RFP N62742-21-R-1315

FY21 MCON PROJECT P-803, INDIVIDUAL COMBAT SKILLS TRAINING, MARINE

CORPS BASE GUAM, FINEGAYAN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

31. Drawing B-001 FOUNDATION AND PROBING AND GROUTING NOTES, details the requirements for Probe and Grout work under the structural foundations of the buildings. NOTE 14 Instructs the Contractor to stop work and notify the Contracting Officer when a grouted hole takes more than 10 times the theoretical volume of grout calculated for the hole.

Is the Contractor required to include the cost and take the risk of filling subterranean cavities discovered during probe and grout work, or, will NAVFAC Pacific allow a Unit Price (s) for adjusting the contract when a Probe and Grout Hole exceeds the 10 times theoretical volume threshold?

RESP: For bidding purposes, assume no probe hole will take more than 10 times the theoretical volume of grout. See forthcoming amendment.

32. DRAWING B-001 SITE PREPARATION NOTES, details the requirements to proof roll the building and road areas to discover near surface cavities and or voids.

In the event a subterranean cavity is discovered, is the Contractor required to include the cost and risk of filling the subterranean cavities discovered during proof rolling?

RESP: For bidding purposes, assume no subterranean cavities exist. See forthcoming amendment.

33. SF 1442 SOLICITATION, OFFER and AWARD PRICE PROPOSAL SCHEDULE: Note 5 states “The Government intends to award CLIN 0001 only”. Note 5 further states “Options may be awarded in accordance with FAR 52.217-7, provided below”. FAR 52.217-7 states “The Contracting Officer may exercise the options at the time of award or by written notice to the Contractor within 365 days from the date of the contract award.

Will the Government extend the contract completion period to allow time for the Contractor to complete the OPTION(S) work in a reasonable period of time from the date the OPTION is awarded?

Please confirm that OPTION 3 is to be priced assuming the OPTION will be awarded in advance of the start of the Bleacher Foundation work so as to allow efficient planning to incorporate the revisions and eliminate to need to demolish any BASE BID work.

RESP: Contract completion date of 365 calendar days after notice to proceed remains unchanged. In regards to the time to exercise any of the options, Price Proposal Schedule, Note 5, FAR 52.217-7, will be revised in a forthcoming amendment from 365 calendar days to 60 calendar days.

34. DOCUMENT 0700 paragraph 1.108 (a) states: “Geotechnical Investigation by Geolabs, Inc., boring logs included in Civil Drawings”. Boring logs are not included with the Bidding Documents.

RESP: Boring logs are not provided. Design of P-803 was based on information from J-001B.

Base bids on the plans and specifications provided for P-803. See forthcoming amendment.

35. Specification 32 11 23.23 BASE COURSE DRAINAGE LAYERS describes BITUMINOUS or CEMENT STABILIZED JOB MIX FORMULA and in paragraph 3.4.2 Bituminous Stabilized Material and in paragraph 3.4.3 Cement Stabilized Material.

This type of drainage layer is typically used in areas where the water table is close to the roadbed. We are told the asphalt paved roads on either side of the new PCC concrete service road are not being constructed with an asphalt or cement stabilized drainage layer. Please review the requirement for an asphalt or concrete stabilized drainage course under the service road and confirm these unusual and expensive requirements are necessary for the Service Road.

RESP: A permeable drainage layer will be required below the service road. The Contractor has the option to provide either a Rapid Draining Material (RDM) without cement or bituminous stabilization or Open Graded Material (OGM) with cement or bituminous stabilization. The cement or bituminous stabilization only applies to the use of Open Graded Material (OGM), but it does not apply to the use of Rapid Draining Material (RDM). Either option will be acceptable to the Government.
