98Part 1Chapter-100 00 00Factor 1 and Factor 4 (past experience) are stating that projects must be "at least 50% complete within the last five (5) years prior to solicitiatation….... and completion date no older than three (3) years from the original soliciation issuance date. Are projects that are currently under contract / construction but not 100% complete allowed for consideration as part of Factor 1 and Factor 4 for this IDQQ contract response?Intent needs clarificationOther/UnsureYes, as long as they are more than 50% complete within the last five (5) years prior to the solicitation date.8/16/218/16/21A0004
99Part 1Chapter-1SF1442 states "Estimated Task Order range is $100,000 to $3,000,000" and Factor 1.a.2 and Factor 1.b.1 states "At least one (1) of the relevant projects submitted must have a total award value of $500,000 or more (at the date of contract award), and the reminder of the relevant projects submitted must have
a total award value of $200,000 or more (at the date of contract award)" Is the Offerors Past Performance project range 100,000.00 to 3,000,000.00 or 200,000.00 to 3,000,000.00?Conflicting InformationContractingRFP SF1442, and page 4, Section 00 00 00 PROCUREMENT AND CONTRACTING REQUIRMENTS, Item 6.d states the Estimated Task order Range is between $100,000 - $3,000,000. The task order range is not the same thing as the Factor 1 Recent, Relevant Experience of firm requirements for past performance. The Task order Range is referencing the dollar value of the individual task orders that may be awarded after basic contract award.
According to Factor 1.a.2 (page 20 of RFP), and Factor 1.b.1 bullet 5 (page 22 of RFP), at least one of your relevant projects submitted must have a total award value of $500,000 or more (at the date of contract award). The remainder of relevant projects submitted must have a value of $200,000 or more (at the date of contract award).8/18/218/18/21A0006
100Part 1Factor 1Contractor was awarded a "Modification of Contract" by NAVFAC SW that complies with RFP Page 22, Factor 1 Basis of Evaluation (b(1)), as a standalaone project. Please confirm the "Effective Date" of the Modifications should be considered the award date.Intent needs clarificationPlease see RFP Page 22, 6(b)(1), Basis of Evaluation, which states, "Are at least 50% complete (in terms of amount paid) within the last five (5) years prior to the original solicitation issuance date, and award date no longer than five (5) years prior to the original solicitation issuance date and a completion date no older than three (3) years from the original solicitation issuance date."
The original solicitation issuance date was July 20, 2021.8/18/218/18/21A0006
101Part 1BASIS OF AWARDCover LetterThe seventh and last item under the itemization of Cover Letter Requirements reads in part; "The Offeror shall include evidence of its agent’s authority for any proposal submitted thereto, unless the Offeror has already furnished that evidence previously to the issuing office." Please advise what "evidence" the president of the offeror would need to provide to the government to meet this requirement? There are any number of evidences that would suffice. Any documentation/evidence that an offeror would have that shows the person submitting the proposal has the signatory authority and who has negotiating authority to do this on behalf of the company (bind the company), or that the person is an officer of the company. If this is a letter from an officer of the company, it should be on company letterhead.8/18/218/20/21A0007
102Part 1Small Business Participation for this solicitation is not understood. It is stated that at least two Awards will be to a SBE, and continues to state additional Awards may be on an Unrestricted Basis. It is not seen where a SBE is given a bid percentage modifier applicable to the submitted price which is common for other government agencies seeking to promote small business enterprises, and since this award is primarily based on low price, what advantage is a SBE given? Additionally, Factor 1 is discussing the need for any subcontractors to be SBE's to use their experience, yet if this a dual solicitation meaning SBE & Unrestricted, does this mean if a large business does not use SBE's, they would not be found as "Acceptable" in the evaluation process even though they are submitting a proposal on an unrestricted basis? Finally, if an Offeror is a Certified SBE, does this mean that their third party Design Engineers must also be a SBE to sign the Offerors Teaming Agreement? Does their partnering subcontractors whose experience is NOT being used have to be a SBE, or can they be large business without disqualifying the Offerors SBE status? Please see Amendment 0007 regarding bid percentage modifiers.

As per the RFP Page 1 (SF 1442), a minimum of two contracts will be awarded to Small Business concerns. The other contracts will be awarded to large businesses.

The Government will not consider the experience of proposed subcontractors for large businesses.

Lead Design Firm does not have to be an SBE, but they must sign the teaming agreement or demonstrate what their arrangement is.

103If "Others" - include info under Column E Clarification RequestRFI #83 asked; "Please indicate the procedure for domestic hot water sterilization." G Resp was; "A boil out procedure is recommended for the new boiler." Boil out of boilers is typically done to remove manufacturing / installation contaminants that could damage tubes when placed in service. The question as we read it asked about sterilization of domestic water intended to be consumed by humans, that typically requires chlorination and testing prior to being placed in service. Please advise if this is required, and is so to what extent meaning would we only disinfect the new system, or would we be required to do the entire domestic water system both old and new?DHW and DCW systems shall be flushed and disinfected. For detailed procedures refer to "UFGS 22 00 00 Plumbing, Generel Purpose / Section 3.9". Follow the recommendation of the manufacturer for disinfection of the hot water storage tank.8/18/218/20/21A0007
104If "Others" - include info under Column E Clarification RequestRFI #92 asked; "Part 3 – 1.1 – DHW Storage Tank: Does the DHW storage tank need to be insulated? What thickness insulation is needed if required?" G Resp was; "DHW storage tank too be cement lined internally. Wall thickness should be obtained from the manufacturer." The question as we read it was asking about exterior insulation which is offered as an option by tank manufacturers. It does not pertain to the interior of the tank or the wall thickness of the tank, and is for improved thermal efficiency only. Please advise if the government requires insulation, and if so, what type and thickness is wanted, and is a metal, vinyl or cloth wrap jacketing needed? The ASME Code storage tank shall have external R-16 closed cell spray on foam insulation with top coat.8/18/218/20/21A0007
105Part 3D20D2020 Domestic Water DistributionSection D2020 calls for an Emergency Eyewash Station in the Mechanical Area; is that the intent of this scope and if so are we to comply with the requirements of UFC 3-420-01 for tempered water, flow and floor drains for illicit substances?Intent needs clarificationMechanical Engineering8/19/21
106Teaming Agreements; 2. DEFINITIONS, defines the "OFFEROR’S TEAM: as: "Refers to the Offeror (see definition), the Offeror's outside Lead Design Firm, and/or inhouse
Lead Designer(s) only; does not include subcontractors or consultants." So per this definition, the Offeror's Team consists solely of it's design firm, and in fact specifically excludes subcontractors or consultants. Factor 1 continues to state that in the absence of Offeror experience, partnering first tier subcontractors and numerous other qualifying entities experience can be used. However, if the offeror has projects that meet the Factor 1 Experience criteria of self performance, being two projects where the actual boiler installation was at least 70% self performed by the Offeror's own staff, and one boiler project in which the offeror was 100% Prime on, but may not have performed the actual boiler installation, is it necessary or advantageous for the offeror to list any TeamingPartnering Agreements other than that of their Design Firm?Per FACTOR 1: RECENT, RELEVANT EXPERIENCE OF FIRM, (a) Solicitation Submission Requirements, paragraph 5, [i]f a Small Business offeror cannot independently demonstrate its own construction experience, the Small Business offeror may utilize the experience of a first-tier Small Business subcontractor that will perform major or critical aspects of the requirement in order to demonstrate relevant construction experience under this evaluation factor. The Small Business offeror shall include a supporting partnership or teaming agreement for the first-tier Small Business subcontractor for whom the Small Business offeror is utilizing their experience. The supporting partnership or teaming agreement shall demonstrate the meaningful involvement the Small Business subcontractor will have in the performance of this contract.8/19/218/20/21A0007
