ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30. Please be advised that further questions received after 29 November may not be answered.

NOTICE NO. 3

65. FP101 Fire Pump Tank Reference Drawings FP101 and FP502. Keynote 158/FP101 specifies minimum 70.4 gallon double walled diesel fuel storage tank, while Keynote 501/FP502 specifies minimum 60.5 gallon. Please clarify required minimum size of diesel fuel storage tank for the fire pump.

ANSWER: Based on expected fire pump BHP of 55 and NFPA 20 Sec. 11.4.1.3.1, minimum fuel storage tank capacity should be 60.5 gallons per Drawing FP502 Keynote 501. Drawing FP101 Keynote 158 was revised in Amendment 0003.

66. Roof Insulation AE121 Reflected ceiling plan AE121 and other details call for a polyurethane foam insulation with intumescent coating with R-13 rating to be provided. Typically, based on other Guam projects R38 is provided. Please confirm the insulation rating for this project.

ANSWER: This facility is not conditioned, and therefore, R-13 is required in accordance with ASHRAE 90.1 for Climate Zone 1A.

67. Reference to question and Answer #46 regarding Existing Drainpipe Removal Quantity.

a. Please identify in the plans (parking lot) the location of 550-lf of asbestos containing pipe to be demolished and provide elevation reference.

ANSWER: SoW as graphically delineated on CD101

68. Amendment 2 specification section 02 61 13 paragraph 1.2 state that “A soil screening survey was conducted in 2020” and that “The report is available upon request”. Kindly provide the copy of the report.

ANSWER: See response to RFI# 04 and revisions inAMD#002

69. Amendment 2 specification section 02 61 13 paragraph 1.2.3.1 PIS Disposal states that there is no local disposal option for PIS exceeding the ESL for unrestricted land use other than the mainland U.S. but does not mention about the cost to dispose. Please confirm that the cost of disposal if required shall not be included in the bid and it will be subject to change order.

ANSWER: See response to RFI# 08 and revisions in AMD# 002

70. Amendment 2 specification section 02 82 00 paragraph 1.3.1 asbestos work includes the demolition and removal, disposal, encapsulation, or abandon-in-place. Please confirm if the intent is to remove and dispose the asbestos containing material.

71. Please provide the “Hazardous material Susrvey for FY21 Milcon project AJJY16300 APSI Airfield Damage Repair Warehouse, Andersen Air Force Base, Guam, dated 18 February 2020, prepared by Myounghee Noh & Associates, L.L.C” as mentioned in the specification as attachment to specification section 02 82 00

72. Drawing CE001 hazardous material demolition/removal note D.2 states that reportable PCB were found on the exposed transformer pad.

a. Please confirm if contractor is to assume number of additional concrete sampling and testing including volume of PCB contaminated concrete debris for disposal to be included in pricing.

b. Please confirm if sampling and testing of soil around the pad is required and if cost of disposal locally of contaminated soil should be included in pricing.

ANSWER:

a) Sampling should be conducted for disposal purposes, however, assume that the demolished concrete debris will be less than 2ppm of PCB and can be disposed of at a local facility.

b) No testing is required for the soil around the pad.

73. Notice No. 2 Q&A #64 TOPIC: Additional undercut volume below proposed subgrade until at least 95% maximum dry density (MDD) is achieved.

COMMENT:

Apology, the question had nothing to do with MEC and more to do with the method of payment in the event that soft yielding material was encountered within the BLDG footprint & paved area that warranted additional over-excavation up to 2 feet below the proposed subgrade elevation before 95% MDD could be attained. We respectfully re-submit the question.

ANSWER: Response is deferred.

74. Specification Section 31 32 23 Foundation Drilling and Grouting & Price Proposal Schedule page 3 & 4 of 6 Item 0001AC & 0001AD Additional exploratory holes & grouting The language used in SLIN 0001AC & 0001AD lends itself to a misinterpretation. The 0001AC description refers to drilling for ADDITIONAL grout holes while 0001AD is to inject grout in ALL exploratory holes.

1. Please confirm that items 0001AC & 0001AD is intended to cover all the drilling & grouting requirement called out specification 31 32 23.

2. Please advise approximate number of boring locations for items 0001AC & 0001AD.

3. As noted the grout volume given on item 0001AD of 112.5 CY is more than enough for the boring hole under item 0001AC of 3,320 LF. Please advise if the total volume is net or includes a wastage factor, and if so, what that factor is.

ANSWER: Response is deferred.

75. Section 07 57 12 Paragraph 3.5 Liquid Applied Elastomeric Silicone Wall Coating In Section 07 57 12 paragraph 3.5. Coating Application. Wall coating application on this section seems to be more of a roof coating specs than wall coating specs. Kindly clarify if paragraph 3.5 is applicable for wall coating application procedure and if not, we are requesting for the correct specification for the wall coating.

ANSWER: Para. 3.5 is applicable for wall coating application, but para. 3.5.2 through 3.5.5 are to be revised in Amendment 0004.

76. Precast wall foundation plan per drawing SB101 Precast Wall Foundations along grid line A & E, between grid line 1-10 The exterior wall section detail A1 on Drg S-504 re-issued in Amendment 0002 shows a new-clouded reference (Note 2) to an alternate footing detail on C2/S-505. Detail C2/S-505 appears to an interior wall footing detail of 4”-10” width and not an exterior wall footing section of 10”-0”.

Please confirm if our understanding is correct that the required size for the precast exterior wall foundation at warehouse area is 10 feet wide x 3 feet depth.

ANSWER: Precast wall foundation along grid line E, between cols. 1 & 2, is to be width as shown in A1/S-504.
