Lead-Based Paint (LBP) Results: The analytical result indicated no presence of lead referred to as LBP in the sampled paint.

Lead-Containing Paint (LCP) Results: The analytical result indicated no presence of lead referred to as LCP in the sampled paint.

Lead-Containing Material (LCM) Results: A visual inspection indicated no presence of potential lead containing materials within the designated area at the time of inspection.

N62473-17-D-0013 December 2020 2

Limited Asbestos and Lead Assessment Report

1. Subject: Facility 43402 (Mess Hall)

2. Inspections: Mr. Seyed Miri, a State of California Certified Asbestos Consultant and Lead Paint Inspector, performed a limited inspection for asbestos and lead paint on 12/01/2020.

3. Facility Description: Facility 43402 is a single-story structure and the date of construction is unknown. The facility may have undergone improvements over the course of time and is currently occupied.

4. Samples: A total of six (6) bulk samples were collected from six (6) homogeneous areas (HA) for asbestos content and one (1) sample was collected for lead content. Samples for asbestos content were submitted to AmeriSci Los Angeles in Carson, California and the sample for lead content was submitted to SGS Forensic Laboratories in Hayward, California.

5. Quality Control: To evaluate the precision and accuracy of the analytical data, six (6) split bulk samples were collected for asbestos content and submitted to SGS Forensic Laboratories in Hayward, California (see laboratory reports).

6. Previous Reports: No previous asbestos or lead assessment reports were available for the mechanical room at the time of inspection.

7. Materials Sampled: Sampling was non-destructive and only limited to accessible areas.

Lead assessment was limited to the painted surfaces and samples were not collected from industrial paint coating, spray painting, lead alloy, lead sheeting, lead-based alloy, pipes, solders, lead foils, anodes, etc. In addition, no samples were collected for asbestos content from concealed spaces and inaccessible materials (e.g., boilers, storage tanks, fire doors, trenches, pipe chases, wall cavities, buried pipes, equipment, electrical wiring, etc.).

8. Asbestos Hazard Ranking: An explicit hazard ranking is calculated for each homogeneous area based on its friability, condition, accessibility, quantity, exposure potential and percent asbestos present in the material (ranging from 0 to 87). The result is then combined by a letter or a series of letters indicating its condition (i.e., PD = Potential Damage, D = Damage, and SD = Significant Damage) to form the hazard ranking (ranging from PD0 to SD87, with PD0 being the lowest hazard ranking).

9. Asbestos Results: The analytical results and the site investigation indicated no presence of asbestos fibers in the sampled materials (see Table 1).

10. Lead-Based Paint (LBP) Results: The analytical result indicated no presence of lead referred to as LBP in the sampled paint (see Table 2).

Department of Housing and Urban Development (HUD) and United States Environment Protection Agency (EPA) define lead-based paint as paint or other surface coatings containing equal or more than 0.5 percent (5,000 mg/kg) lead.

N62473-17-D-0013 December 2020 3

11. Lead-Containing Paint (LCP) Results: The analytical result indicated no presence of lead referred to as LCP in the sampled paint (see Table 2).

Consumer Product Safety Commission (CPSC) defines lead-containing paint as paint or other similar surface coating materials containing more than 0.009 percent (90 mg/kg) lead.

12. Lead-Containing Material (LCM) Results: A visual inspection indicated no presence of potential lead containing materials (e.g., ceramic tiles, sinks, etc.) at the time of inspection.

CPSC also defines materials such as ceramic glaze, which is bonded to the surface of a product as neither paints nor similar surface coating materials. For purposes of this inspection, any material containing any detectable level of lead is subject to OSHA’s Lead Exposure in Construction Rule (29 CFR Part 1926).

13. Quantities: The quantities in this report are estimates and limited to the inspected areas.

Materials may be hidden or mixed with other materials and may not be limited to the listed areas. The quantities and/or homogenous area locations as listed in this report should not be used as a basis for contractor bids or a request for a change order. A unit may be comprised of several components.

Note: Cross contamination to the surrounding areas or materials due to damaged and/or deteriorated asbestos containing materials and/or lead paint are not included in this report.

All disturbance and/or removal operations of materials containing greater than 0.1% asbestos (>0.1%) refers to as asbestos-containing construction material (ACCM) and materials containing greater than 1% asbestos (>1%) refers to as asbestos-containing material (ACM) must be performed by a Cal/OSHA registered and State licensed asbestos removal contractor in accordance with Title 8 of the California Code of Regulations, Section 1529 (8 CCR 1529).

Notification must be provided to Cal/OSHA 24 hours prior to commencing such activities of at least 100 square feet of materials in accordance with 8 CCR 1529 and 8 CCR 5203.

Any new suspect material or paint discovered during the renovation activities should be sampled by a State of California approved inspector and analyzed by an accredited laboratory to determine its composition.

An asbestos Operations and Maintenance (O&M) Program should be prepared and available to personnel, where asbestos is present. The O&M should include procedures to properly manage asbestos in place. Alternative methods such as repair, encapsulation, enclosure or removal may be utilized to minimize exposure to asbestos fibers.

Interim controls or abatement are part of the guidelines established by the Housing and Urban Development (HUD) to temporarily or permanently control exposure to lead particles.

Should the removal of friable or regulated ACMs involve at least 100 square feet, a ten working-day advance written notification to the San Diego Air Pollution Control District (SDAPCD) must be provided prior to any activity, including site preparation, that would break up, dislodge or similarly disturb the ACMs in accordance with Rule 1206.

A notice of intention is required for asbestos removal, renovation, and demolition operations in accordance with Rule 1206. The notification fees for demolitions and asbestos renovations are listed in District Rule 40.

Assembly Bill 3713, the Connelly Bill, (Health and Safety Code, Section 25915 et. seq.), requires building owners to disclose to employees the presence of any known ACM in the buildings constructed prior to 1979 within 15 days of knowledge.

All employers who use a regulated carcinogen (e.g., asbestos, cadmium, hexavalent chromium) that could potentially result in employee exposure, shall send a “report of use” to Cal/OSHA per

8 CCR 5203.

All planned renovations and demolition activities, involving the possible disturbance of LBP/LCP/LCM should be performed by a certified lead professional and waste should be characterized using the Toxicity Characteristic Leaching Procedure (TCLP) prior to disposal (40 CFR 261, Subpart C).
