23. Reference Factor 1 Experience:

RELEVANT CONSTRUCTION PROJECT: For purposes of this evaluation, a recent relevant construction project is defined as follows: New construction of cast-in-place reinforced concrete structures/buildings that resist seismic (Seismic Design Category D) AND wind loads (basic wind speeds of 195 mph or more and Exposure Category C). Projects must be approximately $5M or more in construction dollar value.

The 195mph basic wind speed requirement is typically used for DoD projects on Guam, but civilian projects are usually designed for 170mph. Small Business contractors may have difficulty meeting this requirement. Other NAVFAC solicitations for similar construction projects on Guam do not have this requirement. Request that the requirement be relaxed to 170 mph basic wind speed or waived.

RESP: For Factor 1 Experience, RELEVANT CONSTRUCTION PROJECT wind loads will be revised to (basic wind speeds of 170 mph or more). See forthcoming amendment.
