About this file
This document is a Comment Resolution Matrix for Solicitation N62470-25-R-0019, detailing industry-submitted questions and the government's responses regarding a marine lifting equipment specification. The matrix covers critical and substantive comments about a mobile hoist block (MBH) system, with 17 specific inquiries addressing technical specifications such as sling systems, hoist block spacing, travel speeds, spreader beam configurations, and lifting capacities. The government responded to most comments by agreeing to update contract language via Amendment 0004, which will clarify requirements around block spacing, drive speeds, lift point capacities, spare slings, and other technical details. Key adjustments include removing the three-point spreader beam requirement, modifying speed specifications for all-wheel drive configurations, and revising attachment drawings to reflect more precise technical specifications.

Comment Resolution Matrix for Sol. N62470-25-R-0019
Industry Submitted Information ID # RFP Document Section Subsection Page # Impact Information Request (Question) Government Response
1 Specification 2 2.4 4 Critical
Narrative states "fully equalized sling system". We request that the word "fully" be removed, and the word "sling" be replaced with "hoist". Note that individual hoists are independently controlled. Loads in the slings are equalized across transverse block pairs when lifting with basket slings, but NOT between longitudinal block pairs, which would allow the load to tip within the hoist. Can this statement be revised?
Concur. Contract wording is updated via Amendment 0004 clarifying the requirement.
2 Specification 2 2.4 4 Substantive
Narrative states "three-point spreader beams with slings." While three-point spreader beams are available at additional cost, they are not normally required unless additional sling spread is required at each load block. The standard configuration provides sling connection directly to the load blocks, as shown in Appendix A Clearance Sketch. Also, the addition of three-point spreaders, which hang below the load blocks, will reduce lift height, and they would need to be removed to connect the spreader outlined in paragraph 3.1.8. Can/should this requirement be removed?
3 point spreader beam requirement is removed via Amendment 0004.
3 Specification 2 2.4 4 Critical
Minimum Hoist Block Spacing is stated as 5'. Standard Minimum Hoist Block Spacing is 9'. Appendix A Clearance Sketch provides for minimum hoist block spacing of 21'; 31' max spacing - 5' front block travel - 5' rear block travel = 21'. Is standard 9' Minimum Hoist Block Spacing acceptable?
Specification calls for 5' minimum. 9' & 13' adjustable is acceptable and compliant with current contract wording.
4 Specification 2 2.4 5 Critical Minimum Hoisting Low Speed with Rated Load is listed as 6.5 fpm. Standard Minimum Hoisting Low Speed is 6 fpm. Should this requirement be revised?
This is just a minimum speed to achieve. Capability to travel slower doesn't violate the specification requirement.
5 Specification 2 2.4 5 Critical
Minimum Low/High Travel Speeds are stated as 100/200 fpm. While these speeds are near to actual for a two wheel drive machine, Specification para. 3.2.3 requires All Wheel Drive and All Wheel Steering (AWD/AWS).
Drive speeds for this configuration are 45/105 fpm. Can the specification be revised to suit actual AWD/AWS speeds? Incidentally, gradeability will increase to 11% with AWD.
Speed requirement is updated via Amendment 0004.
6 Specification 3 3.1.8 6 Critical
Narrative refers to Attachment A. 100 T capacity of center lug as shown on Attachment A exceeds 150,000 lbs overall rated capacity of spreader. Can/should this be changed to 75 T?
Attachment A is revised via Amendment 0004.
7 Specification 3 3.2.2 8 Critical
Narrative states that hoist block spacing shall "allow for adjustment of the spacing between the block pairs from 30'-0" to 40'-0"." Max. Block spacing for this capacity MBH is 31'-0", which concurs with paragraph 2.4.
Should this narrative be corrected to 31'-0", or eliminate contradictory requirement? Concur. Contract wording is updated and reflected in Amendment 0004 clarifying the requirement.
8 Specification 3 3.7 11 Substantive
Are spare slings to be fiber straps only, or to include sling connectors, pins and shackles (full assembly)? Full assembly is recommended as spares. Full assembly. Contract wording is updated and reflected in Amendment 0004 clarifying the requirement.
9 Specification Attachment A N/A Sheet 1 of 2 Critical
Front view sketch specifies 250" transverse block connection spacing. This will ultimately need to meet unit block-to-block spacing and 14 degree max. sling angle. Is contractor free to adjust this dimension, and overall width, to suit final Inside Clear Width (ICW) to suit actual pier dimensions and tire clearance as stated in para.
2.4 pg. 5?
Concur: Contract wording is updated and reflected in Amendment 0004 clarifying the requirement.
10 Specification Attachment A N/A Sheets 1 and 2 Critical Front and side view sketches specify a 100 T lift point at centerline. Paragraph 3.1.8 specifies a max. spreader capacity of 150,000 lbs. Should the centerline hook point be 75 tons as opposed to 100 tons? See comment 6
11 Specification Attachment A N/A Sheet 2 of 2 Critical
Transverse beams connecting to hoist load blocks are not apparent on side view. Are they spaced at 31'-0" to align with load blocks? The drawing in attachment A is revised and reflected in Amendment 0004. Contractor may adjust the dimensions as appropriate to match the hoist design.
12 Specification Attachment A N/A Sheet 2 of 2 Critical Are 468.00" lift points overhung from transverse beams connecting to hoist load blocks?
The drawing in attachment A is revised and reflected in Amendment 0004.
13 Specification Attachment A N/A Sheets 1 and 2 Critical Are all spreader capacities in U.S. Tons? Spreader capacity is US tons
14 Specification Attachment A N/A N/A Substantive Can Navy provide an isometric sketch of spreader to clarify general configuration? iso views are not available.
15 Specification 3 3.5 11 Substantive
Please confirm that the Navy will provide ALL required test weights, including those required for on-site proof testing of the custom spreader as deined in paragraph 3.1.8. Confirmed test weights will be available for the MBH. Cannot confirm correct weight configurations will be available to proof test the spreader beam during the field test.
16 Specification 4 4.4 16 Substantive Where contractor is the OEM, and all component parts are available through the OEM. please confirm that OEM's CAGE and part number meets the Parts Manual requirements. Concur
17 Specification 4 4.4 16 Substantive
Parts pricing is variable and is not normally practial to provide with the Parts Manual. Current specific parts quotes based on unit S/N are available upon request. Please remove the the statement "unit price and other unique characteristics."
Concur. This wording is removed in Amendment 0004.
