PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-24-R-1312

FY24 MCON P-406 RECREATION CENTER,

US NAVSUPPACT MCB GUAM, FINEGAYAN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

NOTICE NO. 6

26. Section 01 30 02. 00 20, Page 1 Para. 1.2 General Requirements, 3rd Paragraph states below:

Fixed furnishings (items that are fixed to the structures), such as drying cages, weapon racks, motorized projection screens, window coverings and lockers are not considered FF&E and are part of the construction contract, Structural Interior Design (SID).

Please clarify if the Drying Cages, Weapon Racks and Lockers included as part of Contractor Furnished Contractor Installed (OFOI) Items. If included please provide drawings, specifications, and quantities, on that way we can sort out the material/equipment price for these 3-items.

ANSWER: Section 01 30 02. 00 20, Page 1 Para. 1.2 General Requirements, 3rd Paragraph, provides examples of fixed furnishings. Fixed furnishings such as Drying Cages, Weapon Racks, and Lockers are not part of the project. However, other fixed furnishing are part of the contract and the KTR is responsible for referencing the RFP to identify these items.

27. Sheet B-002 indicates that the soil borings were furnished for the convenience of the bidder and that the bidder is responsible for all assumptions, deductions or conclusions. Please confirm that since this is a design/bid/build project that the Government is ultimately responsible and not the bidder and as a result, unforeseen conditions that are discovered are to be considered a change condition

ANSWER: Confirmed, project is Design-Bid-Build. However, as noted on Sheet B-002, “No assurance is given that the subsurface or groundwater conditions shown on the boring logs are representative of the conditions to be encountered during construction. The bidder is solely responsible for all assumptions, deductions, or conclusions which he may which he may make or derive from his examination of the subsurface information and data furnished herein.” A claim of differing site conditions will comply with RFP Document 007000, FAR 52.236-2 Differing Site Conditions.

28. Please confirm the duration assumed in the schedule for EPA approval. It has been our experience that the process of obtaining an EPA permit has been taking approximately 6 months to obtain. Please confirm that the project duration will be extended as needed based upon delays in obtaining the permit, since this is not in the contractor’s control.

ANSWER: The RFP has been shared with Guam EPA to assist the project in permit approval efficiency. The Contractor is still responsible for obtaining any and all permits related to this project within the duration specified in the RFP Document 007000, FAR 52.211-10 Commencement, Prosecution, and Completion of Work. The RFP remains unchanged.

29. Please confirm if the government will agree to add an economic price adjustment factor for material or other costs, if excessive inflation impacts the costs on the project. This will assist the bidders in providing the most competitive price to the Government.

ANSWER: The RFP remains unchanged.

30. Costs for Builders Risk insurance is becoming more and more costly and harder to acquire. We would like to ask if the government would be interested in self-insuring for a portion or of or for the cost of natural or war-time disasters. This will help bring down the cost of the project for the government.

ANSWER: The Government will not provide a program of self-insurance. The RFP remains unchanged.
