About this file

This document is an amendment to a solicitation for engineering and support services in support of upgrading, repairing and maintaining hull, mechanical and electrical systems for Navy modernization programs. The solicitation is a follow-on to a previous IDIQ contract and seeks proposals for requirements to support hull, mechanical and electrical systems on Navy ships and submarines. Questions must be submitted by November 13, 2017 and the Naval Sea Systems Command is the contracting agency. The amendment provides answers to contractor questions, which clarify that subcontracting plan percentages should be in the technical proposal but dollar amounts in the cost proposal. It also confirms that facilities and quality assurance information must be included within the page limit and cannot be submitted as attachments. A business administration degree coupled with experience will not meet the requirements for a Senior Program Manager labor category.

The following items are applicable to this modification:

SUMMARY OF CHANGES (REVISED)

Questions and Answers:

1. Page 5 – Item 0005 – this item number is for CPFF Completions orders. Should this item have the same note as Item 0003 – RESERVED FOR CPFF COMPLETION TASK ORDERS WHEN APPLICABLE. NO PRICING REQUIRED

AT THIS TIME. TBN – “TO BE NEGOTIATED”?

‐ Yes, it is To Be Negotiated.

2. Amendment 0002 states that the Small Business Subcontracting Plan should be in the technical proposal, however, all subcontractor costs should be in the cost proposal. In order to not include dollar amounts in the technical proposal, please clarify that

a. the technical proposal should contain a SB Subcontracting Plan with the goals expressed in terms of only the “percentages” of total planned subcontracting dollars and

b. the SB Subcontracting Plan with associated subcontracting dollar amounts including the “percentages” would be included in the cost proposal.

‐ The Small Business Subcontracting Plan is percentages for technical evaluation purposes and the subcontractor costs are included in the cost proposal for cost evaluation.

3. Page 6/7 – HQ B‐2‐0014 Payments of Fee (Completion) and HQ B‐2‐1105 Payments of Fee (Level of Effort).

Please verify that the fixed fee for both level of effort and completion orders will be paid to the contractor on a “hourly rate per man‐hour” basis. If the contract fee will be paid out on a man‐hour basis and the contractor would only be paid for hours performed under the task order, would the government consider removing the requirement for withholding of fixed fee in accordance with FAR 52.216‐8?

‐ Yes, it is hourly rate per man‐hour basis for completion. No, we will not remove FAR clause 52.216‐8.

4. The Factor 1, Facilities submittal requirements listed in the RFP Section L, page 119 are extensive. Will the

Government allow the information for facilities, shops, and equipment to be submitted as an attachment to the proposal and excluded from the maximum page count allowed?

‐ No.

5. Factor 2, Quality Assurance, RFP page 120, requires submission of a Quality Assurance Plan. Would the

Government consider the plan to be included as an attachment to the proposal and excluded from the page allocation?

6. Factor 3, Small Business Participation Commitment, RFP page 120. Would the Government allow the Small

Business Participation Commitment Document (SBPCD) – Attachment 4, and the subcontractor letters of commitment to be a separate attachment to the proposal and excluded from the page allocation?

N64498-18-R-0003

7. Will the Government exclude the Table of Contents from the overall page allocation?

‐ Yes.

8. The RFP requires that the proposed Senior Program Managers have a degree in Engineering or Naval

Architecture. Would the Government consider a B.S. degree in Business Administration coupled with an increased amount of directly relevant experience as an equivalent for this labor category?

‐ The solicitation is clear on its face.
