ANSWER: Work stoppage or quarantine restrictions due to COVID-19 are considered a Force majeure delay. Refer also to FAR 52.249-10, Default (Fixed-Price Construction), in Document

00700 of the RFP.

6. Specifications Part 1 of 2, Section 01 50 00, Page 8, 3.4.2 Administrative Field Offices.

Please provide the location and total area that the Contractor may utilize for Administrative Field

Offices including the location of water and electricity tapping points.

ANSWER: Free Zones 1B and 3 identified on Drawing GB-100 show areas that the Contractor may occupy for the duration of the project. The physical requirements of the Contractor’s

Temporary Facilities are specified in Specification Section 01 50 00, Para. 3.4. The existing utility services are shown on Drawing V-101.

7. Specifications Part 1 of 2, Section 01 14 00, Page 2, Paragraph l. Please clarify if Zone 1A, 2A, 2B and the new vehicle gate must be turned over to the Government and ready for use within

270 days after award or after NTP.

ANSWER: Zone 1A, 2A, 2B and the new vehicle gate must be turned over to the Government and ready for use within 270 days after NTP. An amendment is forthcoming to clarify this.

8. Specifications Part 1 of 2, Section 01 50 00, Page 5, 3.2.2 Payment for Utility Services.

Please provide the electricity and water rates including the cost of connecting, converting, and transferring the utilities to the work for estimating purposes.

ANSWER: Assume the following rates and cost for estimating purposes –

Electricity = $333.11 /MWh

Potable Water = $11.00 /KGal

Sewer = $18.04 /KGal

$20,000 for connecting, converting, and transferring the utilities to the work.

9. Specifications Part 1 of 2, Section 01 14 00, Page 2, Paragraph j. Please confirm if the 20 workdays per calendar year, that the contractor must allow for work delays, are already included in the project duration of 730 calendar days.

10. Drawing, Page 125, 126, 127 and 128, S-211, S-212, S-231, and S-232, Concrete Wall elevation. The Concrete wall elevation at the bottom of the wall footings on drawings S-211, S-

212, S-231 and S-232 shows a layout of thin materials that looks like a lean concrete. Please verify if the lean concrete will be provided at the bottom of wall footing foundation.

ANSWER: The thin lean concrete layer is not required. An amendment is forthcoming to clarify this.

11. Drawing, Page 122 SB131, Slab depression symbol. On the drawing SB131, there is a symbol of “Surface-Stepped” shown along the GL-3 but the dimension is not indicated. The Top elevation of slab (T/SLAB L=100’-0”) is also shown on the drawing. Please verify if the

“surface-stepped” is for the slab or for the footing foundation and what is the dimension of the surface-stepped.

ANSWER: The symbol indicates the transition in slab thickness. Top line of symbol is level, and bottom line is stepped. This is where the slab thickness transitions from 8 in. (Keynote 109) to 6 in. (Keynote 108) occurs.

12. Drawing, Page 140 S-518, Section B2 and B4 for Support Frame. For the Section B2 detail and Section B4 detail on the drawing S-518, the details of the support frames are not shown for clarity. Each refers to A1/S-17 but there is no drawing sheet number S-17. Please verify.

SCHEDULE table that has an “Assembly” column with a Hardware (HDWR) column that indicates different numbers ranging from 1 to 8. Please clarify the meaning of these HDWR numbers.

ANSWER: The HDWR numbers in the Assembly column correspond to the hardware set numbers in Specification Section 08 71 00, Para. 3.6. An amendment is forthcoming to clarify this.

The PTMX, MASM, and ECMs have their own hardware set numbers starting from #1.

14. Drawing, Page 54 CS502, Detail C3 Sawed Contraction Joint; Specifications Part 2 of 2

Section 32 13 13.06, Page 12, 3.4.7.1 Contraction Joints. On the drawing CS502, the Detail C3

Sawed Contraction Joint does not show any dowel bar. However, on specification section

3.4.7.1 Contraction Joints, it mentions “dowels in longitudinal and transverse contraction joints within the paving lane must be held securely.” Please confirm if the dowel bar will be provided on the contraction joints.

ANSWER: Dowel bars are required only for contraction joints for “odd shaped” slabs per Detail

B4 on Drawing CS502. All other contraction joints for “regular shaped” slabs will be saw cut per Detail C3 on Drawing CS502. Dowel diameter, spacing and length are indicated in Table 1 on Drawing CS502. Odd shaped slabs are noted on the plans with an “R.” Specification Section

32 13 13.06, Para. 3.4.7.1 will be clarified in a forthcoming amendment.

CMU wall with Reinforcement bars ½” @ 8” O.C.

Please clarify if the septic tank is precast concrete as per the specifications or a combination of precast concrete and CMU wall.

Please also confirm if the thickness of the concrete top slab of the septic tank is 8” or 6”.

ANSWER: Either precast concrete per the Specifications or CMU walls with cast-in-place concrete top and bottom slab are acceptable pending shop drawing submittal approval. The details on Drawing CU504 indicate CMU walls and cast-in-place top and bottom concrete slabs due to uncertainty on whether precast concrete septic tanks are available in Guam.

The top and bottom slabs indicated on Drawing CU504 must be cast-in-place due to tie-in of the rebar from the slabs to the CMU walls. The concrete top slab thickness must be 8-inches per the dimension indicated in Section C4/CU504. An amendment is forthcoming to include the following –

1) Remove the label indicating 6-inch top slab thickness in Section C4/CU504.

2) Provide notes on Drawing CU504 that indicate a precast concrete septic tank is an acceptable option.

3) Revise Specification Section 33 30 00 to add CMU wall option.

16. CU101, Key Note 121. There are two Key Note 121 shown in the plan view. One of them does not appear to be pointing at anything. Please clarify.

ANSWER: The Key Note 121 tag that is pointing to the concrete pavement should be deleted.

Drawing CU101 will be clarified in a forthcoming Amendment.

17. CU101, Key Note 144. Calls out a precast concrete septic tank. However CU504, Detail
