AMENDMENT 1
A. The solicitation is hereby revised/updated as follows (changes highlighted in red):
1. ADD: Attachment 20 VTE_Condition_Assessment_06142021
2. REVISE , SF1449 Section A, page 3, “Proposal due date” Paragragh 5 as follows:
Delete: Tuesday, July 20, 2021
Replace with: Tuesday, August 03, 2021
3. ADD: Attachment J-1502000-04_VTE_5 year cert forecast_SD Metro
B. The following are responses to Requests for Information:
RFI #1: How much of the Total Contract Value in each section a. and b. is recurring revenue i.e.
regular service and inspection contract) vs. non-recurring revenue (e.g., upgrades modernizations, repairs, due to misuse)?
RESPONSE: The contract is a maintenance contract only. Non-recurring work was not funded at the time of award. 100% of the the total contract value at the time of award was for recurring maintenance. All corrective maintenance has been performed through contract modification.
RFI #2: Schindler requests an extension to the bid due date in order to prepare a thorough and accurate proposal and conduct site surveys as necessary. Schindler proposes a new due date of August 3rd, 2021.
RESPONSE: See Section A, 2.
RFI #3: Schindler has a national agreement and negotiated terms with GSA - FSS. Can Schindler use these agreed terms and conditions to bid this project?
RESPONSE: The contractor must use the provided ELIN schedule.
RFI #4: How is the existing contract currently staffed? For example, X number of resident mechanics, X number of dedicated repair teams, X number of dedicated inspection teams, X number of project managers.
RESPONSE: Contractor staffing fluctuated and is not recorded by the Government number of mechanics, dedicated repair teams, inspection teams, etc. Contractor staffing numbers is not a required deliverable as part of the current contractors monthly work completion report. The requested information is not available. Please ensure you review Factor 2 submission requirements in its entirety.
RFI #5: Is it necessary to bid on the entire portfolio or can a proposer no-bid on particular buildings?
RESPONSE: To ensure you submit a complete proposal packet submission, please ensure you bid on the entire portfolio as described in the solicitation.
RFI #6: Historically, what percentage of service calls are after-hours (2nd and 3rd shift) or on weekends?
RESPONSE: The percentage of service calls and after work hour informations is not recorded by the Government and is not a required deliverable as part of the current contractor's monthly work completion report. The requested information is not available. Please ensure you review Factor 3 in its entirety.
RFI #7: Would the NAVFAC consider pulling the 750 Pacific Highway building out of the solicitation (Notice ID: N6247321R0018) due to the new equipment warranty overlapping and the recommendation for continued preventative maintenance with the original manufacturer? The new equipment product warranty and new installation service (preventative maintenance) continues past the RFP effective date and expires October 7, 2021. The new Otis equipment at the 750 Pacific Highway has our Compass destination dispatch system and is highly recommended to keep the original manufacturer as the preventative maintenance provider. I encourage your team to consider Otis as the most qualified provider for your elevators at the 750 Pacific Highway.
RESPONSE: The Government has no intention of pulling the 750 Pacific Highway building out of the solicitation at this time.
RFI #8: May the NAVFAC send a copy of the conditions assessment of all elevators/escalators/lifts in order to properly value preventative maintenance and potential repairs for specific units?
RESPONSE: Please see Section A, 1.
RFI #9: On average, how many days per year are spent testing with NAVFAC inspectors, and how many elevator personnel are required for the inspections (e.g., 1 mechanic or 1 mechanic and 1 helper)?
RESPONSE: Please see Section A, 3. Typically, the Contractor will provide one (1) mechanic and one (1) helper in support of each VTE certification for each five (5) year certification. The NAVFAC Inspection team is performing inspections on various VTE’s Monday through Friday, except for Holidays, as each VTE is tested on a semi-annual basis. During semi-annual and annual tests, one (1) support person is typically provided.
