Questions
| Job Order Contract (JOC) Q&A | |||||
| Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) RFP Questions & Answers Round 2 | |||||
| RFP Section if Applicable | RFP Page Number | RFP Paragraph | Question | Answer | |
| 1 | 00 21 16 03 | 11 | 2 | In paragraph 2 “Offeror’s coefficient and pre-priced work” on page 11 a number of RS Means line items is listed, which are not to be included in the pre-priced costs, such as: construction management fees, contingencies, taxes, field personnel, insurance, main office expenses, general contractor’s mark-up, main office expenses, overhead, performance bond, field office expenses, etc. At the same time in the Exhibit K the following of the prohibited components are shown in the pre-priced costs: workers’ compensation insurance, project overhead pre-priced, average fixed labor overhead, material mark-up, equipment mark-up, profit, general and administrative. Please, clarify. | Paragraph 2 lists indirect costs associated with pre priced line items. The Exhibit K form that is included is an example form only and included examples of indirect costs associated with pre priced and non pre priced items. The comment that these are prohibited components is mistaken. These are allowable components associated with pre priced items (not the prepriced items themselves). |
| 2 | 00 21 16 03 | 12 | 3 | In paragraph 3 ”Non-pre-priced work” on page 12 it stated that “…If the value of non-pre- priced work exceeds 40% of the total Task Order cost it will NOT be considered incidental, and the project will not be executed under this contract…”. According to FAR requirements the value of non-pre-priced work under each task order must not exceed 10% of the total value of pre-priced work cost. Please, clarify. | The requirement being referenced is from the AFARS not the FAR. Does not apply since this is a NAVY requirement and not ARMY. Solicitation remains unchanged. |
| 3 | 00 73 01 | 85 | 5 | In Section 00 73 01 “Contract Type/Performance Special Contract Requirements”, paragraph 5. Superintendent, the following requirement is stated: “When any combination of Task Orders exceeds $2,000, a minimum of one full-time superintendent is required at that installation/Ordering Office. The superintendent shall be at the installation/Ordering Office at all times when work is being performed. When any individual Task Order exceeds $2,000, a full-time superintendent is required to be at the job site of that Task Order at all times, when work is being performed”. Please, clarify, if 2 (two) Superintendents are required during the simultaneous execution of multiple Task Orders: one in the Installing/Ordering office and one in the field. | Yes, two (2) Superintendents are required. One for each job site and one at the office that can cover multiple jobs at once. |
| 4 | The Updated Exhibit M is missing the line in the summary for the City Cost Index. The RFI answers also stated that the City Cost Index for Oxnard would be adjusted in the amended Exhibit M and that is not in there. | Updated Exibit M exludes a CCI line as each line item in the Pre-Priced section is adjusted to Oxnard (930) rather than the previous Exibit M which listed the National Average for each line item. Because each line item is taken straight from RS Means data for Oxnard (930) for 2023 Q1 there is no separate CCI line in the summary of prices. Note that "PREPRICED LINE ITEMS+ CCI" is the cost shown for each adjusted line item | |||
| 5 | Regarding the answers provided to RFI Questions 35 and 36 (Attachment 8). The Government's answers seem to indicate that if any additional square footages/linear foot figures are discovered they should be included as non pre-priced items in addition to the pre-priced quantities. Is this your intent? | This is correct for TO 0001; as there is no joint scoping for TO 0001 any quantity ("QTY#") discrepency should be added to non-pre-priced items. | |||
| 6 | What is the Government's goal for including Exhibit M? Is it to obtain a binding price on the seed project or to assure the Government that the contractor can put together a completed price proposal and that the contractor understands how the various components come together? | The purpose for Exhibit M is for evaluating the price proposal for each offeror; the contractors ability to correctly complete Exibit M will affect the price proposal which is evaluating "Factor 5 – Price - Based on Proposed Task Order 0001 (Exhibit M)" The price for the seed project is binding. | |||
| 7 | In Amendment 0001 of the Solicitation page 2 proposal requirements, Exhibit A (Offeror Team Composition form) is not included in the proposal submittal requirments. Did the Government intend to exclude this or was this an oversight? | Section L has been added to 00 21 16 02. | |||
| 8 | Would the Government consider extending the bid date? | No |
| CLARIFICATIONS |
| The response to the above RFI #4 mentions that CCI is now included for each line item for best price realization of individual line items. Where price summary mentions "PREPRICED LINE ITEMS+ CCI" the figure referencing is line 32 in Exhibit M. |
| Any further price and quantity discrepencies that the offeror has with the latest Exhibit M PREPRICED LINE ITEMS should be added to the NON PRE-PRICED ITEM DESCRIPTION SECTION in Exhibit M. |
