About this file

This document contains questions and answers related to solicitation number N62742-21-R-1315 from the Department of the Navy Naval Facilities Engineering Command for the FY21 MCON Project P-803 at Marine Corps Base Guam. The project involves individual combat skills training facilities at Finegayan, Guam. One question asks if ground penetrating radar can be used instead of foundation drilling and grouting to detect cavities below footing locations, and the response indicates GPR is not an acceptable alternative to the specified probing and grouting method. Another question requests electronic or emailed proposal submissions due to COVID-19 impacts on mail delivery from Guam; however, the response states proposals must be hand-carried or submitted via U.S. Postal Mail/Express Courier and cannot be accepted electronically or via email.

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1315

FY21 MCON PROJECT P-803, INDIVIDUAL COMBAT SKILLS TRAINING, MARINE

CORPS BASE GUAM, FINEGAYAN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

29. Reference: Design Drawing No. B-001 – Foundation Probing and Grouting Notes Item No. 1 - 15. Purpose of probing and grouting is to determine existence or non-existence of cavities underneath the foundation footings with the following procedures and briefly summarized below:

- A probe hole shall be drilled at each isolated spread footing location. Additional probe holes shall be drilled for every 50 sq. ft of spread footings bearing area

- A probe hole shall be drilled along continuous strip at a maximum

- Probe holes shall be at least 3 inches in diameter and shall extend to a minimum depth of 15 feet below planned bottom of footing elevation

- Probe holes shall be backfilled with a sand-cement grout or cement grout mixture pumped through a tremie pipe or a hose inserted to the bottom of the probe hole. The grout should have a slump of at least 8 inches and a minimum 28-day unconfined compressive strength of 500 psi.

Question: Can a Ground Penetrating Radar (GPR) be allowed to be used as an alternate method for detecting cavities instead of by Foundation Drilling and Grouting Method as detailed in in Items 1 to 15 in Drawing No. B-001- Foundation Probing and Grouting?

RESP: No, Ground Penetrating Radar (GPR) is not an acceptable alternative to the specified probing and grouting.

30. Proposal submission: The current restrictions due to COVID-19 greatly affected the reliability of USPS and commercial carrier delivery from Guam. We would like to request that we be allowed to submit electronic proposals or via email with the hardcopy proposal to follow thereafter.

RESP: Electronic proposals or emailed proposals will not be accepted. Proposals shall be hand-carried or submitted via U.S. Postal Mail/Express Courier.
