RFP N62742-20-R-1310

Notice No. 1

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-20-R-1310

WON 1619739, FY21 MCON P-312 DISTRIBUTION WAREHOUSE &

WON 1590906, FY21 MCON P-804 CENTRAL ISSUE FACILITY,

JOINT REGION MARIANAS, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The

RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. The Experience requirements in the RFP require:

“Submit 5 New construction of a concrete building structure comprised of a single story, air-conditioned warehouse storage building appropriate for hot humid climates similar to Guam.

Relevant projects must be approximately $30 million in value, completed or substantially completed within the past 10 years.”

It is unusual to build large warehouses using concrete as at a certain size it is more cost effective to go with steel. Would the Government considering modifying this requirement to either (A) $15M concrete warehouses or (B) $30M concrete buildings not limited to warehouses (if the concern is to show experience with concrete construction over $30M, couldn’t other types of concrete construction be considered relevant).

ANSWER: See Amendment No. 0001. Document 00202, Factor 2 – Experience, relevant construction and design projects definitions revised to include

“commercial/industrial/warehouse storage building”.

2. Document 00202 Evaluation Factors for Award, Pages 4 & 5, Construction & Design

Experience

Due to the rarity of warehouse storage buildings built on Guam and the region within the last

10 years that meets the construction value of $30M:

• Will the Government consider extending the construction completion of the relevant construction & design experience from 10 years to 15 years?

• Will the Government also consider lowering the dollar value requirement from $30M to

$20M?

ANSWER:

See Amendment No. 0001. Document 00202, Factor 2 – Experience, relevant construction and design projects definitions revised from “10 years” to “15 years”.

Dollar value requirement remains at $30M.

3. SF1442 item 11 and Document 00800 1.3 Phased Construction Schedule page 2 of 5 item c.

Schedule, Completion Day

The SF1442 item 11 states: The Contractor shall begin performance within 15 calendar days and complete it within 1,056 calendar days after receiving notice to proceed (NTP).

While Document 00800 page 2 of 5 item c. Schedule states: All remaining work start schedule is 290 calendar days and is to be completed within 767 calendar days after receipt of NTP.

Please clarify which governs.

ANSWER: See Amendment No. 0001. Document 00800, paragraph 1.3, Phase 2 “Schedule

Completion Day” revised from “767 calendar days” to “1,056 calendar days”.

4. Document 00202 Evaluation Factors for Award, Pages 4 & 5, Construction & Design

Experience

Comment:

Document 00202, pages 4 and 5 describes relevant projects as “concrete building structure” limited to cast-in-place or precast concrete roof & exterior wall construction.

Question:

Does a roof structure comprising of metal deck substrate and reinforced cast-in-place concrete topping satisfy the Governments reference to concrete roof? Please advise.

ANSWER: No, a roof structure comprising of metal deck substrate and reinforced cast-in-place concrete topping does not satisfy the Government’s reference to concrete roof.

5. Construction Experience:

RFP requires “For relevant projects, “concrete building structure” shall be limited to cast-in-place or precast concrete roof and exterior wall construction”. Recognizing that almost all modern warehouses in the US are steel roof structures, metal deck and insulated TPO roofing system, we respectfully request experience criteria be adjusted to allow for steel support structure, metal deck and TPO roofing or similar. If the Government requires proposers must submit concrete roof experience, we respectfully suggest Navy allow different building types with concrete roofs to be included such as multi-level parking structures, single or multi-level retail facilities with concrete roofs or concrete hangars.

ANSWER: Relevant Project Descriptions are revised to include “commercial/industrial/ warehouse buildings.” See Amendment No. 0001.

6. Construction Experience:

RFP requires “Relevant projects must be approximately $30 million in value, completed or substantially completed within the past 10 years” Respectfully request this be adjusted to

$20M.

ANSWER: Dollar value requirement remains at $30M. Relevant Project Descriptions are revised to “15 years” in lieu of “10 years”. See Amendment No. 0001.

7. Design Experience:

RFP requires “For relevant projects, “concrete building structure” shall be limited to cast-in-place or precast concrete roof and exterior wall construction”.
