Question 15: Less that ¼ of line items on PTO-1 are electrical in nature according to the RSP pg-113 The design tasks are “minimal” and construction is expected to be “minor”. Should we still expect PTO-1 to be a typical task order? Observation: By Gordian’s estimate, the fraction of NON-electrical labor cost in PTO-1 is ~44%. It becomes difficult to realistically estimate this large fraction costs when it should really be quoted by the appropriate specialty subcontractor. This makes the price factor (worth >= 50% of the score) unreliable.
Answer: Please see Amendment 0002 for updated Exhibit M.
Question 16: PTO-1 Row-48 “Lifts… 36’ high”. This seems to be a major error since the cost is under MATERIALS as if we are supposed to purchase 34 lifts! (btw that price can be had for a old-used unit) but it should be under the EQUIPMENT column as rental-fee which would be a few $k for ~2 weeks. Are we missing something?
Answer: Please see Amendment 0002 for updated Exhibit M.
Question 17: Pg. 18 parag.2 states “Subscription purchase in the CCB”. What is “the CCB”?
Answer: CCB stands for Construction Criteria Base which has been replaced by the Whole Building Design Guide. Please see Amendment 0002 which removes CCB acronym.
Question 18: pg 18+19: is sufficient that if an item is not in the Gordian catalog nor one of the explicitly excluded RSMeans item numbers, that it is a non-pre-priced item, OR is there an arbiter (person or entity) of what is or isn’t a non-pre-priced item?
Answer: Non-pre priced line items will be negotiated at the individual Task Order level.
Question 19: Please confirm section 00600 Representations and Certifications, pages 32 to 63, of the RFP is NOT required in our submission package.
Answer: Please refer to pg. 37 of the RFP, FAR 52.204-8.
Question 20: Dun and Bradstreet is no longer in business with the government. Do we need to still submit a Dun and Bradstreet financial report?
Answer: No, please see Amendment 0002.
Question 21: The R.S. Means pre priced items are not always up to date. How are we to handle out dated pricing when preparing a proposal for a task order?
Answer: Please use most up to date RS Means feasible for task order proposals.
Question 22: “Exhibit E, Financial Questionnaire and most recent Dun and Bradstreet Report” and “price” should be placed in each’s own envelope before placing in the “original” folder?
Answer: Please see Amendment 0002 removing the Dun and Bradstreet requirement.
Question 23: In the other folder, do we not include price, financial report and exhibit K at all, or do we need to have them but not place it in an envelope?
Answer: Please submit all requirements of the RFP. Order of documents/envelopes does not matter as long as requirements of RFP are met.
Question 24: Exhibit M has a few line items that are not related to electrical work. Are you requesting a price for these also?
Answer: Please see Amendment 0002 for updated Exhibit M.
Question 25: The note on the bottom right of the spreadsheet states to enter our coefficient from exhibit k and complete calculations from rows 22 to 31. All those line items are not electrical; Do you mean lines 37 to 48?
Answer: Please see Amendment 0002 for updated Exhibit M. Note: Please only enter values into pre-priced and non-pre-priced coefficient cells in EXH M, complete calculations for total task order price, and return.
Question 26: Are we to complete the cells under “national average for equipment” and all the cells that do not have a prefilled number?
Answer: No, do not fill in national average for equipment cells. In Exhibit M, only enter values into pre-priced and non-pre-priced coefficient cells, complete calculation for total task order price, and return.
Question 27: It appears that the PTO goes from Plans& Methods (row-4) directly to "Post abatement" (rows 5, and 6). What about the task of removal itself which is by far the most expensive and requires a separate license?
Answer: Please see Amendment 0002 with updated Exhibit M.
Question 28: Also lead "preparation" (better known as Containment) has four major "Classes". The Task description from the catalog does not specify which major and minor Class. Are we missing something?

Relevant projects are defined under North American Industry Classification System (NAICS) Code 238210 Electrical Contractors and Other Wiring Installation Contractor. Will the Government accept submittal of SRM projects awarded under other NAICS codes which had a strong electrical component?
Answer: This will be evaluated on case by case basis. Please see RFP page 27 which states “Using Exhibit B, it is the Offeror's responsibility to properly describe how its previous experience fits within NAICS Code 238210. A previous project awarded by a Government agency under NAICS Code 238210 does NOT automatically make the project relevant experience under this solicitation.”
