NAVSEA QMS Acceptance Authority approval letter.

‐ See answer to question #1.

NOTE TO ALL CONTRACTORS: There will be no further extensions granted and no more questions regarding this RFP will be answered.

2) All other terms and conditions remain unchanged.
