PRE-PROPOSAL QUESTIONS & ANSWERS
INDO-PACIFIC MULTIPLE AWARD CONSTRUCTION CONTRACT FOR PROJECTS IN
THE NAVFAC PACIFIC AREA OF OPERATIONS
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
70. SEED PROJECT: Part 4 / B20 Exterior Enclosure / B2010 Exterior Walls / 3. Exterior Wall Backup Construction / Page 4 of 21, Exterior Wall Backup Construction
Part 4 B2010 Exterior Walls paragraph 3 indicates that an exterior wall backup construction is needed for the exterior walls, which we interpret as 2-wythe wall construction is required to meet Part 4.
Our understanding is that above-grade walls do not require insulation in hot-humid locations;
hence, a cavity wall is unnecessary.
Since the project is in a hot-humid environment, please confirm that a 2-wythe concrete masonry unit wall is not needed, and a single solid grouted reinforced concrete masonry unit with a continuous air barrier system should suffice.
This facility required ABA/ ADA Compliant
ANTI-TERRORISM_ What is the required Level protection?
ANSWER: Designer of Record (DOR) is responsible for final design complying with the requirements of RFP Part 3, B20 and RFP Part 4, B2010.
Follow the requirements of the UFC 1-201-01 for anti-terrorism level of protection.
71. SEED PROJECT: Part 4 / B30 Roofing / B3010 Roof Coverings/ g / Page 6 of 21
Please confirm that the building is to be classified as Risk Category II for the Structural Design to withstand wind and seismic loads.
ANSWER: Confirmed, building is to be classified as Risk Category II. However, in case of conflict with the National Structural Code of the Philippines (NSCP) with regards to the design to withstand wind and seismic loads, the more stringent requirement(s) must be followed.
72. SEED PROJECT: Part 3 / 4.2 Building Requirements / No. 17 / Page 5 of 16, Building Requirements
This section requires for a drainage plan to be designed and constructed to accommodate a 10-year storm.
We need to determine what is the total rainfall over 24 hours for a 10-year storm rainfall event in Isabela, Philippines?
ANSWER: Refer to data provided in RFP Part 6, Figure 11 (Operational Climatic Data
Summary).
73. SEED PROJECT: Part 4 / B30 Roofing / B3010 Roof Coverings/ g / Page 6 of 21 We request further clarification regarding the design wind speed. Section B3010.g of the RFP specified a 112mph design wind speed for the roof. Response 48 in Notice No. 4 specified 151mph based on Clark AFB, which lies about 160 miles to the southwest of the project site. The National Structural Code of the Philippines, 7th Edition, printed in 2015, specifies 187mph for the project site (note that the Risk Category is assumed to be III/IV/V which, for the NSCP is equivalent to Risk Category II per ASCE 7-16).
In light of the higher design wind speed required by the NSCP, we ask for confirmation that the lower design wind speed of 151mph per Notice No. 4 is to be used.
Please refer to the attached Annex A
ANSWER: The more stringent requirement must be followed.
74. SEED PROJECT: Part 3 / D20 Plumbing / D2010 Plumbing Fixtures / D201003 Lavatories / Page 13 of 16, Plumbing; Hot Water Service

• Does this RFP require hot water service?
• Are there specific service requirements or application if hot water service is required?
ANSWER: Comply with the RFP requirement(s).
75. SEED PROJECT: Part / 4. Project Requirements / 4.3 Latrines / Page 5 of 16 Latrines
References:
• RFPN6274224R1328+IMACC (1)
• UFC 1-201-01 Non-Permanent DOD Facilities in Support of Military Operations
The referenced drawings do not show location(s) of the latrines or the number of latrines required. Please provide details to establish design assumptions.
ANSWER: Refer to RFP Part 6, Figure 8 (Conceptual Floor Plans) for locations of latrines.
DOR shall determine the number of latrines required for 100 building occupants.
76. SEED PROJECT Mechanical / Electrical Room
• RFPN6274224R1328+IMACC (1)

79. 24R1328_Note2.pdf, pg2, PPQ #4 24R1328_Note3.pdf, pg2, PPQ #28 RFPN6274224R1328_IMACC.pdf, pg160, Part 2, para. 8.1.c
FC 1-300-09N 17 May 2024, pg27, Registration, para. 2-5 FC 1-300-09N 17 May 2024, pg62, Bldg. Code, para. 7-6.2 FC 1-300-09N 17 May 2024, pg63, Life Safety Code, para. 7.6.3 FC 1-300-09N 17 May 2024, pg170, Code Compliance, para. 17-14.4
Clarification of PPQ #4 & #28 Responses.
PPQ #28 Question: "Is it mandatory to have licensed architects and engineers to be licensed in any of the 50 States in the US?"
PPQ #28 Response: "See response to no. 4."
PPQ #4 Response: "Document 00 73 00, Professional Registration for Designer-of-Record states “Professional Registration shall be recognized by the country where work will occur.”
The response to PPQ #4 seems to indicate that US Registered Architects and/or Professional Engineers are NOT required for this project.
However, RFP Part 2, Chapter 8.1.c Code Compliance Certification would seem to disagree.
Furthermore, FC-1-300-09N Chapter 2-5 Registration specifically requires US Registered
Architects and Professional Engineers. Chapter 2-5 Registration indicates "Develop foreign project documents under the direction of a Registered Architect or a Professional Engineer currently licensed by a United States state, commonwealth, or territory, the District of Columbia, or as permitted otherwise by the contract." FC 1-300-09N has several other requirements pertaining specifically to US Registered Architects or Professional Engineers. By eliminating the US Registered Architects or Professional Engineers requirement NAVFAC is essentially expecting the Host Nation Design Professionals to have the knowledge and expertise of the UFC and US Building Codes. See the following FC 1-300-09N Chapters in which knowledge of the UFC and US Building code would be needed, 7-6.2 Building Code Summary, 7-6.3 Life Safety Code Summary, 17-14.4 Code Compliance Certification.
Is it the intention of NAVFAC to override FC 1-300-09N and to NOT require US Registered Architects or Professional Engineers?
ANSWER: US Registered Architects/Engineers or Professional Registration of
Architects/Engineers recognized by the country where work will occur, is required.
80. 24R1328_Note2.pdf, pg2, PPQ #4 24R1328_Note3.pdf, pg2, PPQ #28

83. RFPN6274224R1328_IMACC.pdf, pgs201-202, Part 3, Chapter 6 - C1030 & C30 - RFP Part 3 - Chapter 6 has conflicting information in regard to the wall tile installation height.
C1030 indicates Toilet partitions shall have wall tiles from floor to 1.80 meters in height. C30 indicates Walls at latrines and toilets including compartments shall have floor to ceiling ceramic tiles. Please clarify the conflict.
ANSWER: Confirming that the ceramic wall tiles (40 cm. x 40 cm.) will be floor to ceiling in accordance with C3010. See Amendment No. 0005.
84. RFPN6274224R1328_IMACC.pdf, pg202, Part 3, Chapter 6 - C3020 - RFP Part 3 - Chapter 6 - C3020 calls out several bases for flooring, however does not specify a base for concrete flooring. Please confirm no base is required for areas with concrete flooring.
ANSWER: Designer of Record shall determine the appropriate base for the concrete flooring.
85. RFPN6274224R1328_IMACC.pdf, pg211, Part 4 - Chapter2 - B1010 indicates that the apron shall be supported by cantilevering the slab from the interior building slab or other suspended means of structural support. This is an unusual and more costly approach. Would a slab on grade apron be acceptable in lieu of a cantilevered slab or other suspended slab?
ANSWER: Comply with the requirement stated in the RFP document.

A significant amount of fill will be required for a slab on grade foundation. We have estimated 2,475 to 2,525 cubic meters of fill will be needed to prepare a pad for the slab on grade foundation. Note this estimation is based on the top of slab being 0.15m above existing grade of the road elevation. See the sketch to the right, showing the existing sloped site and fill material needed for slab on grade foundation.
Please confirm it is NAVFAC's expectation that the contractor to provide the necessary fill (approximately 2,525 cubic meters) for a slab on grade foundation.

125. Document 00 22 00 paragraph 2.2 (a) (1) and sub-paragraphs:
Will the government please consider expanding the recency criterion for this requirement to “within the past 15 years”? Because of the wide geographic coverage, including only “countries outside of the United States” (which excludes a number of locations that are outside of the United States), and very specific project experience types, all combined with the relative small number of contracting opportunities that meet these parameters in the last 7 years, the Government will see increased competition by allowing many highly qualified firms with ample relevant experience to submit project experience completed in the past 15 years.
ANSWER: See Amendment No. 0001, which revised the 7 years to 10 years.
126. Document 00 21 16 paragraph 1.2 (a) (1): Due to the logistical and potential timing considerations inherent to delivering parcels to Hawaii, will the Government please consider allowing initial submittal of proposals via DOD SAFE to be followed by delivery of hard copies with CDs 5 or 10 business days of the electronic submission, according to the same or similar instructions used with other RFPs?
Example: PRICE AND TECHNICAL PROPOSALS (PAPER): Paper copies of the proposals shall be submitted in accordance with Paragraph 1.1, Number of Copies/Time of Receipt, within five (5) (or ten (10)) business days of the electronic proposal submission. The offeror is responsible for ensuring that the electronic proposal and the paper copies are identical. Should there be a discrepancy between the electronic proposal and the paper proposal, the electronic proposal shall govern.
127. Part 3, Section 3.1, Existing Site Conditions states "Haul Route to the site includes passing by a bridge with maximum capacity of 10 tons only.
Is the only allowable haul route to the project site over the bridge with the 10 ton limit or is there another route to the project site?
ANSWER: Only route to project site is over existing bridge with 10 ton maximum capacity.
128. Part 3, Section 4.9 of the RFP (page 8 of 16) indicates to provide a carved black granite plaque as per photo in Part 6. Please provide the photo of the plaque as it was not included in Part 6.
ANSWER: Amendment No. 0007 adds FIGURE 12: Example Project Plaque.
129. Part 3, Section 4.2.2 of the RFP indicates that the building’s finished floor shall be higher than the elevation of the ground around the building by about 30 cm. Since the location of the building is in a depressed area that is considerably lower than the existing adjacent road, please confirm that the new building is to be 30 cm higher than the ground within the new perimeter fence around the existing elevation, and not raised to be 30 cm higher than the existing gravel road. This will result in the new access road having a considerable slope when entering and exiting the new parking lot.
ANSWER: See response to question no. 88.
130. Part 3, Section 4.2.1 indicates that the Fusion Center shall be a reinforced concrete single-story building, while Chapter 6, Section B2010 indicates that the exterior wall systems shall be solid reinforced concrete masonry. Please clarify if the new structure is to be reinforced concrete or may be reinforced concrete masonry.
ANSWER: Solid reinforced concrete masonry exterior wall system is the minimum requirement.
131. Part 3, Section B2010 indicates the exterior walls of the structure to be painted on the interior and exterior, while Part 4, Section B2010 lists a Stucco finish for the exterior walls.
Please confirm that Part 3 takes precedence and that the exterior walls are only to be painted.
ANSWER: Part 3 takes precedence.
132. Part 3, Section 4.8 refers to an Order of Precedence paragraph in Part 1, however, the paragraph was not included in Part 1. Please provide the Order of Precedence regarding conflicts within the RFP.
ANSWER: See revisions to Part 1, Document 00 73 00, of Amendment No. 0006.
133. At the site visit, the approximate location of the Fusion Center perimeter was demarcated by a rope that wrapped around the trees in the area. The existing grade just outside the perimeter appeared to slope down considerably on the left and back sides. Please clarify if the location of the Fusion Center may be shifted to avoid these sloping areas and the need for retaining walls.
ANSWER: The area marked by the rope was to indicate the proposed building orientation and general facility layout. The rope was not dimensioned or to scale. See also answer to question no. 88
134. In order to properly evaluate the conditions after the site visit and to facilitate more accurate pricing for the Government, please advise if the proposal deadline may be extended by at least three weeks.
ANSWER: See Amendment 0006.
135. Because no preliminary geotechnical information is available for the site, please advise if the as-built drawings for the neighboring buildings may be provided as it may offer some insight to the existing soil conditions. Please also advise if an assumed bearing pressure may be provided for bidding purposes.
ANSWER: No as-built drawings available.
136. General – Is a contractor allowed to bid as a Prime on one bid and a Teaming Partner on a different bid?
ANSWER: The Prime contractor determines what's best for its teaming arrangement and what will meet the requirements of the RFP.
137. General – Is a contractor allowed to bid as a Teaming Partner on multiple bids?
ANSWER: Contractors determine what's best and meets the requirements of the RFP.
138. Existing Conditions, Part 3, Page 3 of 16
In accordance with Part 3 of the RFP, the haul route to the site involves passing over a bridge with a maximum capacity of 10 tons. Would the government be open to considering improvements to the current access concrete bridge as part of the scope of work? The 10-ton loading capacity does not seem practical for transporting materials such as ready-mix concrete, fabricated steel framing materials, cement, and aggregates, even when using delivery trucks with an approximate weight of up to 6 tons. Please advise.
ANSWER: The Contractor will be responsible for the required logistics to successfully complete the contract. Funding for bridge improvements are not included in the current Government cost estimate.
139. Existing Conditions of Water Tank
During the site visit, we observed a deep swale on the left side of the property, specifically in the area designated for the water tank. Please confirm whether a reinforced concrete retaining wall is required in this area to support the backfilling and foundation of the new water tank?
ANSWER: See response to question no. 88.
140. Part 3 and Part 4, In sections 3 and 4 of the RFP, it is stated that before backfilling work can begin, a minimum of
1.5 meters from the existing grade must be cleared and grubbed, and an adequate concrete foundation for the new building must be provided. Without a Geo Soil Report and Recommendation during the bid, it is not feasible to determine the required foundation. For example, if the subgrade is too soft or weak to support the new building's loads, pile support for the concrete foundation will be necessary. Can the Government make an assumption for bidding purposes that all bidders can use as a basis for their estimate, to ensure everyone is on the same page? Otherwise, the scope of work for the building foundation presents significant risks for both the Government and the contractor.
ANSWER: See RFP Part 3, 3.2 SITE DEVELOPMENT.
141. Part 3 – Page 9 of 16 B201003, Insulation and Vapor Retarder
Provide a continuous air barrier to control air leakage into and out of conditional spaces. The air barrier must encompass all elements of the facility that are exposed to outside environment or outside environmental conditions such as roofs, walls, floors and compartmentalized unconditioned portions of the facility such as garages, and negatively pressurized spaces.
Permanently seal penetrations through the air barrier, joints in the air barrier, adjoining construction, transitions to different air barriers materials.
The current building roofing requirements involve preformed metal roofing with steel framing support on top of wall and roof beams, and a spandrel system for the roof eaves with a tongue and groove joint. However, this setup allows outside air to enter the joints of the spandrel roof eave ceiling and the gaps between the metal roofing and the top of the wall/roof beams. This makes it difficult to meet the requirements outlined in the statement of work (SOW). Will the government consider the application of joint sealant using approved materials and/or spray foam insulation with an R-19 value as an alternative to unfaced batt insulation. Please advise.
Additionally, please confirm the following regarding the building air barrier:
Does the exterior walls require an air barrier prior to application of finish paint. Please confirm.
Does the underside of preformed metal roofing require to apply air barrier prior to installation of roof insulation? Please confirm.
Do building barrier systems require testing by a licensed third party? Please confirm.
ANSWER: RFP remains unchanged. Designer of Record to design and determine the minimum air barrier installation and performance requirements based on the local environments and building construction system.
142. The current four-week timeline from the site visit to the deadline is insufficient for local contractors and suppliers within the local region of the host nation to effectively participate. We request the government to consider extending the deadline by four weeks from the original submission date. This extension would allow prime contractors to maximize the involvement of local contractors and suppliers in the region in the bidding process and ensure that their proposals include quality and materials of equivalent standards pertaining both U.S. and host nation's requirements.
ANSWER: See Amendment 0006.
143. NIST SP 800-171 DoD Assessment
After completing the Basic NIST SP 800-171 DoD Assessment and that the host nation subcontractor does not meet minimum requirements, will there be a need for the subcontractor to meet the minimum requirements during the project duration of the seed project or any task order that may result from this contract in the next eight years. Please advise.
