ANSWER: A-203 will be revised in Amendment 0002 to show the location of the building signage.

31. Detail A3/S-400 shows that the ground elevation outside of the mechanical yard is the same as the finish floor elevation. This conflicts with Detail A3/A-401. Please advise on which drawing takes precedence. This conflict also exists between the typical exterior precast wall section shown in Detail A1 on Sheet S-504 and the wall section details A1 and A3 on Sheet A-

311. This would slightly affect the amount of exposed concrete that would require EX-1 coating.

ANSWER: Refer to CG101 for the site grading; finish grade varies per CG101.

32. The exterior finish schedule on Sheets A-201 through A-203 say that EX-1 is to be applied on the mechanical yard gate, but this is not called out on callout 410 on Sheet A-401. Please confirm that this chain link gate does not require elastomeric paint.

ANSWER: The chain link gate does not require elastomeric paint. Gate will be removed from EX-1 of Exterior Finish Schedule on Sheets A-201 through A-203 in Amendment 0002.

33. Details A1-C1, A2-C2, A3-C3, and A5-C5 for the sill, jamb, and head for doors, rollup doors, windows, and louvers, respectively, either show that the elastomeric coating is not applied around the entire opening (in the case of doors, windows, and louvers), or show that this coating is applied around the entire opening and on the other side of the wall as well (in the case of the rollup doors). These details contrast with Details A3 and C3 for the precast openings for the louver and window, which show that the coating is applied around the entire opening. No similar detail is provided for the doors and rollup doors. Please advise on the extent of elastomeric coating to be applied at openings.

ANSWER: The extent of elastomeric coating, EX-1 is indicated in dashed lines which extend to the outside face of the sill, jamb, and head for doors, rollup doors, windows, and louvers.

34. No detail is provided for the openings for the mechanical equipment (supply fans) shown on the elevation views on Sheet A-203 (callout #228) or the overall roof plan on Sheet AE131 (callout #212). While a detail was provided for this on Sheet C1/M-501, this detail does not state anything about elastomeric coating EX-1 being applied. Please advise if the EX-1 coating needs to be applied around the perimeter of these openings.

ANSWER: Extend elastomeric coating, EX-1 around the perimeter of openings to the outside face of damper shown detail C1/M-501. Keynote 228 will add this note in Amendment 0002.

35. Specification Section 07 57 12 – Liquid Applied Elastomeric Silicone Wall Coating, Paragraph 3.5.4 states that the elastomeric coating to be applied on exterior concrete/CMU is to have a 60 mil DFT with 20 mils for each of the 3 coats. This conflicts with Specification Section 09 90 00 – Paints and Coatings, Paragraph 3.11.1, which states that the system DFT is only 16 mils on both new concrete and CMU. Please provide the correct DFT.

ANSWER: Follow Specification Section 07 57 12, paragraph 3.5.4,which states that the elastomeric coating to be applied on exterior concrete/CMU is to have a 60 mil DFT with 20 mils for each of the 3 coats.

36. The Division 4: Exterior Concrete Masonry Units Paint Table in Paragraph 3.11.1 of Specification Section 09 90 00 – Paints and Coatings lists new concrete masonry on uncoated surface receiving either latex or an elastomeric coating. It is understood based on the plans that all CMU is to receive elastomeric coating. Please advise if this is correct.

ANSWER: That is correct, all CMU is to receive elastomeric coating.

37. No manufacturers are listed on the exterior finish schedule on Sheets A-201 through A-203.

43. Please advise on what precast wall detail should be followed on the foundation plan – Area A (SB102) for the precast wall that runs along Gridline E between Gridlines 1 and 2. It is presumed that a detail similar to C2/S-505 is to be followed, but with a wider 10’-0” footing. If so, please advise if only one rebar dowel needs to be provided to connect to the foundation per detail C2, or if an additional #4 dowel with a coupler needs to be provided similar to Detail A1, Sheet S-504.

ANSWER: See Detail B1/S-504.

NOTICE NO. 2

44. Section 32 12 13 paras 2.1.1 and 2.2.2 Emulsified Asphalt The specified emulsified asphalt is type SS-1, which, when combined with Guam water, causes the emulsion to de-emulsify and coagulate in the distributor truck preventing application. We propose to use CSS-1h conforming to ASTM D977 and D2397 for both prime and tack coat, which is used for all paving jobs in Guam.

Please confirm CSS-1h is acceptable.

ANSWER: Refer to B3/M-501 for the fire rated precast wall penetration. CSS-1h is acceptable and will be included in Amendment 0002.

45. Section 32 12 16 para 2.2.4 Table 4 HMA Aggregate Gradation The paving subcontractor on Guam’s current job-mix formula does not meet the gradation range of the ¾ inch sieve in Table 4. The JMF that has been accepted on all current Air Force and Navy projects on Guam has 100% passing the ¾ inch sieve, as specified in UFGS Section 32 12 15.13, revised November 2012. Please confirm this is acceptable.

ANSWER: Job mix with 100% passing ¾-inch sieve is acceptable and specification will be revised in Amendment 0002.

46. RFP Drawing CE101 Existing Drainpipe Removal Quantity Drawing sheet CE101, under Hazardous Material Demolition/Removal Notes, lists 550 linear feet of Asbestos Containing Drainpipe to remove. Our takeoff indicates a quantity less than 550 LF. Please confirm that the basis of bid shall be our takeoff quantity and not the 550 LF listed in the note.

ANSWER: Quantities/take-offs will not be provided.

47. Section 03 30 00 para 1.6.1.2 and Section 03 45 33 para 1.4.3 Concrete Mix Design Referenced paragraphs state to “Provide mix proportion data using at least three different water-cementitious ratios for each type of mixture, which produce a range of strength encompassing those required for each type of concrete required.”

We request to delete this requirement, as the maximum water-cementitious material ratio is specified in Section 03 30 00 para 2.5.1.

ANSWER: Follow the specification and provide mix data as indicated.

48. Section 03 30 00 para 2.3.3.1,c Natural Sand Requirement We request that the natural sand requirement be deleted, as no natural occurring sand is available for construction material on Guam. The sand used in all approved mix designs on Guam is mechanically produced.

ANSWER: Mechnically produced sand meeting the requirements of ASTM C33 may be used and specification will be revised in Amendment 0002.

49. RFP Drawing S-001, Concrete Note A.1 and A.2 Concrete Normal Weight The referenced notes call for Concrete Normal Weight of 150 PCF. Please confirm that there are no option year required as noted on page 12 of the plan, which has option item 1, and option item 2.

ANSWER: The Small Business Subcontracting Plan will be amended in Amendment 0002.

51. Please advise if Detail B2 on Sheet A-601 is also to be followed for all penetrations through the fire-rated precast wall between the fire pump room and the main warehouse, with fire-rated sealant being used instead.

ANSWER: Refer to B3/M-501 for the fire rated precast wall penetration.

52. Sheet SB102 calls out Details A1 and A3 on Sheet S-504 (both SIM) for the precast wall footings for the fire pump room. These details show that the footing width is 10’-0”. When scaled, this footing width is 4’-10”, which matches the width of the precast wall footing dividing the fire pump room from the equipment yard (Detail C2, Sheet S-505). Furthermore, it is assumed that the height of the footings should match, as the height on Details A1 and A3 (Sheet S-504) is 3’-0” and the height of the footing on Detail C2 is 2’-0”. Please confirm the correct widths and heights of these footings.

ANSWER: Refer to C2/S-505 for footing information where A1/S-504 SIM and A3/S-504 SIM are indicated on plans. A1/S-504 SIM and A3/S-504 SIM footings are to be 4’-10” wide x 2’-0” thick and with reinforcing as shown on C2/S-505.

53. The detail for additional rebar placement around a wall or slab opening (Detail B1, Sheet S-

502) says that this is for openings that are 3’-0” maximum in height and width. Please advise if any additional reinforcing is required by 3’-4” x 3’-4” supply fan openings as shown on Sheet S- 201.

ANSWER: B1/S-502 is to be used for supply fan openings and detail will be adjusted in a Amendment 0002.

54. Sheet A-602 shows that precast Panels H, J, L, and M, along with all other panels, have the bottom edge installed 1’-6” below the finish floor. This contrasts with Detail C2 on Sheet S-505, which shows that the distance between the top of the footing and the finish floor height is 1’-0”.

The section view on Sheet S-302 between Gridlines F and E shows that the spread footings around the fire pump room and equipment yard have the same height difference between the top of the footing and the top of the slab, agreeing with the architectural drawings. Please confirm that the distance between the top of the footing shown on Detail C2, Sheet S-505 should be 1’- 6”.

ANSWER: Distance from top of footing to top of slab on C2/S-505 should be 1’-6”. Drawing will be revised in Amendment 0002.

55. Callout 104 on Sheets SB102 through SB105 call for a 6” concrete stoop to be installed outside of all normal entry/exit doors. As no detail is provided for this in the structural or civil drawings, please advise if a thickened edge is required around the perimeter of the stoop, as this is typically required. If so, please provide detail for stoop.

ANSWER: A thickened edge is not needed for these stoops.

56. Please clarify where isolation joints are to be located around the precast concrete columns as the joints shown on Detail C1, Sheet S-505 and Detail A2, Sheet S-505 contradict one another. Is the intent of this design to have additional isolation joints around the column in the “diamond” shape as well as around the column perimeter?

ANSWER: If diamond block outs are not needed for erection sequencing, they can be omitted if additional bars are provided at reentrant corners around columns per A4/S-502.

57. Sheet E-401 shows that transformer T-1 is installed in the equipment yard (Room 103).

However, no equipment pad for the transformer is shown or called out on Sheet SB102 and no size is provided. Please provide size of equipment pad and confirm that Detail A2/Sheet S-501 is to be followed.

ANSWER: Pad is required and dimensions will vary based on provided transformer dimensions per detail A2/S-501. Basis of design assumes transformer is approximately 5’8” wide by 3’3” deep and housekeeping pad should extend 6” beyond footprint in all directions.

58. Sheet ES101, callout #104 calls for an equipment pad to be provided for the new 4-way switch installed in the new separate equipment yard (Room 104). This is not shown on the structural drawings. Please confirm if this needs to be provided and if so, what the size of the pad is and if Detail A2/Sheet S-501 is to be followed.

ANSWER: Pad is required and dimensions will vary based on provided transformer dimensions per detail A2/S-501. Basis of design assumes switch is approximately 6’-3” wide by 6’-3.75” deep and housekeeping pad should extend 6” beyond footprint in all directions.

59. Detail B2 on Sheet E-501 shows a different equipment pad detail compared to Detail A2/Sheet S-501, the latter of which is called out in the electrical drawings for the equipment pad for the new switch and transformer. Please confirm that the intent of this detail is to show the required grounding for electrical equipment and not necessarily to show the equipment pad detail compared to Detail A2/Sheet S-501.

ANSWER: Confirmed that this was the intent, however, the grounding detail based on surrounding area being concrete instead of porous soil will be revised in Amendment 0002.

60. Sheet SB102, callout #106 states to refer to detail B5/S-504 and the fire protection drawings for the diesel tank fuel curb. The extent of this curb isn’t very clear on the structural foundation plans or the fire protection drawings. Please provide locations of the curb.

ANSWER: Dimension of tank may vary, depending on manufacturer selection. Contractor to coordinate with tank supplies.

61. Details A3 and C3 on Sheet S-400 both show the concrete footing placed around the perimeter of both mechanical/electrical yards. No step footing is shown on the plans for either one of these, but the height difference between the top of the footing and the top of the finish floor/slab is shown as 1’-6” and 1’-0” respectively. It is believed that this should be 1’-6”, as this is what is used throughout the whole building. Please provide revised detail C3/S-400.

ANSWER: See response to Question 54 above.

62. Callout #219 on Sheets AE102 through AE105 state that the columns are cast-in-place and receive the EX-1 (exterior elastomeric paint) coating. It’s assumed that a mistake was made and that this callout should call for precast concrete columns as shown on the structural drawings, but it is not clear if this coating is required. Please confirm extent of elastomeric coating.

ANSWER: Keynote 219 will be revised to precast concrete in Amendment 0002, and no painting is required for interior columns in base bid.

63. Please advise if the stainless steel weatherhood shown on Detail C1/M-501 for the supply fans requires the EX-3 coating being applied on stainless steel downspouts and insulated overhead coiling doors.

ANSWER: The stainless steel weatherhood in detail C1/M-501 requires EX-5, Antique Linen.

64. Dwg S-002, Foundation Note L.3 Additional Excavation Quantity for Basis of Bid Foundation Note L.3 on S-002 states that over-excavation up to 2 feet within the planned building footprint, concrete walkways, and pavement areas may be necessary to achieve at least 95 percent MDD. As this may apply to most of the building foundation and pavement subgrade, the contingent excavation quantity arising therefrom could be substantial and have a significant monetary impact. The government have on occasion, where this condition applies incorporated a separate SLIN line item in the bid schedule with measured quantity to afford the offerors with a common basis of prices.

In the interests of uniformity, we respectfully ask the government to do the same on this occasion.

ANSWER: The over-excavation quantity that will require MEC shall be included in SLIN

0001AB.

File details come from the government source that posted it. Updated .
