About this file

This document is a Notice that provides Questions and Answers related to RFP N62742-24-R-1328 for an Indo-Pacific Multiple Award Construction Contract (MACC) to support the Pacific Deterrence Initiative program with various construction projects in the NAVFAC Pacific area of operations.

The RFP remains unchanged despite requests for proposal deadline extensions due to the impact of Typhoon Enteng in the Philippines and the complexity of the design-build nature of the Seed Project. The MACC will encompass a wide range of design-build construction projects that may include new facilities, repair/renovation, and upgrades to various facility types. The selected contractors will be responsible for all labor, supervision, engineering, design, materials, and other services to perform the work. This MACC will be initiated through competed task orders among the MACC holders.

PRE-PROPOSAL QUESTIONS & ANSWERS

INDO-PACIFIC MULTIPLE AWARD CONSTRUCTION CONTRACT FOR PROJECTS IN

THE NAVFAC PACIFIC AREA OF OPERATIONS

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

199. Regarding Document 00 22 00 Factor 2 –Past Performance, (a) Solicitation Submittal Requirements: ” PPQs shall be completed and signed by the contracting agent and/or their representative responsible for construction contract administration. The Offeror shall provide completed PPQs in the proposal.”

One of the international clients for a design project we plan to feature, due to their internal policy, is not permitted to complete a PPQ. May we provide in lieu of the questionnaire a letter from the client confirming that we completed the project successfully?

ANSWER: RFP remains unchanged.

200. Request an extension for submitting our proposal for the project, considering the new RFI responses and submission method. Could you please grant us additional time?

ANSWER: RFP remains unchanged.

201. Typhoon Enteng

Work has been suspended in Metro Manila and other Northern provinces in the Philippines due to Typhoon Enteng (Yagi), which is still expected to intensify. This has significantly affected Philippines subcontractors and suppliers. We would like to request for the deadline to be extended for three weeks to allow for Philippines subcontractors and suppliers to reconvene work and recover from the typhoon.

ANSWER: RFP remains unchanged.

202. With regard to the subject RFP of which proposals are due next Tuesday, 10 September 2024 and in receipt of Notice No. 10 dated 3 September 2024, we would like to echo the sentiments of other competitors and kindly request the government’s consideration of extending the bid due date. While an extension of at least one (1) week to Tuesday, September 17, 2024 would be appreciated, we would be grateful for any amount of time extension you are able to provide. As other offerors have mentioned, additional time is requested given the complexity of the overall contract and the organization of partnerships/teamings that may be involved to offer the government and the contract a suitable MACC contractor team, as well as due to the design-build nature of the Seed Project, which requires more time to coordinate design and ultimately pricing from subcontractors than a traditional design-bid-build project. If an extension is provided, please know that this will ensure that the government receives both complete and competitive offers from all interested offerors.

ANSWER: RFP remains unchanged.
