Executive Summary At the request of Black Gold Industries, Inc. (BGI), Environmental and Occupational Risk
Management, Inc. (EORM®) performed a lead paint survey of PH 1388 at Naval Base Ventura County
(NBVC) Port Hueneme, California. The survey consisted of a visual inspection for suspect LBP and
XRF testing of all identified suspect LBP materials. The lead paint survey was performed on June 23, 2014 by Mr. Tae Kim, California Department of Public Health (CDPH) Lead Project Monitor/Sampling
Technician #14512, under the direction of Mr. Anthony Price, CDPH Lead Inspector/Assessor
#11388. EORM’s findings and conclusions are included in this report.
Lead-Based Paint and Lead-Containing Paint For the purposes of this survey, any coating found to have a lead concentration greater than
1.0 milligrams per square centimeter (mg/cm2), as determined by XRF testing, is considered to be
LBP and any coating having a lead concentration greater than 0.0 mg/cm2, but less than or equal to
1.0 mg/cm2 as determined by XRF testing is considered to be LCP.
In addition, for purposes of this survey, any coating found to have a lead concentration equal to or greater than 5,000 milligrams of lead per kilogram of coating (PPM) or 0.5% lead by weight.
While XRF findings can be used to state that lead is present in a coated surface, they cannot be used to state that no lead is present in a coated surface. Federal and Cal OSHA only accept chip sample analysis for a negative lead determination. Please see Section 1.0 for a more in-depth discussion of these matters.
X-Ray Fluorescence Testing XRF testing was performed on suspected LCP/coated surfaces in the interior and exterior of the
Subject Site building to determine if the suspect coatings contained lead in concentrations greater than the survey standard of 1.0 mg/cm2. The XRF testing was performed on-site using a portable
Niton XRF spectrum analyzer with the capability to measure lead content in dry paint films in the range of 0.0 to 50 mg/cm2.
Paint Chip Sampling In addition, EORM collected paint chip samples to clarify the lead concentrations of coatings that did not meet the LBP criteria by XRF testing, but whose XRF results were close enough to the criteria that analytical clarification was required. EORM collected a total of three (3) paint chip samples during the survey. A listing of locations and results is included in the Findings and Recommendations section of this report.
14-0796 BGI NBVC PH 1388 (TO#0023) Lead Report 071514: Executive Summary
The collected paint chip samples were analyzed for total lead by Flame Atomic Absorption
Spectroscopy (FAAS) in accordance with EPA Method 7420. The paint chip samples were analyzed by
Forensic Analytical Laboratories (Forensic) located in Compton, California. Forensic is accredited by the American Industrial Hygiene Association (ID # 101629) to perform lead analysis on paint chip samples via EPA Method 7420.
Findings
Lead-Based Paint by XRF and FAAS The following building components were found to have coatings with lead concentrations in excess of 1.0 mg/cm2 as determined by XRF testing or greater than 0.5 percent by weight as determined by FAAS:
• Beige stucco paint located in throughout the exterior and upper roof areas , present throughout the building, and containing 1.8 mg/cm² of lead. This material was found to be intact at the time of the survey.
• Yellow floor striping located in the cooling tower area, comprising approximately 10 linear feet and containing 2.0 mg/cm² of lead. This material was found to be intact at the time of the survey.
• Yellow metal support columns for pipes in the second level mechanical room and the cooling tower area, comprising up to 30 columns and containing up to 3.9 mg/cm² of lead. This material was found to be intact at the time of the survey.
Any materials found to be in a peeling condition should be stabilized in order to prevent further deterioration. Efforts should be made to keep all other materials in an intact condition.
Lead-Containing Paint by XRF and FAAS The survey found LCP which may be disturbed during renovations. A listing of the LCP is included in the Findings and Recommendations section of this report.
14-0796 BGI NBVC PH 1388 (TO#0023) Lead Report 071514: Executive Summary
Introduction At the request of BGI, EORM performed a lead paint survey of PH1388 at NBVC Port Hueneme, California (Subject Site).
The purpose of EORM’s work was to evaluate the presence, extent and condition of LBP and LCP at the Subject Site in support of the demolition/renovation activities at the Subject Site.
The Lead Paint Survey was performed on June 23, 2014 by Mr. Tae Kim, CDPH Lead Project
Monitor/Sampling Technician #14512, under the direction of Mr. Anthony Price, CDPH Lead
Inspector/Assessor #11388. The lead paint survey included the following scope of work:
• Conduct a visual inspection of the Subject Site to identify suspected LBP
• Test all suspect paint by XRF
• Limited sampling of suspect paint chips for analysis by Flame Atomic Absorption
Spectroscopy (FAAS)
• Assess the condition of all identified LBP
• Identify any potential health hazards associated with identified LBP
• Prepare a written report containing EORM’s findings, conclusions and recommendations
• Prepare single-line floor plans to indicate locations of the identified LBP
Lead Based Paint and Lead Containing Paint According to the U.S. Department of Housing and Urban Development’s (HUD) Guideline Document
Lead-Based Paint: Guidelines for Hazard Evaluation and Control of Lead-Based Paint Hazards in
Housing, published in the Federal Register, June 1995, coatings that are found to have a lead concentration of at least 1.0 milligram per square centimeter (mg/cm2) are considered to be LBP. It should be noted however, that other jurisdictions and agencies define LBP in different ways.
For instance, concentrations of lead greater than 0.7 mg/cm2 are considered to be LBP by the Los
Angeles County Department of Health Services. In addition, any interior or exterior residential paints that have lead concentrations greater than 600 parts per million (0.06 percent) are considered to be LBP by both the Consumer Products Safety Commission and the Los Angeles
County Department of Health Services.
For the purposes of this survey, any coating found to have a lead concentration greater than 1.0 mg/cm2 as determined by XRF testing or a lead concentration greater than 5,000 parts per million
(ppm) or 0.5% by weight as determined by analysis, is considered to be LBP. However, any material containing any detectable concentration of lead is subject to federal OSHA’s Lead
Exposure in Construction Rule (29CFR Part 1926) and Cal/OSHA’s Lead Exposure in Construction
Rule (Title 8 CCR 1532.1). Any work that disturbs surfaces containing any detectable concentration of lead must be performed in accordance with these and any other applicable standards. Further, neither federal OSHA nor Cal OSHA will accept XRF testing methodology in determining negative
14-0796 BGI NBVC PH 1388 (TO#0023) Lead Report 071514: Introduction findings for lead content in painted surfaces. While XRF findings can be used to state that lead is present in a coated surface, they cannot be used to state that no lead is present in a coated surface.
Federal and Cal OSHA only accept chip sample analysis for a negative lead determination.
Any coatings encountered during the renovation project that were not sampled during the survey should be assumed to be LBP until such time as testing proves otherwise. Should the work require the disturbance of these materials, the consultant shall be notified.
Any disturbance of LBP must be performed by properly trained and qualified personnel. Lead disturbance activities should employ state-of-the-art techniques and be performed in accordance with all applicable local, State, and federal laws and regulations.
14-0796 BGI NBVC PH 1388 (TO#0023) Lead Report 071514: Introduction
Lead Survey and Sampling
Methodology
Inspection Procedures – General The Subject Site building was surveyed for the presence of suspected lead based paints and coatings.
Painted/coated components with identical color, appearance, texture and date of installation are grouped together for purposes of testing.
The basic assumptions underlying the inspection process approach are that, first, a building was uniformly painted at the time of construction and second, that its subsequent painting history is random. The first assumption implies that if LBP was used in the initial painting, it will be pervasive throughout the project, and will be fairly easy to detect. Even in this scenario, however, LBP will most likely be found on certain building components (e.g., steel window and door-frames) or in certain rooms (e.g., kitchens and bathrooms). If LBP is present in a random way, due to repainting as part of a remodeling project, it will be much more difficult to detect. In extreme cases, nothing short of 100% testing can assure detection of small amounts of random contamination. Since this is not practical, the general sampling scheme presented here concentrates on reducing the chance of missing random contamination to an acceptably low level. The scheme is expected to be very effective in detecting contamination caused by an initial complete painting of selected parts of the building with LBP.
X-Ray Fluorescence Testing XRF testing was performed on suspected lead-containing painted/coated surfaces in the interior and exterior of the Subject Site building to determine if the suspect coatings contained lead in concentrations greater than the survey standard of 1.0 mg/cm2. The XRF testing was performed onsite using a portable Niton XRF spectrum analyzer with the capability to measure lead content in dry paint films in the range of 0 to 50 mg/cm2.
The collected paint chip samples were analyzed for total lead by Flame Atomic
Absorption Spectroscopy (FAAS) in accordance with EPA Method 7420. The paint chip samples were analyzed by Forensic Analytical Laboratories (Forensic) located in Compton California. Forensic is accredited by American Industrial Hygiene (ID # 101629) to perform lead analysis on paint chip samples via EPA Method 7420.

Recommendations for Handling LBP and LCP EORM recommends that any disturbance of the identified LBP and LCP be performed in accordance with all federal, State, and local regulations dealing with disturbance of lead containing materials.
EORM recommends that all materials found to be in a peeling condition be stabilized in order to prevent further deterioration.
14-0796 BGI NBVC PH 1388 (TO#0023) Lead Report 071514: Findings and Recommendations 15
Any material containing any detectable level of lead is subject to both federal OSHA’s Lead Exposure in Construction Rule (29 CFR Part 1926.62) and Cal-OSHA lead regulations (Title 8, Section 1532.1 of the California Code of Regulations) for lead exposure and worker protection requirements. Any work that disturbs these materials must be performed in accordance with these and any other applicable standards.
EORM recommends that all work activities with the potential for disturbing identified LBP/LCP be performed by a licensed and registered lead abatement contractor, using properly trained and certified personnel and state-of-the-art techniques.
Health Effects The severity of the health effects from lead contamination is only now being fully realized. Lead in the body can cause serious damage to the central and peripheral nervous system, the cardiovascular system, and the kidneys. Children are especially vulnerable and susceptible to lead poisoning. Even low levels, persisting during childhood, are known to slow a child’s normal development and cause learning and behavioral problems. The Agency for Toxic Substances and Disease Registry (ATSDR), as well as numerous other investigators, reports long-lasting impacts on intelligence, motor control, hearing, and emotional development of children who have concentrations of lead in their body that are is associated with obvious symptoms.

Confidentiality and Limitations This report was prepared for the sole use of BGI and NBVC, the only intended beneficiaries of our work. No other party should rely on the information contained herein without prior written consent of EORM, NBVC, and the Client. EORM understands that our services to the Client are to be held in strict confidence. EORM will not discuss or disclose any information about our services to any third party without the Client’s consent.
This survey was planned and implemented on the basis of a mutually agreed scope of work. The survey was conducted in conformance with generally accepted current standards for identifying and evaluating lead-based paint in building materials. EORM uses only qualified professionals to perform building surveys; reasonable effort was made to survey accessible suspect materials. Additional suspect but un-sampled materials could be located between walls, in voids, or in other inaccessible areas; caution should be exercised regarding these areas. EORM cannot warrant that these buildings do not contain lead in locations other than those noted in this report.
EORM’s assessment of the risk of exposure to lead dust followed generally accepted protocols and is based on conditions at the time of the survey. EORM is not responsible for changes in conditions or accepted protocols subsequent to our site visit.
