About this file

This solicitation requests proposals for design-build construction services for two military construction projects on Guam. The solicitation will use a two-phase selection process to choose a contractor for the design and construction of a single-story distribution warehouse (P-312) and a low-rise facility (P-804). Phase one will evaluate proposals to select the most highly qualified offerors, not to exceed five, to submit phase two proposals. Only selected firms will receive the phase two RFP. The magnitude of the project is estimated between $100-250 million. The contract completion period is anticipated at 767 calendar days. The NAICS code is 236220 and average annual receipts must be $39.5 million over the past three years. This is an unrestricted procurement by the Department of the Navy Naval Facilities Engineering Command.

NOTE: The following questions and answers are provided for INFORMATION ONLY. The

RFP remains unchanged unless it is amended in writing on a Standard Form 30.

12. Construction Experience:

“New construction of a concrete building structure comprised of a single story, air conditioned commercial/industrial/warehouse storage building appropriate for hot climates similar to Guam.”

Single story concrete buildings with concrete roof, $30M in value, airconditioned and built for hot climates similar to Guam are proving very difficult to find. Recognizing that concrete roofs for multi-storey buildings have similar design and construction requirements as single story buildings with concrete, we respectfully ask the Government to allow multi-story concrete commercial/industrial/warehouse storage buildings with concrete roofs.

ANSWER: Multi-story concrete commercial/industrial/warehouse storage buildings with concrete roofs is allowed. Please see Amendment No. 0002.
