About this file

This document is an amendment to a solicitation for engineering and support services in support of upgrading, repairing, and maintaining hull, mechanical, and electrical systems for Navy modernization programs. The Naval Sea Systems Command seeks to procure these services through an existing multiple award indefinite delivery/indefinite quantity contract. The amendment provides answers to offeror questions, revises the statement of work and quality assurance requirements, and adds a higher-level contract quality requirement clause. Key changes include clarifying that quality management system and substitution of personnel requirements apply to both the IDIQ contract and resultant task orders, requiring all locations where work will be performed to have a facility security clearance at the secret level, and specifying that quality management system level 1 and 2 procedures submitted for acceptance must be included with proposals.

SUMMARY OF CHANGES (REVISED)

SUMMARY OF CHANGES

1) The purpose of the subject amendment is to provide the following questions and answers, changes to sections C, L and M as follows and added clause 52.246-11:

Questions and Answers:

1. Given the overall magnitude and broad scope of the solicitation and its pricing requirements, please confirm that Clause 5252.237-9106 (A) Substitution of Personnel-Key and Non-Key (PD-H05) (MAY 2017) as incorporated in Section H through Amendment 20 is applicable in execution against the resultant contract’s task order proposals and not the IDIQ proposal. These measurements would be most relevant at the task order level considering it is unknown at this time the specific labor mixes, locality, or levels of expertise that may be necessary to successfully execute against each task order’s unique statement of work.

- It applies to both the IDIQ award as well as the resultant task orders.

2. In reference to Section H Clause 5252.237-9106 (A) Substitution of Personnel-Key and Non-Key (PD-H05) (May 2017) (NSWCPD) bullet c, will the evaluation of the proposed substitution(s) be determined on an individual basis or at an aggregate level based on the average rates by labor category?

- Individual basis.

3. Amendment 20 revised HQ L-2-0003 and the DD254 to raise the Facility Security Clearance from CONFIDENTIAL to SECRET, requiring the proposer to have “… a facility clearance issued by the Defense Security Service at the SECRET level.” Does this apply only to the Cage Code by whom the contract is held, or by all locations proposed where work will be executed as identified in Paragraph 9.1?

- All locations where work will be performed.

4. In the new Section L, Factor 2: Quality Assurance paragraph 2, the Government requests the Prime Contractor to provide “the QMS Manual (Level 1) and QMS procedures (Level 2) that have been submitted to a NAVSEA QMS Acceptance Authority or appropriate directorate to receive its QMS acceptance letter as referenced in Paragraph 1 above.”

Additionally, the new Section M, Factor 2: Quality Assurance paragraph 2, “The Offeror’s QMS manual (Level 1) and QMS procedures (Level 2) relevant to the requirements of the Solicitation, including the SOW…”However, under the revised SOW paragraph 4.3.2 (third bullet), the Government requests that the contractor “submit its QMS specific work procedures (Level 3) relevant to the requirements of the solicitation….” By Section L, offeror’s are to submit the quality manual and procedures submitted for QMS acceptance by NAVSEA. This manual and supporting procedures define the procedures and processes for workmanship and quality standards for work performed under task orders.

What additional documentation is expected by the Level 3 reference in the SOW?

‐ Level 3 Procedures are all work instructions, technical instructions, and process control procedure (PCP) that fall outside of level 1 and level 2 procedures.

Can the Government clarify the apparent discrepancy in the level procedures called out in the SOW?

- Level 1 procedure(s) are your manual/procedures mirroring ISO 9001:2015 with written general guidelines. Level 2 are Operating Procedures or Quality Pages/Procedures which provide granular instructions and/or procedures detailing the roles and responsibilities specified in your QMS procedures. Level 3 Procedures are all work instructions, technical instructions, and process control procedure (PCP) that fall outside of level 1 and level 2 procedures.

5. Can the Government explain the difference between QMS Manual (Level 1) and QMS Procedures (Level 2) approved by Acceptance Authority and QAP?

- Level 1 procedure(s) and Level 2 procedures to your QMS in this solicitation is the same as a QAP. The QAP has been removed from Sections L & M of the solicitation.

6. Exactly what do you expect to see for “Include All quality standards, practices, instructions, resources, and specifications”? The SOW of work referred to in this requirement is very general in nature. With hundreds of installations and requirements, it is not possible to write a QA Plan for each instance that is required by the wording. Please clarify.

- See the answer to question 5.

7. "FACTOR 2- QUALITY ASSURANCE

2. QMS Manual (Level 1) and QMS Procedures (Level 2) The Prime Contractor shall provide the QMS manual (Level 1) and QMS procedures (Level 2) that have been submitted to a NAVSEA QMS Acceptance Authority or appropriate directorate to receive its QMS acceptance letter as referenced in Paragraph 1 above."

Question: We have already included our QMS Manual (Level 1) in its entirety which includes a listing of the QMS procedures (Level 2). We have 25 QMS procedures each with multiple pages. Is it the government's intent that a copy of each procedure be provided with our proposal or is a list of the current procedures sufficient?

- The Government's intent is that a copy of each Level 2 procedure be included when submitting proposal.

A listing of level 2 procedures will not be sufficient.

8. Amendment 20 changes to Sections L&M for FACTOR 2, Item #3 Quality Assurance Plan (QAP) provides additional instructions and evaluation criteria for the QAP with respect to quality standards, practices, instructions, resources and specifications. It also requires discussion of Quality Objectives and methods of measurement.

Question - Request additional 2 pages be added to page count to allow offerors to sufficiently address these additional instructions and evaluation criteria?

‐ That is fine.
